Minutes of the Millcreek City Council November 9, 2022 11:00 a.m. Special Meeting The City Council of Millcreek, Utah, met in a special public meeting on November 9, 2022, at the Millcreek Common Adventure Hub, 1354 E. Chambers Avenue, Millcreek, UT 84106. PRESENT: Council Members City Staff Jeff Silvestrini, Mayor Mike Winder, City Manager Silvia Catten, District 1 (left at 1 l:37am) Elyse Sullivan, City Recorder Thom DeSirant, District 2 (excused) Francis Lilly, Assistant City Manager Cheri Jackson, District 3 Kayla Mayers, Promise Program Manager Bev Uipi, District 4 (excused) Aimee McConkie, City Events Director Rita Lund, Communications Director Andrew Clark, Emergency Manager Attendees: Jeremy Peterson, Michael Bourne, Craig Tingey, Brigette Weier, Jeremiah Clark, John Kesler, Jeff Miner, Christine Balderas SPECIAL MEETING-11:00 a.m. TIME COMMENCED-11:19 a.m. Mike Winder called the meeting to order. He said the city worked with the corni'nunity through various capacities, including faith-based organizations. Winder introduced Mayor Jeff Silvestrini to the group. Michael Bourne offered a prayer. Mayor Silvestrini noted it had been almost six years since the city incorporated. He aclaiowledged the Millcreek Promise Program. The program made promises to the coinrnunity on education, health, and safety. The city was playing a role in housing homeless individuals with the temporary overflow shelter on 3300 S. and looking for ways to help prevent homelessness. He mentioned that the Promise Program worked with Millcreek Elementary, and programming would continue should that school close. The city partnered with the county on a grant for an after school program there. The Holladay Hills Apartments had troubles with gangs and the city had worked with the area ward in the Church of Jesus Christ of Latter Day Saints to assist. The city helped start an after school program for the kids there. He acknowledged the food pantries at Millcreek Elementary and Moss Elementary. The city was trying to build comt'nunity and bridge divides with social programs. Millcreek CC Meeting Minutes 9 November 2022 Page 2 of 2 The mayor said the state had been the fastest growing state in the country for the last 10 years; eighty percent of the population of Utali lived along the Wasatch Front. He appreciated that because it enriched the cornrnunity with new members, but with that growth, came challenges with housing. The city was trying to shape housing developments that best served the coinmunity. The extra housing was necessaty to horise the growing population. He hoped to maintain communities where residents' posterity could live. The city was trying to accomx'nodate the growth where feasible, particularly near transit, and preserve the great neighborhoods. The state was looking to improve transit options. The mayor highlighted the new Millcreek Coxnmon, which was sitting on fault line. He gave a brief overview of the plaza and new city hall which was currently under construction. In closing, the mayor wished to work with the religious leaders in the future. Council Member Catten left at 11:37 a.m. The City Council meeting within the Interfaith Summit ended at 11:37 a.m. due to the loss of a quorum. 1. Introduction of Faith Leaders and Mfflcreek Staff 2.
