Village of Millbrook 35 Merritt Ave- Village Hall- April 24, 2024, 6:00PM
Board of Trustees (BOT)- WWTP Presentation
1. Roll Call: Mayor Collopy, Deputy Mayor Doro, Trustee Herzog, Trustee Contino, Trustee Murphy,
Scott Osborn (VRI), and Clerk Witt
2. Open meeting – 6:00 PM with Pledge of Allegiance.
3. Tighe & Bond Wastewater Treatment Plant (WWTP) Upgrade- Erin Moore and Daemian Foster:
Ms. Moore and Mr. Foster presented their proposal for the WWTP Upgrade project- attached is the
presentation, scope (proposal), and Tighe & Bond’s qualifications. During the presentation, Mayor
Collopy noted that it is important for the upgrade project that the Village keep operating. Mr. Foster
said the Village will be operating during the upgrade. Mr. Osborn pointed out concerns with the
sand filter system producing dry sludge- it is going to become problematic as fewer companies are
doing dry sludge hauling. Ms. Moore agreed with Mr. Osborn and said there is less tolerance for dry
sludge- which is most likely the cause of the smell. Mr. Foster explained the goals for this upgrade
project are to eliminate plant and operation concerns, make upgrades to the aging system to allow
for future adjustments, and have the WWTP operate to (DEC) permit standards for many years.
Mayor Collopy asked about their projected costs being much higher than the projected costs
Delaware proposed. Ms. Moore said they took the conservative route on the projected costs- the
scope takes into consideration issues (unforeseen) that may arise and possible future costs (being a
multiyear project). She also said there may be potential for some cost saving changes in the design-
but they will know more once the project gets going. Ms. Moore let the Board know that there are
grant opportunities the Village should apply for (State and Federal grants) and stressed that now is
the time to apply. It may be 20 years before these grants are available again. She said Tighe & Bond
are very well versed in grant writing and have good working relationships with the entities the
Village would be applying to.
Mayor Collopy let Ms. Moore and Mr. Foster know the Board will discuss their proposal and will get
back to them on a decision.
4. Body Armor Policy- Trustee Contino: Trustee Contino explained that she and OIC Witt are applying
for a grant for body armor protective gear and the Village will need to adopt the body armor policy.
Motion made by Trustee Contino to adopt the proposed body armor policy, seconded by Trustee
Herzog and all were in favor.
5. Executive Session (7:27 PM- 7:45 PM)- To discuss the Tighe & Bond Proposal/RFQ: Motion made by
Mayor Collopy to enter into executive session, seconded by Deputy Mayor Doro and all were in
favor. Motion made by Mayor Collopy to exit executive session, seconded by Deputy Mayor Doro
and all were in favor. Motion made by Trustee Contino to accept the proposal/ RFQ from Tighe and
Bond, seconded by Deputy Mayor Doro and all were in favor. Mayor Collopy to reach out to Ms.
Moore to let her know the Board accepts their proposal. He will also let Delaware know they did not
get the WWTP Upgrade job but will have them complete the work on the Bennett Pump Station.
6. Executive Session (7:50 PM-8:28 PM)- To discuss Police Chief Candidates: Motion made by Mayor
Collopy to enter into executive session, seconded by Trustee Murphy and all were in favor. Motion
made by Mayor Collopy to exit executive session, seconded by Trustee Herzog and all were in favor.
During executive session, Trustee Murphy made a motion for Mayor Collopy to offer the Police Chief
job to Candidate 1, seconded by Trustee Herzog and all were in favor. Mayor Collopy added if
Candidate 1 does not accept the offer, he would like to offer the job to Candidate 2. The Board
agreed and Deputy Mayor Doro made a motion for Mayor Collopy to be able to offer the Police
Chief job to Candidate 2 if Candidate 1 declines, seconded by Trustee Herzog and all were in favor.
7. Next Scheduled Meeting: Regular Business Meeting- May 8, 2024, 6:00PM at the Firehouse.
8. Adjournment: Motion made by Mayor Collopy to adjourn the meeting at 8:30 PM, seconded by
Trustee Murphy and all were in favor.
