Voucher Approval: Motion made by Mayor Doro to accept the Voucher fund totals as presented, seconded by Deputy Mayor Murphy and all were in favor (attached in presentation). Agenda Items: Mayor Doro read a Proclamation recognizing Bernie Williams and The Millbrook Vineyards & Winery in appreciation for their annual philanthropic contributions supporting the local arts and music. DEPARTMENTAL REPORTS: Fire & Rescue –Chief Boscardin read from the attached monthly report. Police – Chief Dworkin read from attached monthly report. Chief D circulated a memo to the Board in support of a new Police Officer hire. The Board to discuss in executive session. Highway –Deputy Mayor Muphy read from the attached Highway monthly report. By roll call vote, the Board unanimously approved the attached Resolution No.2025-004 “Recognizing Certain Streets in the Village as Streets by Prescription Open to Use by the Public” (5 ayes- 0 nays). Water & Sewer – S. Osborn: read from attached monthly reports. Mayor Doro stated The EPA audit of the sewer plant is nearly complete, with the final significant task being aeration system work delayed by heavy rains. Treasurer & Building Dept – Clerk Witt: read from attached monthly reports. Informed the Board that Budget Adjustments will be presented for the Board’s approval in the July meeting. OLD BUSINESS: • Inter-Municipal Agreement (IMA) with Town of Washington (TOW): Progress on an IMA with the Town of Washington was discussed concerning redirecting large truck traffic off Franklin Avenue to improve safety and reduce nuisance. Coordination with NY State DOT is ongoing to ensure proper signage and enforcement authority. • NEW BUSINESS: None. BOARD MEMBER UPDATES & PUBLIC COMMENTS: • Public Comment: none. • Trustee Bucklin: Shade Tree Committee Activities Identified six trees for removal due to safety concerns and proximity to road edges; letters will be sent to affected homeowners. Tree planting plans include locations near the tennis courts, Maple Avenue, Washington Avenue, and Church Street, with outreach to homeowners for approval. Discussed the bidding for tree removal services which may promote competitive pricing also to comply with procurement policy. 1|Page Wednesday, June 11, 2025 – www.villageofmillbrookny.com  • Trustee Updates continued: o Trustee Mawson: The village is working to achieve Bronze certification, having scored 106 out of 120 points on initial submission. Seven key items need addressing before resubmission by July 11. Collaboration with county officials is ongoing to correct documentation errors and improve compliance. o Trustee Socci: Work on the Hazard Mitigation Plan continues, coordinated with Duchess County and Cornell Cooperative Extension, with expected completion soon. Executive Session (Personnel) and Adjournment: Executive Session- Personnel: Motion made by Mayor Doro to enter into Executive Session (6:55 PM), seconded by Deputy Mayor Murphy and all were in favor. No action was taken during Executive Session. Motion to exit Executive Session and adjourn the meeting (7:15 PM) made by Mayor Doro, seconded by Trustee Mawson and all were in favor. Doro, Mayor of the Village of Millbrook do hereby proclaim our deep appreciation for the many years of dedication Mr. William’s and the Millbrook Winery contributes towards keeping the music and arts programs successful in this community. Doro, Mayor  RESOLUTION No. 2025-004 Recognizing Certain Streets in the Village as Streets by Prescription Open to Use by the Public At a meeting of the Village Board of Trustees of the Village of Millbrook (“Village Board”), held at the Village Hall, 35 Merritt Ave., Millbrook, New York on the 11th day of June, 2025, at 6:00 Mayor Doro p.m., Village Mayor, Peter Doro called the meeting to order, and _____________________________, Murphy seconded by Trustee ___________________________________, moved the following resolution: WHEREAS, Section 6-626 of the New York State Village Law provides that “all lands within the village which have been used by the public as a street for ten years or more continuously, shall be a street with the same force and effect as if it had been duly laid out and recorded as such”; and WHEREAS, the following streets, or portions of streets, located in the Village of Millbrook have not been laid out and recorded as public streets but nevertheless Village records indicate such streets have been continuously used by the public, and maintained by the Village, since at least 2005.
