February 13, 2024 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, February 13, in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. The meeting was called to order at 7:00 PM by Council President (CP) Mary Ann Gerber, followed by a pledge to the flag as well as an observed moment of silence. CM Eager seconded the motion. The motion passed with a unanimous vote. CITIZEN REQUESTS OR CONCERNS Phil Gerber spoke about the attendance at the Historical Society meetings and that the Millersville Area Historical Society would be willing to contribute half of the amount for a new microphone that could also be used for their meetings. He also requested that the Council 1 of 4  February 13, 2024 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES consider naming Pavilion A in Freedom Memorial Park after recently passed resident John Herr. He did also contact the Parks Commission about this request. RESIGNATION OF COUNCIL MEMBER CP Gerber announced the recent resignation of CM Chris Hubbs. A motion to accept the resignation was motioned by CM Bellile and seconded by CM Eager. The vote passed unanimously. APPOINTMENT OF NEW COUNCIL MEMBER CP Gerber brought forward Phyllis Giberson’s name as a possible new Council Member to fill the vacant seat. A motion was made by CM Eager to appoint Ms. Giberson to the position. It was seconded by CM Bellile. The vote passed unanimously. Mayor Aichele swore in CM Giberson. APPOINTMENT OF NEW VICE PRESIDENT CP Gerber requested a motion to appoint a vice president. CM Bellile made a motion to appoint CM Giberson as the vice president, which was seconded by CM Eager. The vote passed unanimously. REPORTS OF BOARDS, COMMISSIONS, and COMMITTIEES Representatives from Garman Builders presented a first rendition of a concept plan for a development at the 741/999 intersection in the Borough. This presentation came after bringing the same plan to Planning Commission and the Public Works Committee for initial thoughts. Garman representatives used maps to show the breakdown of the development and the types of housing and commercial spaces that could be built. Garman Builders also reviewed a number of text amendments that they would be requesting in order to move forward with this development, in following with the goals of the Borough’s Comprehensive Plan and the new Traditional Neighborhood District overlay. They also discussed the environmental elements to the development including stormwater basins and a walking trail around the stream. Council asked some questions around the number of apartments being suggested in this plan and the access points in and out of the development. This plan is going back to the Planning Commission. REPORTS OF COUNCIL COMMITTEES None MAYOR’S REPORT The Mayor reported on a meeting he attending with the President of Millersville University on town-gown issues. The Chief of Police reported that they have received three times more applicants for the police officer position than last year, including several female candidates. MILLERSVILLE UNIVERSITY REPORT 2 of 4  February 13, 2024 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES Dr. Victor DeSantis reported that the University recently had a visit from the PA Secretary of Education who visited a number of campus programs related to the sciences. Dr. DeSantis announced the upcoming one day give fundraising event at the University on February 14th. The University has a number of admitted students days upcoming to welcome perspective students to campus. The University has an event, Jazz at the Ville, coming up that the community is invited to attend. The Men’s Basketball team has won 11 of their last 12 games and have two games left this season. PENN MANOR REPORT None BOROUGH MANAGER’S REPORT Manager DeSantis-Randall gave a reminder about the Rave alert system that the Borough uses to alert residents to road closures and emergencies. She encouraged residents to sign up to receive those alerts. Currently there are over 2,000 residents receiving the alerts. Manager DeSantis-Randall brought forward a resolution to allow the Borough to close streets for up to a week for the Charlotte Street Sewer project by way of an announcement by the Borough Manager. A motion was made by CM Bellile to approve the resolution, which was seconded by CM Eager. The vote passed unanimously. RESOLUTION 2024-4 CONCERNING TEMPORARY TRAFFIC REGULATION FOR CHARLOTTE STREET PROJECT Manager DeSantis-Randall also brought forward a request to reduce the escrow account for the Millersville Medical Center project, constructed by Student Lodging Inc. This reduction was recommended by the Borough Engineer. The motion to approve this reduction was made by CM Giberson and seconded by CM Eager. The motion passed with a unanimous vote. PRESIDENT’S REPORT None UNFINISHED BUSINESS None EXECUTIVE SESSION CP Gerber made a motion to enter executive session to discuss legal matters. This was seconded by CM Giberson and approved by all. The Council entered executive session at 7:45pm.
