Village of Millbrook Board of Trustees Business Meeting Minutes Village Hall – 35 Merritt Ave Date: March 11, 2026 Time: 6:00 PM CALL TO ORDER: The meeting was called to order by Mayor Doro. Meeting Links PLEDGE OF ALLEGIANCE: A moment of silence was observed six Meeting Presentation United States service members who lost their lives in the conflict March 11 Video with Iran. ROLL CALL: Present: Mayor Doro, Deputy Mayor Murphy, Trustees Bucklin, Mawson, Briggs, Chief Boscardin (Fire), Chief Dworkin (Police), Scott Osborn (VRI), and Clerk Witt ADMINISTRATIVE BUSINESS: Minutes approval was tabled. Motion to accept voucher totals- moved by Deputy Mayor Murphy, seconded by Trustee Bucklin, and all were in favor. PUBLIC HEARING – LOCAL LAW NO. 1 OF 2026 : A public hearing was held regarding Local Law No. 1 of 2026, authorizing the Village to exceed the property tax levy limit for the 2026–2027 fiscal year. Motion to open the public hearing. Moved by: Mayor Doro; Seconded by: Trustee Mawson Vote: All in favor. There were no public comments. Motion to close the public hearing. Moved by: Mayor Doro; Seconded by: Deputy Mayor Murphy. Vote: All in favor. Motion to adopt Local Law No. 1 of 2026. Moved by: Mayor Doro; Seconded by: Deputy Mayor Murphy. Roll Call Vote: 5 Ayes/ 0 Nays. ARBOR DAY PROCLAMATION The Board acknowledged Arbor Day 2026 and planned tree planting activities, recognizing the environmental and community benefits. DEPARTMENT REPORTS: Fire Department- Reported an increase in mutual aid calls due to regional ambulance staffing shortages. Minor firehouse maintenance items are scheduled for repair. Police Department- Chief Dworkin presented the ‘State of the Police’ report (located in the presentation). Highway Department- Reported on winter operations, including snow and ice response and pothole repairs. Ongoing coordination with the New York State Department of Transportation regarding road maintenance and future projects was discussed. Water and Sewer Department- Reported on planned upgrades to water meter reading systems, recent sewer system maintenance, and ongoing engineering review of infrastructure. Efforts to secure funding for future wastewater system improvements continue. Building Department- Reported limited activity for the period. The Planning Board is preparing for upcoming redevelopment-related public hearings. BOARD MEMBER UPDATES: Mayor Doro- Will be doing some tennis court updates and improvements. Trustee Bucklin- Millbrook Listens update: looking to possibly launch a Millbrook newspaper. ADJOURNMENT Motion to adjourn the meeting at 7:20pm. Respectfully submitted, Clerk Witt Village Clerk  Local Law No. 1 of the year 2026 Village of Millbrook, County of Dutchess A local law authorizing a property tax levy in excess of the limit established in General Municipal Law §3-c Section 1. Legislative Intent It is the intent of this local law to allow the Village of Millbrook to adopt a budget for the fiscal year 2026/2027 that requires a real property tax levy in excess of the “tax levy limit” as defined by General Municipal Law § 3-c. Section 2. Authority This local law is adopted pursuant to subdivision 5 of General Municipal Law §3-c, which expressly authorizes a local government’s governing body to override the property tax cap for the coming fiscal year by the adoption of a local law approved by a vote of sixty percent (60%) of said governing body. Section 3. Tax Levy Limit Override The Board of Trustees of the Village of Millbrook, County of Dutchess, is hereby authorized to adopt a budget for the fiscal year 2026/2027 that requires a real property tax levy in excess of the amount otherwise prescribed in General Municipal Law §3-c. Section 4. Severability If a court determines that any clause, sentence, paragraph, subdivision, or part of this local law or the application thereof to any person, firm or corporation, or circumstance is invalid or unconstitutional, the court’s order or judgment shall not affect, impair, or invalidate the remainder of this local law, but shall be confined in its operation to the clause, sentence, paragraph, subdivision, or part of this local law or in its application to the person, individual, firm or corporation or circumstance, directly involved in the controversy in which such judgment or order shall be rendered. Section 5. Effective date This local law shall take effect immediately upon filing with the Secretary of State.
