MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES
The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, January
23, in the Millersville Borough Public Meeting Room located at 100 Municipal Drive,
Millersville, Pennsylvania.
The meeting was called to order at 7:00 PM by Council President (CP) Mary Ann Gerber,
followed by a pledge to the flag as well as an observed moment of silence.

APPROVAL OF MINUTES
Council Member (CM) Hubbs made a motion to approve the January 9, 2024 minutes.
CM Lane seconded the motion. The motion passed with a unanimous vote.
CITIZEN REQUESTS OR CONCERNS
Les McMullen, Borough Sewer Superintendent, spoke briefly about the upcoming start to
the Charlotte Street Project, which involves replacement of some sewer lines below the street.
Alerts would be sent out to residents to alert them to the street closures as the work goes on.
REPORTS OF BOARDS, COMMISSIONS, and COMMITTIEES
CM Beillile presented a report from the Blue Rock Fire Commission’s meeting on January
4th. She reviewed the reorganization of the commission’s board, the financial report, and their
considerations as the commission looks to build a new facility. Total calls averaged were about
two calls per day, with a total of 742 for the 2023 year.

CM Lane discussed the actions of the first Finance Committee of the year. He stated that
they had some outstanding questions about the finance reports, but they have since been satisfied,
and therefore he made a motion to approve the December Financial Reports, which was seconded
by CM Kaufhold. The motion passed with a unanimous vote.
CM Hubbs did not have any motions to bring forward from the Public Works and Welfare
Committee.
CP Gerber reminded everyone that there are vacancies on Borough Boards and
Commissions that anyone from the public can apply for.
MAYOR’S REPORT
The Mayor presented Andy Boxleitner, retiring Street Superintendent, with a plaque for
his years of service. The Police Chief gave the monthly police report.
MILLERSVILLE UNIVERSITY REPORT
Dr. Victor DeSantis reported that the University started out the Spring semester with a few
snow days, but otherwise a stable new semester in terms of student enrollment numbers and
housing. The University is working on appointing a new student representative to the Borough
Council in the coming weeks. Before the demolition of a few campus buildings, they allowed
some regional law enforcement agencies to use the building for practice exercises. The University
received a $1 million grant for scholarships for special ed and elementary ed incoming students to
encourage more students in these fields. The University also received a grant towards reducing
food insecurity for students on campus. The University brought in a new swan to replace the
swam that passed away last year. The swan has bonded with the current swan. There are two
upcoming events that the community is welcome to attend that MU is hosting in the next month.
A question came up about the status of 108 George Street, however that building is not
part of University property.
PENN MANOR REPORT
Penn Manor Student Representatives reported that the new quarter began this month, and
due to block scheduling, most students started a number of new courses this month. The students
reviewed the classes they are taking this year. They also discussed a new school store that has
opened during lunch periods where they sell Penn Manor apparel. They also spoke on the dual
enrollment business course that they both participated in in the last semester.
BOROUGH MANAGER’S REPORT
Manager DeSantis-Randall reported that after a short search to fill the Street
Superintendent position, and she is recommending Kyle Miller for the position. Kyle would start
the new position on February 1st at a salary of $73,000. CP Gerber motioned to approve this
appointment, and CM Hubbs seconded. The motion passed with a unanimous vote.

Manager DeSantis-Randall requested permission to advertise the Maintenance Worker I
position that would be open with Kyle’s promotion. That motion was made by CM Beillile and
seconded by CM Lane. The motion passed with a unanimous vote.
Manager DeSantis-Randall had Street Superintendent Boxleitner speak on a stream
restoration project that needs to be advertised. There is $300,000 budgeted for this project, and
the Borough is in the running for some ARPA money to cover parts of this project. GHD is the
engineer on this project. The motion to approve advertising was made by CM Beillile and
seconded by CM Eager. The motion passed with a unanimous vote. He also spoke on a second
project, the updating of ADA ramps ahead of paving, that needs to be advertised. The motion to
approve advertising was made by CM Hubbs and seconded by CM Eager. The motion passed
with a unanimous vote.

CM Beillile made a motion to adjourn. CM Hubbs seconded the motion. The motion
passed with a unanimous vote. The meeting adjourned at 7:37 PM.
