ADMINISTRATIVE BUSINESS:
Voucher Approval: Motion made by Mayor Doro to accept the Voucher fund totals as presented, seconded
by Deputy Mayor Murphy and all were in favor (attached in presentation).
Announcement: Mayor Doro announced the Village had been awarded $125K in a Community Development
Block Grant to continue the sidewalk resurfacing project.
RESOLUTIONS REVIEWED
Resolution 2025-005: Authorizing the Village to Enter an Inter-Municipal Agreement with Town of Washington to
Establish a Truck Route. Motion made by Deputy Mayor Murphy to accept the resolution as presented, seconded
by Trustee Mawson- Roll call vote: 4 Ayes- 0 Nays- 1 Absent. Resolution carried.
Resolution 2025-006: To Recognize the Official Date of Establishment of the Village of Millbrook Police Department to
be April 15, 1896. Motion made by Deputy Mayor Murphy to accept the resolution as presented, seconded by
Trustee Mawson- Roll call vote: 4 Ayes- 0 Nays- 1 Absent. Resolution carried.

Executive Session & Adjournment
Motion to enter into executive session to discuss legal matters made by Mayor Doro, seconded by Deputy Mayor
Murphy and all were in favor. No motions were made during executive session.
Motion to exit executive session and adjourn the meeting at 6:23 pm made by Mayor Doro, seconded by Deputy
Mayor Murphy and all were in favor.

RESOLUTION No. 2025-005
Authorizing the Village to Enter an Inter-Municipal Agreement with Town of Washington to
Establish a Truck Route
At a meeting of the Village Board of Trustees of the Village of Millbrook (“Village
Board”), held at the Village Hall, 35 Merritt Ave., Millbrook, New York on the 23rd day of July,
2025, at 6:00 p.m., Village Mayor, Peter Doro called the meeting to order, and
Trustee Murphy

___________________________________, moved the following resolution:
WHEREAS, the Village Board of Trustees has determined certain streets and highways
within the Village are subjected to greater wear and deterioration than other streets and highways
as a result of trucks and other vehicles with heavy gross weights traveling over such streets and
highways; and
WHEREAS, the Village has the authority to establish a system of “Truck Routes” upon
which all trucks, tractors, and tractor-trailer combinations having a total gross weight in excess of
ten thousand (10,000) pounds are permitted to travel and operate and excluding such vehicles from
all highways except those designated as such “Truck Route”, pursuant to Section 1640(10) of the
New York Vehicle and Traffic Law; and
WHEREAS, the New York State Department of Transportation (“DOT”) has informed
the Village it will agree to the designation and use of New York State Route 44 (“Route 44”) as
the “Truck Route” for the Town of Washington and the Village, and provide the appropriate
signage to designate Route 44 as the “Truck Route” for the Town and Village, provided the Town
and Village enter into an Inter-Municipal Agreement to formally establish such “Truck Route”;
and
WHEREAS, the Village Board has determined it is in the best interest of the Village to
enter into an Inter-Municipal Agreement with the Town of Washington to establish Route 44 as a
“Truck Route”; and

NOW THEREFORE, BE IT RESOLVED, the Village Board hereby approves the terms
contained in the attached Inter-Municipal Agreement (“IMA”) with the Town of Washington
establishing Route 44 as a “Truck Route” and authorizes the Mayor to execute such IMA on behalf
of the Village.
The foregoing resolution was duly put to a vote which resulted as follows:

Village Millbrook Board of Trustees
Resolution #2025-006
To Recognize the Official Date of Establishment
of the Village of Millbrook Police Department to be
April 15, 1896
WHEREAS, According to the minutes, the Village of Millbrook Board of Trustees held a duly
convened meeting on April 15, 1896, to establish Ordinances including “Duties of Officers on
Complaints”, “Arrests for Violation Ordinances”, and “Obstruction of Officers” (that took effect
immediately), and
WHEREAS, The minutes of May 7, 1896, reflect a special meeting of the Board of Trustees that
was held to address a request by President (Mayor) Oakleigh Thorne for authorization to engage
a “Night Watchman” (Police Officer) for the Village at a rate of $1.50 per day. A motion
approving Thorne’s request was made, seconded and carried. Subsequently, on June 11, 1896,
President Thorne reported back to the Board that he had engaged John Madden to serve in the
role of Night Watchman, working seven days a week at $1.50 per day, and
WHEREAS, Minutes of the Board of Trustees are recognized as the official record for the
Village of Millbrook.
NOW, THEREFORE BE IT RESOLVED, The Board of Trustees by way of archival research
identify and approve the Official Date of Establishment for the Village of Millbrook Police
Department to be April 15, 1896.
