MINUTES CITY OF MINERAL POINT COMMON COUNCIL MEETING Tuesday, May 13, 2025 – 6:00 PM City Hall Community Room/Virtually CALL TO ORDER/ROLL CALL Meeting called to order by Mayor Clark at 6:00 PM. Christensen Present Graber Present Weier Present Burrows Excused McKeon Present Allendorf Present Ramshur Present Goodney Present Others Present: Administrator Honer, Police Chief Bob Weier, Water and Sewer Superintendent Nate Fosbinder, Streets Foreman Chad Whitford, Library Director Diane Palzkill, Fire Dept. Chief Walrack, Dirrick Wahl, Mary Glindinning, Logan Hansen, Tom McGuire, Matthew Payne. PERSONS DESIRING TO BE HEARD – Tom McGuire – 315 Harris St., discussed his desire to have a stop sign installed at the intersection of Shake Rag St. and Williams St. He handed out photos and a sign-up sheet. Tom stated there are a lot of children in the Piety Ridge neighborhood and feels that it is very important to address the safety concerns at the intersection. PUBLIC HEARING: REGARDING THE VACTION AND DISCONTINUANCE OF MARGARET STREET AND JOHN STREET IN THE CITY OF MINERAL POINT, IOWA COUNTY, WISCONSIN. Motion (Allendorf/McKeon) to open the public hearing. Motion carried, all voting aye (7-0). No public comment. Motion (Allendorf/McKeon) to close the public hearing. Motion carried, all voting aye (7-0). MAYOR’S CORRESPONDENCE – Mayor Clark recognized International Firefighters Day, May 4th; recognized Clerks week, May 4 – 10; recognized National Police Week, May 11 – 17; and recognized National EMS week, May 18 – 24, and recognized Dan Burreson’s retirement from Mineral Point School District as a teacher and varsity basketball coach. ADMINISTRATOR’S REPORT – Administrator Honer reported that Streets Foreman Chad Whitford started on May 1 and has been quickly getting up- to-speed with city operations. The Streets Dept. is currently testing out four 10-hour days for the summer. City Hall will transition to Summer Hours. Grant applications were submitted to WIDNR for the Tennis and Pickleball courts, to Wisconsin Economic Development Corporation on behalf of the proposed development at the City Garage, and to Rep. Mark Pocan’s office for the replacement of private lead water services. CLERK-TREASURER’S CORRESPONDENCE – Clerk-Treasurer Christy Skelding was excused from the meeting. CONSENT AGENDA a. Approval of minutes and proceedings from April 8 and April 15, 2025, meetings. b. Approval of monthly bills. Christensen stated that Finance Committee recommended approval of the monthly bills. Motion (Allendorf/Goodney) to approve the consent agenda as presented. Motion carried, all voting aye (7-0). NEW BUSINESS CONSIDERATION OF HIRING JAYNE LINDSEY AS POOL MANAGER. Allendorf stated that the Personnel Committee recommended approval of Jayne Lindsey as the Pool Manager. Motion (Allendorf/Weier) to hire Jayne Lindsey as the pool manager. Motion carried, all voting aye, (7-0). CONSIDERATION OF AGREEMENT FOR ENGINEERING CONSULTING SERVICES WITH VIERBICHER ASSOCIATES, INC. FOR THE REVITAIZATION OF CORNISH HERITAGE PARK. Christensen reported that the Finance Committee recommended approval. Logan Hansen introduced himself as the project engineer from Vierbicher Associates and stated that the contract presented is a full-service engineering contract. Motion (Allendorf/Christensen) to approve the agreement for engineering consulting services with Vierbicher Associates, Inc for the revitalization of Cornish Heritage Park. Motion carried, all voting aye (7-0). POSSIBLE CONSIDERATION OF RESOLUTION 2025-07, RESOLUTION TO VACATE AND DISCONTINUE MARGARET STREET AND JOHN STREET IN THE CITY OF MINERAL POINT, IOWA COUNTY, WISCONSIN. Motion (Allendorf/McKeon) to approve Resolution 2025-07, Resolution to Vacate and Discontinue Margaret Street and John Street in the City of Mineral Point, Iowa County, Wisconsin. Motion carried by roll call, all voting aye (7-0). CONSIDERATION OF RESOLUTION 2025-08, PRELIMINARY RESOLUTION DECLARING INTENT TO EXERCISE SPECIAL ASSESSMENT POWERS RELATIVE TO THE INSTALLATION OF CURB AND GUTTER, SIDEWALKS, AND THE REPLACEMENT OF LEAD/GALVANIZED WATER SERVICES LINES ALONG A PORTION OF N. WISCONSIN STREET, WASHINGTON STREET, AND DAVIS STREET IN THE CITY OF MINERAL POINT, IOWA COUNTY, WISCONSIN. Administrator Honer stated he expects the final resolution to come before the council in August or September. Motion (Christensen/Allendorf) to approve Resolution 2025-08, Preliminary resolution declaring intent to exercise special assessment powers relative to the installation of curb and gutter, sidewalks, and the replacement of lead/galvanized water service lines along a portion of N. Wisconsin Street, Washington Street, and Davis Street in the City of Mineral Point, Iowa County, Wisconsin. Motion carried by roll call vote, all voting aye (7-0).
