CITY OF MINERAL POINT COMMON COUNCIL MEETING

PERSONS DESIRING TO BE HEARD –
Matthew Payne – 324 Dodge St: Stated public words of appreciation to the City for responding to its citizen’s
requests. Payne shared a few instances of public safety and all issues have been remedied immediately. Sometimes
people don’t remember to tell everyone about all of the good things that happen. He thanked City Staff.
Diane Palzkill – 329 Dodge St: Spoke on behalf of the Library. This week is National Library week. She would
like everyone to recognize what makes the library thrive. The Mineral Point Library is celebrating 114 years of
service.
MAYOR’S CORRESPONDENCE –
Mayor Clark recognized Clerk-Treasurer Skelding for her becoming a Wisconsin Certified Municipal Clerk.
Mayor Clark read proclamations for Child Abuse Prevention, National Library Week, and Arbor Day.
Mayor Clark also thanked the dedicated fireman with the Mineral Point Fire Department for the responding to the
call at City Hall today.
ADMINISTRATOR’S REPORT –
Administrator Honer stated that the water loss rate from the annual PSC report was down to 32% this year. This is a
decrease from 45% last year.
CLERK-TREASURER’S CORRESPONDENCE – There was a 66% voter turnout at the April 1st election. She
thanked all of the poll workers for their willingness to serve their community for each election.
CONSENT AGENDA
a. Approval of Certified Survey Map in the Extra-Territorial Zone, requested by Jacob and Tricia Johnson, for
property located in the NW ¼ of the NE ¼ of Section 20, Township 5 North, Range 3 East.
b. Approval of Certified Survey Map in the Extra-Territorial Zone, requested by Kurt Wedig, for property located
on lots 22, 23, 24, 25, and 26 of the Ridge Point Estates Subdivision, SE ¼ of the SE ¼ of Section 2, Township
4 North, Range 2 East.
c. Approval of March 11, 2025 Minutes and Proceedings.
d. Approval of monthly bills.
Finance Committee recommended approval of the monthly bills.
Motion (Weier/Allendorf) to approve the consent agenda as presented. Motion carried, all voting aye (8-0).
NEW BUSINESS
CONSIDERATION OF AWARDING CONSTRUCTION BIDS FOR 2025 INFRASTRUCTURE
IMPROVEMENTS ON DAVIS, WASHINGTON, AND N. WISCONSIN STREETS.
Mark Digman, Delta 3, stated that 11 bids were opened at the Delta 3 office for this project. The bids received were
excellent. They came in around $150,000 below what was anticipated. JI Construction was the low bidder. They
have done a number of projects for the City over the years. Delta 3 recommends awarding contract #1 with JI
Construction in the amount of $584,976. Because of the way the bids came in, Washington Street and Wisconsin
Street can be included in the project. The contractor is anticipating to begin construction around June 1, 2025.
Motion (Allendorf/McKeon) to award the construction bid to JI Construction for 2025 infrastructure
improvements on Davis, Washington, and N. Wisconsin Streets. Motion carried by roll call, all voting aye, (8-
0).
CONSIDERATION OF PRELIMINARY LAYOUT FOR COMMERCE AND SOUTH STREETS
RECONSTRUCFTION IN 2026.
Digman presented the preliminary layout for the Commerce and South Street project in 2026. From Commerce
Street at the 5-point intersection down to Old Darlington Road, the street width varies quite a bit. There is no
continuous legal sidewalk on either side of the road currently.
There are currently 66 total parking stalls on Commerce and South Streets. The proposed layout recommended by
the steering committee was to keep as close to current as possible, but with parking on both sides of Commerce
Street and adding a sidewalk on the west side of Commerce Street to connect the South Street parking lot to Fountain
Street.
With this layout, parking stalls will increase from 66 spots to 73 spots.
On South Street, they are proposing to close off a portion of South Street, on the west end of the street, and create a
green space. There is also a proposed sidewalk all along the south side of South Street.
The Steering Committee is heavily focused on walkability and pedestrian safety.
Motion (Burrows/Allendorf) to approve the preliminary layout for Commerce and South Streets
reconstruction in 2026. Motion carried, all voting aye (8-0).
POSSIBLE CONSIDERATION OF TENNIS COURT AND PARKING LOT PROJECT AT SOLDIER’S
MEMORIAL PARK.
Administrator Honer passed out an updated opinion of probable costs which includes just the tennis/pickleball courts.
The estimated cost of the parking lot, two new tennis courts, and two new pickleball courts is $1.1M. With just the
courts and not the parking lot included, the estimated cost is $714,000.
The DNR has a Land and Water Conservation Fund Grant available, with a maximum award for the entire region
being $523,000.
The Finance Committee met and discussed. Chair Galle stated that the Finance Committee was shocked with the
pricing. They agreed to apply for a grant for just the pickleball and tennis court. If the full grant were to be awarded
to the City, the balance that the City is responsible for paying would be approximately $197,000.
The total cost of the courts alone is $714,000. The Iowa County Tennis and Pickleball Association has committed
$100,000 cash for this project. Honer believes the City could get favorable in-kind donations through contractors in
the City.
The preliminary design was constructed as budget conscious as possible.
Mayor Clark stated the City needs to live within its means. He believes the projected numbers are very high.
Burrows suggested perhaps looking at one tennis court and one pickleball court.
Council recommends Honer submitting the grant application for the tennis and pickleball courts, and plan to borrow
for the amount the City owes.
Motion (Allendorf/Christensen) to approve Administrator Honer submitting a grant application to the DNR
for the Tennis/Pickleball courts portion of the project only. Motion carried by roll call, all voting aye (8-0).

CONSIDERATION OF THE SALE OF PROPERTY ADJACENT TO ANTOINE STREET.
Administrator Honer stated that the City put an RFP out for the lots that front Antoine Street. These lots are
buildable lots already. Three proposals were received.
Proposal 1: $30,000 for 1 lot (186 Antoine) for a single-family spec. home.
Proposal 2: $30,000 for lot (186 Antoine preferred but will consider any of the lots) for a single-family home
for a personal build.
Proposal 3: $114,000 for all three lots to build 3 duplexes, one on each lot.
Property Committee and Finance Committee both recommend proposal #3.
Motion (Allendorf/McKeon) to approve the sale of property adjacent to Antoine Street to Midwest Roofing
with proposal #3. Motion carried, all voting aye (8-0).
CONSIDERATION OF SUMMER PARK AND POOL STAFFING.
Administrator Honer provided an update on summer staffing. This year, the city is creating a Pool Manager position,
working approximately 20 hours per week for 12 weeks. The responsibilities of the pool manager are to make sure
there is supervision for the lifeguards, create staff schedules, order concessions, etc.
The city is also offering an incentive of $125 for lifeguards to help offset costs associated with buying a swimsuit or
certification fees, but only if they work 150 hours.
With some recent staffing changes, the city is looking to have three summer park workers. There is some flexibility
in the budget to work with these positions. There is a total savings in personnel between parks and streets of
approximately $28,000 for 2025.
The Personnel and Finance Committees recommend approval.
Motion (Allendorf/Graber) to approve the summer park and pool staffing plan as presented. Motion carried,
all voting aye (8-0).
CONSIDERATION OF RESOLUTION 2025-05 RELATING TO THE CITY OF MINERAL POINT’S
PARTICIPATION IN THE WISCONSIN ECONOMIC DEVELOPMENT CORPORATION’S COMMUNITY
DEVELOPMENT INVESTMENT GRANT PROGRAM.
The Finance Committee recommends approval of Resolution 2025-05.
Stockton Hardware, LLC, got approval from WEDC to move forward. This resolution states that the City is the
applicant and acts as a pass through for the money.
Motion (Burrows/Allendorf) to approve Resolution 2025-05 relating to the City of Mineral Point’s
participation in the Wisconsin Economic Development Corporation’s Community Development Investment
Grant Program. Motion carried, all voting aye (8-0).
INTRODUCTION OF RESOLUTION TO VACATE PORTIONS OF DOTY STREET.
This resolution shows that the Doty Street right-of-way is what you would consider the bank’s parking lot. With this
resolution, the city will abandon the northern 56 feet of the right-of-way and that land will go back to the adjacent
lots.
No action taken.

§19.85(1)(c) FOR CONSIDERATION OF EMPLOYMENT, PROMOTION, COMPENSATION, OR PERFORMANCE

JURISDICTION OR EXERCISES RESPONSIBILITY (STREETS FOREMAN POSITION).
