Village of Millbrook Board of Trustees Wednesday, 9/20/2023 - 6 PM Millbrook Firehouse, 20 Front Street, Millbrook NY,12545 Roll Call: Mayor Collopy, Deputy Mayor Doro, Trustee Herzog, Trustee Contino, Trustee Muphy , Bob Collocola (PWS), Dominic Boscardin (FD Chief), Matt Rochfort (FD President), Officer Witt (OIC), Scott Osborn (VRI), Attorney MacDonald and Deputy Clerk Zeko Absent: Clerk Witt 1. Open meeting – 6:00 PM with Pledge of Allegiance. 2. Administrative Business: a. Minutes Approval: Motion made by Trustee Contino to accept the 8/9/23 minutes, seconded by Trustee Herzog and all were in favor. b. Motion made by Trustee Doro to accept the 8/30/23 minutes, seconded by Deputy Mayor Doro and all were in favor. c. Voucher Approval: Motion made by Trustee Herzog to accept the fund totals for Vouchers as presented, seconded by Deputy Mayor Doro and all were in favor. d. Review/Status of Grant Requests See Agenda Packet e. Yard Signs Mayor Collopy proposed that all political, commercial and yard signs not be placed on or in the strip of grass (verge) between the road & sidewalk. He suggested to place them on the building side of the road verge. 3. New Business a. 10/7 Community Day Plans Buffy Arbogast, MBA president, discussed community day plans including set up, road closures, no parking areas, vendors, activities and volunteer opportunities. 4. Department Reports: a. DC Legislature update – DC Legislator Houston stated that Dutchess County has adopted the 10 year solid waste management plan and looking for ways to assist with composting at a local level. She also stated that DC passed a resolution to allow youth hunting permits for an additional 2 years as a pilot program. Houston reached out to Dutchess County planning department as to why the village grant was rejected and received feedback and reapply for county grants. b. Fire & Rescue – Chief Boscardin read from the attached report. He also reported that they had a successful equine rescue and other departments are reaching out to them for training. i. Open & award bids for Asst Chief’s vehicle Ruge’s Chevrolet: $71,697.50, 10-75 Emergency Vehicles: $79,772, Smithtown: No Bid Page | 1  ii. Motion made by Mayor Collopy to award the bid to Ruge’s Chevrolet, seconded by Trustee Contino and all were in favor. c. Police – OIC Witt read from the attached report. He stated that incidents are down due to staffing & vacations and that August had 26 open/partial shifts. There was an executive session held on August 30th where the the police officers discussed their concerns to Mayor Collopy. They agreed to have a 6 shift minimum per month and a $3.40/hr raise. OIC Witt stated in August computer was finally installed in 2020 pd vehicle (250) but a few weeks later the engine blew and is currently being fixed under warranty. The Mayor and OIC Witt agreed that it would be better to fix the 2016 pd vehicle ( 251) for around $7000 instead of converting the old FD Chief’s vehicle for $10,000. This will allow the FD to receive revenue from the old chief’s truck at auction and when 251 reaches end of service the village will be able to auction it off and will offset some of the costs to fix 251’s transmission. Motion made by Mayor Collopy to fix 251’s transmission, seconded by Deputy Mayor Doro and all were in favor. d. Highway – Hwy Super Collocola read from attached reports. Collocola noted that Reservoir Drive has been paved and Valley Farm Rd & Ciferri Drive has been oil & stoned. He also asked if residents would not run sump pumps into the streets when the weather gets cold as it causes icing. Collocola also reported that there were no issues so far with removing the trash cans in front of the deli. Collocola mentioned that Matt Hurst, snow removal personnel, is retiring and the village will be looking for alternatives to plow the sidewalks. He also said that they will be putting out a bid notice for a replacement of their 2011 F550. There is a new vendor for sidewalk grinding and will cost approx. $13,000. The sidewalk budget has been used up for the sidewalk project so the grinding will resume next fiscal year. The tree trimming of the business district is estimated at $10,000. The village has already spent half of the tree budget so the tree trimming will not be done this year. e. Water & Sewer – S. Osborn read from the attached report. Osborn reported that there were complaints about the sewer flushing as toilets overflowed due to the pressure. He recommends closing the toilet lid when sewer flushing occurs and that notices will go out prior notifying residents where they will be flushing that day. f. Treasurer & Building Dept – See attached reports. 5. Old Business a. Sidewalk project – Trustee Herzog noted that the trees can not be planted after November 15th and will wait until spring 2024 to plant. b. Village Hall Steps Replacement – Trustee Murphy presented 3 bids for the Village Hall steps. Simoncelli Brick & Stone Masonry: $7,810, Marco Boscardin & Sons: $8,552, JP Woods: $18,000 Motion made by Trustee Murphy to award the bid to Simoncelli, seconded by Mayor Collopy and all were in favor. c. Public Hearing on Resolution to Increase Rr & Vet Tax Exemption Motion made by Mayor Collopy to open the Public Hearing, seconded by Deputy Mayor Doro and all were in favor. Motion made by Mayor Collopy to enact local law No. 3 of 2023 by adopting the resolution No. 2023-008.2, seconded by Deputy Mayor Doro. Update on STR code – Deputy Mayor Doro discussed his concerns about forming the STR code and owner occupancy. Watch video for more information. 6. Public Comments Public discussed concerns about STR code. Watch video for comments 7. Board Member Updates a. Deputy Mayor Doro noted that the cracks still need to be fixed on the new tennis court surface. b. Trustee Herzog Motion made by Trustee Herzog to approve draft map, seconded by Deputy Mayor Doro and all were in favor. c. Trustee Contino had no comments. d. Trustee Murphy had no comments. e. Mayor Collopy scheduled a violence in the workplace & sexual harassment training for village employees/volunteers for Wednesday, October 25th @ 6pm at the Millbrook Firehouse. 8.
