Village of Millbrook Board of Trustees Wednesday, 8/14/2024 - 6 PM Millbrook Firehouse, 20 Front Street, Millbrook NY, 12545 Roll Call: Mayor Collopy, Deputy Mayor Murphy, Trustee Herzog, Trustee Contino, Trustee Doro, FD President Matthew Rochfort, Scott Osborn (VRI), Police Chief Dworkin, Attorney Robert Butts and Deputy Clerk Zeko 1. Open meeting – 6:00 PM with Pledge of Allegiance 2. Administrative Business: • Minutes Approval: Motion made by Mayor Collopy to accept the 7/10/24 minutes, seconded by Deputy Mayor Murphy and all were in favor. • Voucher Approval: Motion made by Mayor Collopy to accept the fund totals for Vouchers as presented seconded by Trustee Contino and all were in favor. (see page 3 of presentation) 3. Department Reports: • Fire & Rescue – President Matthew Rochfort read the Fire Department report. (see page 4 of presentation) Rochfort mentioned they were in contact with the county and are moving forward and will be receiving an extension on the grant concerning the Fire Training Center Project. He also reported that they had 1 new member complete firefighter 1 boot camp who also received most improved student. Rochfort also noted that the fire department has 4 new members and 9 new member applications. [Watch Video] Mayor Collopy discussed the increase in the NDP ambulance contract that is up for renewal starting May 31, 2025. [Watch Video] • Police – Chief Dworkin read the Police report. He also discussed all the items that are in development including installations & reinstatements of the following systems: SJS Spectrum Justice System, TraCS Traffic and Criminal Software, e-Justice Access, IBR - Incident Based Reporting & Police Registry. He noted that the reporting is years out of compliance and will take some time to get all the data to the state. Chief Dworkin stated that a server & new firewall will be purchased with funds from the technology grant and will host all of the police record management system and will allow better service to the mobile & in-house computers. He noted that PPE equipment has been ordered and will be reimbursed via the Police Protective Equipment Grant. A $25k Livescan grant was approved by DCJS which will allow for the purchase of a Livescan system. Chief Dworkin noted that the 2016 Ford police vehicle is in poor condition. He looked at alternate options to replace it and there is a dealer in Johnstown, NY that has brand new leftovers. It would save the village $6k- $8k. He received a quote of $37k for a 2023 Dodge Charger, approx. $11k-$13k for the upfit and an additional $1k for graphics for an approx. total of $50K. (see pages 5 & 6 of presentation) [Watch Video]. • Highway – Mayor Collopy read the Highway report. Mayor Collopy noted that there will be 1 end of summer brush pick-up for Monday, September 9th. He stated that the old dump truck sold at auction for $4600 more than what was budgeted and will help cover the overage in cost from the sidewalk project. Patrick Murphy discussed meeting with numerous contractors for the painting of the Village Hall. They are trying to resolve the best way to deal with the chipping & flaking of the stucco. Lead was found in the stucco & the green windowsills. Mayor Collopy noted that the village has roughly $40K non-budgeted funds available to paint the Village Hall. The funds will be a combination of the following: sell Newmont stock - $6k, Tribute Garden donations - $15k, HNL account - $10k, FEMA reimbursement $10K. He also stated that DOT rejected the request to lower the speed limit to 25 mph on Franklin Ave. New 25 mph signs will be ordered and put up on village owned roads. Mayor Collopy said they will begin the interview process for the new Highway Supervisor position next week. (see page 7 of presentation) [Watch Video] • Water & Sewer – S. Osborne read the Water & Sewer report. He discussed possibly getting information on getting internet service at the water treatment plant since having to go off location to preform firmware updates, security was a concern. (see pages 8-11 of presentation) [Watch Video] • Treasurer & Building Dept (see pages 12-14 of presentation) [Watch Video] Mayor Collopy noted that there were no new STR applications. Trustee Doro noted that there were only 3 STR’s inspected & approved but Granicus has 13 active STR’s. He stated letters went out to all active STR’s and that several have pulled their STR and converted them to long term rentals and that long term rentals need to go through the proper channels as well. Clerk Witt completed and submitted 2023 Annual Financial Report. DASNY Reimbursement Requests approved for $131,472.73. 1|Page  4. Old Business: • Street Lights to LED: Trustee Herzog stated that the cost to the village will be $8758.12. These funds will come from the money in the HNL account. Tentative schedule is as follows, Work order processing: 9/15, Design: 9/15-10/15, Construction: Mid to late October, Finish: Mid-November. Savings will be seen on the December Central Hudson Bill. [Watch Video] • CSC Bronze Application Status: Trustee Herzog discussed the Village’s bronze application status with climate smart community and noted that January 2025 is the 1st time the village is eligible to. [Watch Video] • Public Hearing - Enacting Local Law No. 7 of 2024 Imposing a Temporary Six-Month Moratorium on Certain Land Developments in the RLD Zoning District: [Watch Video] Motion made by Trustee Doro to OPEN the public hearing, seconded by Deputy Mayor Murphy and all were in favor. No public comments were made. Motion made by Trustee Doro to CLOSE the public hearing, seconded by Deputy Mayor Murphy and all were in favor. Motion made by Trustee Doro to ACCEPT & APPROVE Resolution No LL0072024.3, seconded by Deputy Mayor Murphy, Enacting Local Law No. 7 of 2024. Roll Call Vote: 5 ayes, 0 nays. Deputy Clerk Zeko will send the Local Law to the State for official filing. 5. New Business • Resolution to update Village Code Ch 136 Litter: [Watch Video] Motion made by Trustee Contino to Introduce Local Law No 8 of 2024 amending chapter 136 of the Village Code entitled “Littering” to require residential & commercial landlords to provide & maintain trash receptacles, seconded by Trustee Herzog. Roll Call Vote: 5 ayes, 0 nays. Public hearing to accept will be held on 9/11/2024 at 6 pm at the Millbrook Firehouse. • Proposed Village Code Updates re: scooters & e-bikes [Watch Video] Deputy Mayor Murphy read the NYS code about e-bike & e-scooter use. Planning to put notice out to the public notifying that they must abide by NYS Vehicle & Traffic (VAT) CHAPTER 71, TITLE 7, ARTICLE 34, SECTION 1242 Additional provisions applicable to bicycles with electric assist. 6. Board Member Updates: • Trustee Herzog: [Watch Video] The 14 trees that were planted this year are healthy & doing well. Shade Tree Commission member inspection stated 5 trees removed & 3 trees on Exmoore Drive need to be trimmed and the tree at the Firehouse was trimmed & cabled. Inspection by DEC on Dineen about buffer area about invasive vines. DEC said trees are doing well. Put in application in spring for shrubs & foliage to be planted around the trees. • Trustee Contino: No updates • Deputy Mayor Murphy: [Watch Video] Discussed sidewalk project. Waiting on more quotes. Mayor Collopy said he received a quote from Rennia with an estimated of $160k to do the north side of Franklin Ave from the bank to library and includes the crosswalk. Mayor Collopy said they will submit a request for the grant. Deputy Mayor Murphy also discussed the pigeon problem at the Village Highway Dept barn. • Trustee Doro: [Watch Video] noted that Salem Fence completed the bottom bar at the tennis courts. • Mayor Collopy: [Watch Video] Mackey Butts & Whalen submitted a complaint to the new owners of Greenbriar to get the village’s $10k back. They had 10 days to respond with no response from Greenbriar. 7. Next Board Meeting: Wednesday, 8/28/24 – 6 pm at the Village Hall to accept the Washington Ave road work bids. Next Board of Trustees meeting will be held on Wednesday, 9/11/24 at 6pm at the Firehouse. 8.
