MINUTES CITY OF MINERAL POINT COMMON COUNCIL ORGANIZATIONAL MEETING Tuesday, April 15, 2025 – 6:00 PM City Hall Community Room CALL TO ORDER/ROLL CALL Meeting called to order by Mayor Danny Clark at 6:00 PM. Christensen Present Graber Absent Weier Present Burrows Present McKeon Present Allendorf Present Ramshur Present Goodney Present Others Present: Clerk-Treasurer Skelding, Administrator Honer, Fire Chief Deven Walrack, Mary Glindinning, Gary Galle, Dean Martin, Cory Bennett, Police Chief Bob Weier, John Spady, Matthew Payne, Library Director Diane Palzkill PERSONS DESIRING TO BE HEARD – None. MAYOR’S CORRESPONDENCE Mayor Clark expressed his gratitude to Alderman Galle for his 8 years of service on City Council, and Dean Martin for his 9 years of service on City Council. Mayor Clark officially welcomed Alders Alex Ramshur and Chris Goodney to the City Council. Mayor Clark appointed Council members to standing committees for 2025-2026. NEW BUSINESS ELECT COUNCIL PRESIDENT FOR 2025-2026 Mayor Clark recommended Keith Burrows as Council President. Motion (Weier/Christensen) to elect Alderman Keith Burrows as Council President. Motion carried, all voting aye (7-0). APPROVE APPOINTMENTS OF CITY OFFICIALS The following offices are up for re-appointment: Zoning Administrator Matthew Honer, Building Inspector Chris Michaels, City Forrester Robert Murphy, Police Chief Bob Weier, and City Attorney Eric Hagen. Motion (Allendorf/Burrows) to appoint city officials for 2025-2026 as presented. Motion carried, all voting aye, with Alder Weier abstaining (7-0-1). APPROVE BOARD, COMMISSION, COMMITTEE APPOINTMENTS FOR TERMS EXPIRING APRIL 2024 Motion (Allendorf/Christensen) to approve board, commission, and committee appointments for terms expiring April 2024, as presented. Motion carried, all voting aye (7-0). APPROVAL OF RESOLUTION 2025-06, DESIGNATING THE CITY ADMINISTRATOR AS THE AUTHORIZED REPRESENTATIVE FOR THE WISCONSIN DEPARTMENT OF NATURAL RESOURCES OUTDOOR RECREATION GRANT APPLICATION. Motion (Burrows/McKeon) to approve Resolution 2025-06, designating the City Administrator as the authorized representative for the Wisconsin Department of Natural Resources Outdoor Recreation Grant application. Motion carried, all voting aye (7-0). CONSIDERATION OF A DEVELOPERS’ AGREEMENT RELATED TO THE SALE OF LOTS LOCATED AT 182, 184, AND 186 ANTOINE STREET. Administrator Honer walked through the provisions of the agreement with the Council. Motion (Allendorf/McKeon) to approve the developers agreement related to the sale of lots located at 182, 184, and 186 Antoine Street. Motion carried by roll call, all voting aye (7-0).
