March 12, 2024 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, March 12, in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. The meeting was called to order at 7:00 PM by Council Vice President Phyllis Giberson, followed by a pledge to the flag as well as an observed moment of silence. CM Lane seconded the motion. The motion passed with a unanimous vote. CITIZEN REQUESTS OR CONCERNS Nicole Nafziger spoke briefly about concerns she had around the way elected officials and appointed board and commission members are interacting with each other and the public. She mentioned recent meetings of commissions and committees that involved “rude, disrespectful, and unprofessional” conduct by the elected and appointed members. She encouraged the council to adopt a code of conduct. 1 of 4  March 12, 2024 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES ACCEPTANCE OF COUNCIL POSITION RESIGNATION CM Bellile made a motion to accept the recent resignation of Council President Mary Ann Gerber from her position as President. This was seconded by CM Kerlavage and unanimously approved. APPOINTMENT OF COUNCIL PRESIDENT CM Giberson made a motion to nominate CM Eager as Council President, which was seconded by CM Bellile. A roll call vote was conducted: CM Kaufhold – No CM Eager – Yes CM Lane – No CM Gerber – No CM Bellile – Yes CM Kerlavage – No CM Giberson – Yes This motion did not pass. CM Gerber made a motion to nominate CM Lane as Council President, which was seconded by CM Kerlavage. A roll call vote was conducted: CM Kaufhold – Yes CM Eager – No CM Lane – Yes CM Gerber – Yes CM Bellile – No CM Kerlavage – Yes CM Giberson – No This motion passed. The gavel was passed to new Council President (CP) Lane. COMMITTEE ASSIGNMENTS CP Lane announced that there would be some changes to the committee assignments and he would be contacting the members individually to figure that out, but the committees would remain the same for the rest of the month. COMMITTEE MEETING STRUCTURE CP Lane stated that there have been discussions related to having all council committees meeting on one night, the second Tuesday of the month, when the regular council meeting currently occurs. CM Giberson discussed some research she has done in how other Boroughs do their committee meetings, and how a change to one night for committee meetings would be more in line with our neighbors. She also mentioned that this would help the citizens of the Borough be more informed about the issues bring voted on, and council members would also be more informed before making a vote. CM Giberson also mentioned the idea of including any draft ordinances in the posting of the agendas for citizens to review in advance of any meetings, as well 2 of 4  March 12, 2024 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES as including an additional opportunity for citizen’s comments at the beginning and end of the committee meetings. Borough Manager DeSantis-Randall noted that if council wanted to move forward with a structure like this, council would vote now to authorize the drafting a resolution, and then at the next meeting, vote on that resolution. CP Lane noted that he sees a number of benefits to this new structure for increased transparency, but is concerned about the length of a committee meeting night. CM Giberson motioned to authorize the Borough Manager to work with the solicitor to draft a resolution, which was seconded by CM Eager. This motion passed with six in favor and one not in favor (CM Gerber). REPORTS OF BOARDS, COMMISSIONS, and COMMITTIEES None REPORTS OF COUNCIL COMMITTEES CM Giberson reviewed the items to be discussed at the next meeting, which was the short term rental ordinance and the false alarm ordinance. MAYOR’S REPORT The Mayor had the Chief of Police discuss where the department is at in the process of hiring new police officers. Chief Margevich stated that they tested candidates last week, and that there are 7 candidates who are continuing through the process to fill 2 spots. MILLERSVILLE UNIVERSITY REPORT Dr. Victor DeSantis reported that opening event for the new Penn State Health Center occurred on March 12th with a few Borough representatives present. Saturday, March 16th is Admitted Students Day, bringing many families to the Borough. March 21st is the 39th annual Genocide and Holocaust Conference, which includes a keynote event open to the community. Dr. Todd Meale is giving the annual Education Lecture on Thursday, March 14th which is open to the community as well. PENN MANOR REPORT The Penn Manor student representatives spoke about the MiniThon event held at Penn Manor High School the previous weekend, raising money for childhood cancer. On Sunday, March 3rd, the Post Prom Parents Committee is hosting a bingo night to raise money for post prom. The Future Farmers of America club is hosting a dance on March 1st to raise money for the Four Diamonds Foundation. BOROUGH MANAGER’S REPORT Manager DeSantis-Randall presented the York Energy Storage Proposed Project (FERC Docket No. P-15332-000) issue for Council’s consideration. As a neighboring municipality to this proposed project, the Borough has the opportunity to provide comments to the Federal Energy Regulatory Commission. These comments would be provided in the form of a letter before April 1st. Council expressed interest in providing comments not in favor of the project, and Manager 3 of 4  March 12, 2024 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES DeSantis-Randall requested comments be sent to her before the next meeting to be compiled into a letter. Manager DeSantis-Randall reported that Lancaster County awarded the Borough $125,000 in APRA round 2 funding for the University Drive Stream Restoration project, to match the Borough’s funding. In order to accept the grant, Council needs to vote. A motion to accept the grant was made by CM Bellile, and seconded by CM Giberson. It passed unanimously. Manager DeSantis-Randall also reminded Council that there is only one meeting in the month of April due to election day falling on the second meeting date of the month. That sole meeting in April is April 9th. PRESIDENT’S REPORT CP Lane thanked CM Gerber for her work as Council President. UNFINISHED BUSINESS None EXECUTIVE SESSION None ADJOURNMENT CM Eager made a motion to adjourn. CM Kerlavage seconded the motion. The motion passed with a unanimous vote.
