Minutes of the Millcreek City Council January 27, 2025 7:00 p.m. Regular Meeting Council of Millcreek, Utah, met in a regular public meeting on January 27, 2025, at The City Hall, located at 1330 E. Chambers Avenue, Millcreek, UT 84106. The meeting was City recorded for the City's website and had an option for onJine public comment. Welcome, Introduction and Preliminary Matters 1.I Pledge of Allegiance Mayor Silvestrini called the meeting to order and led the pledge of allegiance. 1.2 Unified Police Department Millcreek Precinct Officer of the Month for December 2024 Chief Petty-Brown announced Sergeant John Sire as the Officer of the Month for December 2024. Sgt. Shire showed leadership during the busiest shift despite manpower difficulties. He successfully managed officers from other precincts to fill shifts. Mayor Silvestrini said that due to the shortage of officers from the separation with the Sheriff's Office, incentives were offered to other police officers to join UPD. Financial Matters 2.1 Public Hearing to Consider a Monetary Contribution of Up to $8,000 for High School Scholarships Mayor Silvestrini said a new high school was operating in Millcreek, the International Charter School, in the old Millcreek Elementary School. Scholarships would be awarded to two students from the charter school, Cottonwood High, Olympus High, and Skyline High schools. Council Member DeSirant moved to open the public hearing. Council Member Jackson seconded. Mayor Silvestrini called for the vote. Council Member Catten voted yes, Council Member DeSirant voted yes, Council Member Jackson voted yes, Council Member Uipi voted yes, and Mayor Silvestrini voted yes. The motion passed unanimously. There were no comments. Council Member DeSirant moved to close the public hearing. Council Member Catten seconded. Mayor Silvestrini called for the vote. The motion passed unanimously. 2.2 Discussion and Consideration of Ordinance 25-01, Approving a Monetary Contribution of Up to $8,000 for High School Scholarships Mayor Silvestrini said a study was performed by Bonneville Consulting to comply with state law to establish that this expenditure of taxpayer dollars would be consistent with the interest of general welfare of the city. Council Member DeSirant moved to approve Ordinance 25-01, Approving a Monetary Contribution of Up to $8,000 for High School Scholarships. Council Member Jackson seconded. The motion passed unanimously. 2.3 Public Hearing to Consider Amending the Fiscal Year 2024-2025 General Fund, Capital Improvement Fund, and Stormwater Fund Budgets Lisa Dudley said the General Fund and Capital Improvement Project Funds were the only ones being amended. The General Fund had no changes in revenue, with only internal reallocations between departments. Notably, HR, Non-Departmental, and Business Licensing have adjustments. A $15,000 amendment is proposed for the wellness program, covering Epic Gym memberships for city staff, which has been popular and beneficial for employees. The funding for this will be sourced from an over-budgeted Non-Departmental line. A budget error in the Business Licensing department is also being corrected. Additionally, funds witMn the Community Life department will be reallocated to properly track professional service expenses associated with events. In the Capital Projects fund, revenue and expenditure adjustments are necessary, including a new line for the CDBG program and the recognition of prior grants. There are also updates for the sale of land and the acquisition of property for city projects. Lastly, a revised fee schedule was proposed, adjusting various fees in the Cornrnunity Life department, such as adding discounts for military and first responders, and addressing  Council Meeting Minutes 27 January 2025 Page 3 of 5 Millcreek City fees. Employee discounts for venue rentals would now adhere to unused or redundant with options for a 20% discount without tax consequences, or a 75% IRS guidelines, These adjustments aim to streamline operations and discount with tax implications. improve budgeting accuracy for the city's programs and services. Business Matters and Consideration of Resolution 25-01, Authorizing and Directing 3.1 Discussion into an Amended Contract with Mike Winder as City Manager the Mayor to Enter Silvestrini expressed satisfaction with the work Mike Winder had been Mayor as the city's manager and Economic Development Director. Reports 4.1 Mayor's Report Mayor Silvestrini reported on the strategic meeting with the department directors held on January 15f'l and on recent events at Millcreek Comi'non. He mentioned a recent police incident that would be addressed with UPD command staff. 4.2 City Council Member Reports Council Member DeSirant said the Wasatch Front Waste and Recycling District would likely change from quarterly to monthly billing. He brought up the dumpster reservation program and how people can reserve them. The council gave their opinions on how the reservations should be set up. Council Member Uipi appreciated attending the Local Officials Day at the legislature. Council Member Jackson reported she attended the Program Design Committee meeting for the Utah 100 Communities Renewable Energy Program, and that the program application was filed by Rocky Mountain Power. Council Member Catten said William Penn Elementary School would turn 100 this year and asked for the city to be involved in its recognition. 4.3 Treasurer's Report Council Member Jackson reported that the operating account had $1,796,997 and the State Treasury Fund account had $39,308,276, for a total shared cash amount of $41,105,273. The city had received 93.13% of current property taxes in the amount of $11,092,833, received general sales tax, which is a four month amount, of $5,133,680, and received $842,576 in building permits. The total general was fund revenue $22,656,148, so the city is likely to meet or exceed budget on all of these categories. The disbursements for the month of December included 137 checks for the amount of $2,696,608, 13 bank drafts for the amount of $233,263, and two payroll periods with direct deposits to the amount of $368,391. 4.4 Staff Reports Francis Lilly reported the comprehensive code update would be going to the community councils the following week. 4.5 Unified Police Department Report Chief Petty-Brown reported the crime statistics from December 2024. There were 2,125 calls for service, 775 new police reports, 336 citations, and 23 booking arrests. She presented the response times for priority 1(8 minutes), priority 2 (7 minutes), and priority 3 (13 minutes) calls. She presented Statistics from the DEU, Motors, VCU, SVU, SWAT, CAR, and K9 units. In Millcreek there were 29 assaults, 10 burglaries, 14 drug offenses, 62 family offenses, 32 frauds, 84 larcenies, I robbery, 5 sex offenses, and 11 stolen vehicles in December. Millcreek detectives were assigned 66 cases and 15 were submitted for charges.
