Village of Millbrook- Board of Trustees Business Meeting Minutes

Roll Call: Mayor Doro, Deputy Mayor Murphy, Trustee Bucklin, Call to Order: Mayor Doro opened
Trustee Mawson, Trustee Briggs, Fire Chief Boscardin and Fire the meeting with the Pledge of
President Cross, DPW Kelly, Police Chief Dworkin, Scott Allegiance
Osborn (VRI), Snr Acct Clerk McLaughlin, and Clerk Witt.
Administrative Minutes Approval: Jan Minutes approved by Deputy Mayor Murphy seconded by Trustee
Business Bucklin- All voted in favor.
Voucher Approval: December Vouchers approved by Trustee Bucklin seconded by Deputy
Mayor Murphy- All voted in favor.

Fire & Rescue: Chief’s Vehicle: The Chief stated that Ruge’s Chevrolet was the only bidder for a
new department vehicle, offering a fully equipped vehicle at a price of $79,976.
The price is approximately $4,000 higher than a similar purchase made two years
ago. No offers received for used vehicles. Chief asked if the Board would make a
motion to accept the bid and proceed with building the vehicle. Mayor Doro said
that the Board will discuss the vehicle and other personnel matters during
executive session.
Firehouse building update: The Chief reported on a roof leak caused by ice
buildup that resulted in interior damage to the firehouse. Insurance adjusters
expected to inspect the damage. The roof had been installed about four years ago,
but there is limited documentation available for any previous warranties. While
additional assessment is underway, temporary measures have been put in place
to reduce risks.
Police: Police Chief Dworkin discussed a proposed upgrade to the department’s
telephone communications system. The proposed system would integrate
landline and mobile communications, allowing calls to ring directly to officers’
mobile devices and improving call routing between departments. When officers
are off duty, overnight calls may be automatically directed to the State Police. The
Board requested additional information before moving forward.
Resignation and hiring Officer Morrone: Chief explained, to comply with New York
State retirement system requirements Officer Morrone would be requiring a brief
separation from service before reappointment. Motion to accept the resignation
and rehiring of Morrone- Moved by: Mayor Doro; Seconded by Trustee Briggs
Roll call vote 5-aye 0-nay.
Resolution 2026-003: CDBG- Police: The Board discussed submitting a 2026
Community Development Grant application for ADA accessibility improvements
at the Village Police Department. Motion to submit the grant application and
schedule the required public hearing. Moved by: Mayor Doro; Seconded by:
Trustee Bucklin
Vote: All in favor.
Public Works (HWY): The mayor shared that the proposal to make Franklin Ave a truck route
bypassing the village was rejected. Authority for such designation rests with
the New York State Department of Transportation Commissioner.
A traffic study may be required for further consideration; however, the cost and
logistics of such a study remain under review.
DPW Kelly reported The Town of Washington Highway Department and Ray Septic
assisted with snow removal following a major storm. Village employees were
commended for their extended hours and ongoing efforts to maintain road
conditions.
Water & Sewer: Mr. Osborn reported the annual flow certification report was submitted to the
Department of Environmental Conservation, and required reports were filed with
the DEC and EPA.
Engineering coordination continues with Tighe & Bond regarding wastewater
treatment plant upgrades. An exposed sewer main near Route 343 and Bennett
Creek was identified and will require stabilization work.
Building & Planning: January activity included three building permits issued, one municipal search,
and one fire inspection, generating $450 in fees.
Planning and Zoning Board meetings were rescheduled and continued into
February.
Treasurer & Clerks: Financial Report – Senior Account Clerk McLaughlin and Clerk Witt: The mid-year
financial report, covering June 1 to January 31, was presented. Departments were
operating within budget, although employee benefits expenditures were higher
due to annual payment timing and winter storm expenses have impacted snow
removal costs.
Revenue sources including court income, planning, and building fees, and water
and sewer revenues remain strong. The Board discussed the potential need for a
Tax Cap Override Local Law as a precaution during budget preparation.
New and Unfinished Business
There were no new or unfinished business items to discuss.

Shade Tree Commission Update:
The Board considered an application for the Hudson Estuary “Trees for Tribs” program to plant trees on
Bucklin village property near Dineen Road. Motion to approve submission of the grant application. Moved by: Mayor
Doro; Seconded by Deputy Mayor Murphy. Vote: All in favor.

Village Gym Update: Recreation programming continues to expand with renewed pickleball participation
Doro and upcoming community dance events. Additional proposals include dance and gymnastics-style
programming at the village gym.

Executive Enter Executive The Board entered executive session at 6:51 PM to discuss Fire Department
Session and Session: 6:51 PM matters. Motion to enter Executive Session to discuss personnel matters.

Exit Executive The Board exited executive session at 7:35 PM. No votes taken during executive
Session: 7:35 PM session. Motion to return from Executive Session to open session. Moved by:
Mayor Doro; Seconded by: Deputy Mayor Murphy
Vote: All were in favor.
Adjournment: Motion to adjourn the meeting. Moved by: Mayor Doro; Seconded by: Trustee
