Minutes of the Millcreek City Council February 10, 2025 5:00 p.m. Work Meeting The City Council of Millcreek, Utah, met in a public work meeting on February 10, 2025, at City Hall, located at 1330 E. Chambers Avenue, Millcreek, UT 84106. The meeting was recorded for the City's website. PRESENT: Council Members City Staff Jeff Silvestrini, Mayor Mike Winder, City Manager Silvia Catten, District 1 Elyse Sullivan, City Recorder Thom DeSirant, District 2 (arrived at 5:l2pm) Rita Lund, Coinmunications Director Cheri Jackson, District 3 John Brems, City Attorney Bev Uipi, District 4 (electronic) Kurt Hansen, Facilities Director Attendees: Jerry Schrnidt, Chief Petty-Brown, Chief Robinson, James Kelsey WORK MEETING - 5:00 p.m. TIME COMMENCED: 5:05 p.m. Mayor Silvestrini called the work meeting to order. 1. Unified Fire Authority Quarterly Report; Assistant Chief Zach Robinson Chief Robinson presented fourth quarter statistics from 2024. Tbe're were 5,742 total incidents in Millcreek in 2024, with 1,446 in quarter four with 466 emergent. UFA incidents totaled 36,868 in 2024. The top fire calls were structure fires, outside rubbish fires, special outside fires, vegetation fire, and other. The top EMS calls were short fall, sick people, head injury, breathing problems, and abdominal pain. The other top calls were for public service assistance, false alarm, unintentional detector, detector malfunction, and wiring/equipment problem. The total emergent time was 04:31 (50' percentile) and 6:48 (90I'l percentile). He broke down responses by engine, truck, and ambulance by station. Chief Robinson reported that UFA was involved with emergency management assistance compact deployment in Los Angeles. The compact allows states to request and provide assistance in disaster relief efforts during a declared state of emergency. Eight UFA personnel were deployed for 14 days. Recruit camp #58 graduated on January 15th with 15 new firefighters. Recruit camp #59 started the prior week. Chief Burchett and UFA divisions were working on the next fiscal year budget. The final budget approval is scheduled for June 17. He announced the retirement of Chief Brad Larson which took place on January 1st. 2. Wasatch Front Waste and Recycling District 2024 Year End Report; James Kelsey, Sustainability Coordinator James Kelsey reported 2024 district wide statistics with tons, loads, and cost. The average disposal fee for garbage curbside was $36 per ton, recycling curbside $40 per ton, and green curbside $17 per ton. The average clean recycling rate for the district was 77.09%. He presented graphs of district and Millcreek tonnage and service comparisons between 2023 and 2024. Millcreek residents used 4121andfill vouchers saving customers $6,397. Millcreek had a 24% landfill diversion rate, above the district-wide 18% goal. The Millcreek recycling contamination rate was I 8%, a 4% improvement from 2023, and below the district goal of 20%. Mayor Silvestrini asked about contaminants. Kelsey reported flimsy plastics and scrap metal were major contaminants. Mayor Silvestrini asked how residents should dispose of scrap metal. Kelsey would report back to the council. Kelsey reported on the seasonal container reservation program. There were 7,554 total deliveries with 98 cancellations and 6,173 tons pulled in the district. In Millcreek, there were 1,349 containers, 33 cancellations, and 1,202 tons pulled. Mayor Silvestrini brought up the reservation system for containers. Kelsey said there would be a priority list this year to make it more equitable for those who had not received a container in prior years to be able to get one first. There were about 35% repeat customers in 2023 and 2024. Kelsey said there would be a customer satisfaction survey, 10,000 mailers, sent out. This year, green waste would run March 10-December 12, and there would be a WFWRD presence at community outreach programs. 3. Millcreek Arts Council Presentation The Arts Council informed staff earlier that day that they would not be presenting. 4. Staff Reports There were no reports. 5. Discussion of Agenda Items, Correspondence, and/or Future Agenda Items Council Member Jackson asked if HR could compile and evaluate the fulltime employee requests from the departments that came up in the council strategic meeting on January 151h. Mike Winder said the budget would be discussed in upcoming work meetings. Mayor Silvestrini said he had received about 65 emails, 4 negative, and the rest positive about a recent experience he dealt with between U.S. Immigration and Customs Enforcement (ICE) and Unified Police Department. Winder thanked the mayor and Council Member DeSirant for their efforts at the Utah League of Cities and Towns Legislative Policy Committee. Council Member Jackson brought up the need to reevaluate events around the Common, ensuring the city does not favor one group over another. She requested training on social media. 6. Council Member Catten voted yes, Council Member DeSirant voted yes, Council Member Jackson voted yes, Council Member Uipi voted yes, and Mayor Silvestrini voted yes. The motion passed unanimously.
