MINUTES CITY OF MINERAL POINT COMMON COUNCIL MEETING Tuesday, March 11, 2025 – 6:00 PM City Hall Community Room/Virtually CALL TO ORDER/ROLL CALL Meeting called to order by Mayor Clark at 6:01 PM. Christensen Present Graber Present Weier Present Burrows Present McKeon Present Allendorf Excused Martin Present Galle Excused Others Present: Administrator Honer, Brian Blanchette, Diane Palzkill, Deven Walrack, Dirrich Wahl, Paul Mohlmann, Tom McGuire, Sarah Venhuizen, Jim Nadig, Bob Weier, Matthew Payne, Nate Fosbinder, Mike Mitchell. PERSONS DESIRING TO BE HEARD – Tom McGuire, 315 Harris St. discussed the previous night’s ordinance committee meeting regarding the installation of stop signs at the intersection of William St. and Shake Rag St. and expressed that his desire is to slow down traffic at the intersection for pedestrian safety. McGuire expressed concerns about personnel conflicts between City employees and Council members. Bob Weier, Police Chief – Expressed that he provides his professional opinion on matters when appropriate and when asked. MAYOR’S CORRESPONDENCE – Mayor Clark congratulated the Mineral Point sports teams, Cory Bennett for Governor’s awards as a rising star in Tourism, and Nate Fosbinder for his nomination as the operator of the year in southwest Wisconsin. ADMINISTRATOR’S REPORT – Administrator Honer reported that the new Streets dump truck was delivered, he anticipates discussions regarding Davis Street at the April meeting, and the closing for brewery creek subdivision project is scheduled for March 28. CLERK-TREASURER’S CORRESPONDENCE – Skelding was excused. CONSENT AGENDA a. Approval of February 11, 2025 Minutes and Proceedings. b. Approval of monthly bills. Finance Committee recommended approval of the monthly bills. Motion (Burrows/Graber) to approve the consent agenda as presented. Motion carried, all voting aye (6-0). NEW BUSINESS CONSIDERATION OF AN AMENDMENT TO THE EXISTING WATER TOWER LEASE AGREEMENT WITH MH TELECOM, LLC. Finance Committee recommends approval of the amendment. Motion (Burrows/Martin) to approve the amendment to the existing lease agreement with MH Telecom, LLC as presented. Motion carried, all voting aye, (6-0). CONSIDERATION OF MEMORANDUM OF UNDERSTANDING WITH STOCKTON HARDWARE, LLC. Motion (Burrows/McKeon) to approve the Memorandum of Understanding with Stockton Hardware, LLC as presented. Motion carried, all voting aye (6-0). POSSIBLE CONSIDERATION OF AN ORDINANCE AMENDING CHAPTER 31 OF THE MUNICIPAL ORDINANCE RELATED TO CITY OFFICIALS. Alder Weier reported that the ordinance committee reviewed Chapter 31 and recommends council approval. Motion (Weier/Christianson) to approve the ordinance Amending Chapter 31 of the Municipal Ordinance Related to City Officials. Motion carried, all voting aye (6-0). POSSIBLE CONSIDERATION OF AN ORDINANCE AMENDING CHAPTER 151 OF THE MUNICIPAL ORDINANCE RELATED TO THE COMPOSITION OF THE HISTORIC PRESERVATION COMMISSION. Weier explained that language was changed to be more flexible. The proposal presented attempts to maintain the interest and expertise among members of the Commission, while also offering flexibility. Motion (Weier/Christianson) to approve the ordinance amending Chapter 151 of the Municipal Ordinance related to the Composition of the Historic Preservation Commission. Motion carried, all voting aye (6-0). POSSIBLE CONSIDERATION OF AN ORDINANCE AMENDING CHAPTER 73 OF THE MUNCIPAL ORDINANCE RELATED TO THE PLACEMENT OF STOP SIGNS AT THE INTERSECTION OF WILLIAM STREET AND SHAKE RAG STREET. Alder Weier reported that the ordinance committee determined to table the matter of stop signs at Williams and Shake Rag St. and they would like the streets committee to review the matter of pedestrian safety between William Street and Soldiers Memorial Park. POSSIBLE CONSIDERATION OF AN ORDINANCE AMENDING CHAPTER 74 OF THE MUNCIPAL ORDINANCE RELATED TO SCHEDULE III: NO PARKING AREAS, SCHEDULE IV: PARKING FOR PERSONS WITH DISABILITIES, AND SCHEDULE V: ALTERNATE SIDE PARKING EXEMPTION. Honer reported that the ordinance committee reviewed and he reported the changes made by the Ordinance Committee. Motion (Weier/Christensen) to approve the ordinance amending chapter 74 of the municipal ordinance as presented. Motion carried by roll call, all voting aye (6-0). CONSIDERATION OF RESOLUTION AMENDING THE CITY OF MINERAL POINT EMPLOYEE VACATION SCHEDULE. Honer reported that the Personnel Committee has reviewed this matter on two occasions. The schedule was created so the City would be competitive in attracting and retaining employees. The schedule as presented will result in an additional five weeks of vacation in 2025. Motion (Burrows/Christianson) to the resolution amending the City of Mineral Point Employee Vacation Schedule. Motion carried, all voting aye (6-0). CONSIDERATION OF RESOLUTION EXPRESSING THE INTENT TO VACATE MARGARET AND JOHN STREETS LOCATED WITHIN STAVELY’S ADDITION. Honer explained that some of the land being purchased by the city included public right-of-ways that were dedicated in 1849. These right-of-ways are problematic for the City’s proposed development and serve no current public purpose. The City will need to vacate these right-of-ways in order to plat a new subdivision. Honer explained that the resolution needed to be introduced at the meeting and that it will be on the Council Agenda in May for a vote, but that no vote is required at this meeting. MOTION TO CONVENE IN CLOSED SESSION VIA ROLL CALL VOTE PURSUANT TO WIS. STATS. §19.85(1)(c) FOR CONSIDERATION OF EMPLOYMENT, PROMOTION, COMPENSATION, OR PERFORMANCE EVALUATION DATA OF ANY PUBLIC EMPLOYEE OVER WHICH THE GOVERNMENTAL BODY HAS JURISDICTION OR EXERCISES RESPONSIBILITY (STREETS FOREMAN POSITION). Motion (Martin/McKeon) to convene into closed session at 6:26 for the purpose stated on the agenda. Motion carried by roll call, all voting aye (6-0). Motion (Burrows/Christianson) to reconvene into open session at 6:42. Motion carried by roll call, all voting Page 2 of 3 aye (6-0).
