Village of Millbrook- Board of Trustees Business Meeting Minutes

Roll Call: Mayor Doro, Deputy Mayor Murphy, Trustee Call to Order: Mayor Doro
Bucklin, Trustee Mawson, Trustee Briggs, Fire Chief opened the meeting with the
Boscardin and Fire President Rochfort, Police Chief Pledge of Allegiance
Dworkin, Scott Osborn (VRI), and Clerk Witt.
Administrative Minutes Approval: December and Re-org (Jan) Minutes approved by Deputy Mayor Murphy
Business seconded by Trustee Mawson- All voted in favor.
Voucher Approval: December Vouchers approved by Trustee Bucklin seconded by Deputy
Mayor Murphy- All voted in favor.

Fire & Rescue: During a recent snow event, the Fire Chief’s vehicle slid on ice and collided with a
pole. The Chief was not injured, but the vehicle was deemed a total loss by the
insurance company. Most equipment was salvaged for reuse or as spare parts.
The Fire Chief requested authorization to solicit bids for a replacement vehicle,
either new or used with low mileage.
The Board approved the motion to authorize the Fire Department to solicit bids for
a replacement vehicle. Mayor Doro moved the motion, seconded by Trustee
Bucklin, and all voted in favor.
Chief also reported delays in the construction of the new training facility due to
difficulties sourcing materials. An extension request for project completion has
been submitted to the County.
Police: Police Chief Dworkin recommended the hiring of a part-time police officer to the
Board. The Chief anticipates improved staffing levels in the spring, following the
new hire and Officer Morrone’s retirement from the City of Poughkeepsie.
Public Works (HWY): The department responded to a fallen tree that affected the wastewater treatment
filter beds and septic plant filtration system. Cleanup was completed promptly.
Water & Sewer: Tree removal was conducted at the filter beds to prevent further damage.
Additional trees were identified as potential hazards and will be considered for
future removal. Fence replacement at the site will be budgeted and scheduled for
the spring.
Building & Planning: No additional items were reported.
Treasurer & Clerks: A financial update will be provided at the February meeting.
New and Unfinished Business
There were no new or unfinished business items to discuss.
Board Member Updates
Bucklin Trustee Bucklin will attend the Millbrook Listens “Spirit of Millbrook” awards ceremony on January 31, 2026.
Trustee Mawson submitted a proposal to replace all lighting in Village Hall and ornamental street lighting
with LED fixtures. The proposal does not include prevailing wage. The Board discussed benefits such as
alignment with Climate Smart initiatives and potential energy cost savings. The estimated cost for both
projects is approximately $13,000.
Mawson
Mayor Doro recommended deferring funding to the next fiscal year’s budget rather than proceeding as an
out-of-budget expenditure. The Board discussed grant opportunities and utility programs, including Central
Hudson and New York State energy efficiency programs. Consensus was reached to finalize plans, obtain
additional quotes, and explore funding options before proceeding.
Murphy No additional items were reported.
Briggs No additional items were reported.
Mayor Doro provided an update on the CDBG Sidewalk Project. A meeting was held with Rennia
Engineering and the New York State Department of Transportation regarding the north-side sidewalk
project on Franklin Avenue, a state road. DOT’s feedback requires plan adjustments before bids can be

solicited. The project is expected to begin in the spring, pending compliance with DOT requirements.
The Village is compiling photographic documentation to support repaving requests for Franklin Avenue. A
follow-up meeting with DOT is scheduled for early March to address road conditions.

Executive Enter Executive The Board entered executive session at 6:51 PM to discuss personnel matters.
Session and Session: 6:51 PM Mayor Doro moved the motion, seconded by Deputy Mayor Murphy, and all were

During the executive session, the Board approved the appointment and hiring of
the candidate recommended by the Police Chief. The Board also approved the
Police Chief’s recommendation for termination, with a vote of 5 ayes and 0 nays.
Exit Executive The Board exited executive session at 7:36 PM. No other matters were voted on
Session: 7:36 PM during executive session. Mayor Doro made the motion to exit, seconded by
Trustee Mawson, and all were in favor.
Adjournment: Motion made by Mayor Doro to adjourn the meeting, seconded by Trustee Briggs
7:36 PM and all were in favor.
