MINUTES CITY OF MINERAL POINT COMMON COUNCIL MEETING Tuesday, June 10, 2025 – 6:00 PM City Hall Community Room/Virtually CALL TO ORDER/ROLL CALL Meeting called to order by Mayor Clark at 6:00 PM. He stated he was at the intersection of Shakerag and William Street this afternoon between 3:30-4:30, and there were 64 vehicles that went by. He is not happy with the outcome of the Ordinance and Claims committee meeting, not moving to approve a stop sign coming from the North on Shakerag Street at the intersection of William and Shakerag Streets. PUBLIC HEARING REGARDING THE VACATION AND DISCONTINUANCE OF A PORTION OF DOTY STREET IN THE CITY OF MINERAL POINT, IOWA COUNTY, WISCONSIN. Motion (Weier/McKeon) to open public hearing at 6:06 p.m. Motion carried, all voting aye (8-0). Todd Owens – North property line abuts Doty Street. Asked where his property line is now with this platted Doty Street. Also, why did it take so long for this to come up? Will the City proceed with an assessor’s survey? The City has been in touch with the assessor and is discussing completing a survey. Motion (Allendorf/McKeon) to close public hearing at 6:14 p.m. Motion carried, all voting aye (8-0). MAYOR’S CORRESPONDENCE – Mayor Clark congratulated the Mineral Point Girls Softball team on their trip to state. He also congratulated the Dodge Point Track team on their successful season. ADMINISTRATOR’S REPORT –Administrator Honer expressed gratitude to Land’s End, who recently donated some office furniture to City Hall. He also expressed gratitude to the Lions Club and Farmers Savings Bank for their donations toward the City’s 4th of July fireworks. CLERK-TREASURER’S CORRESPONDENCE – None. CONSENT AGENDA a. Approval of Mayor’s appointment of Stevan Leger as Chair of the Board of Appeals. b. Approval of a Certified Survey Map requested by Randolph and Cynthia Fleming for the subdivision of a parcel into three parcels at 141 Merry Christmas Lane. c. Approval of May 13, 2025 Minutes and Proceedings. d. Approval of monthly bills. Motion (Christensen/Allendorf) to approve the consent agenda as presented. Motion carried, all voting aye (8- 0). NEW BUSINESS CONSIDERATION OF MINERAL POINT CHAMBER OF COMMERCE’S SPECIAL EVENT PERMIT FOR THE 4TH OF JULY CELEBRATIONS, INCLUDING THE CLOSURE OF HIGH STREET FOR A PARADE AND FIREWORKS OBSERVATION, AND USE OF WATER TOWER PARK. In the special event permit that was requested, the Chamber of Commerce asked that High Street be closed to parking from 6:00 a.m. until the completion of the parade. They requested to place a banner at Water Tower Park, and requested no parking along High Street to Church Street up to Water Tower Park, along Doty Street from High Street to Ridge Street and North Iowa to Washington Street to facilitate staging of the parade entries. The Chamber is requesting use of Water Tower Park for the luncheon from 9:00 a.m. to 3:00 p.m. The Chamber is requesting closing High Street from Commerce to North Wisconsin Street. Beginning at 8:30 p.m., there will be an attended fire engine as a barricade at the intersection of High and Henry Streets. There will also be an ambulance (or other barricade vehicle) as a barricade at the intersection of High and Commerce Streets. The Chamber will place lighted barricades on Chestnut and Vine Streets. Motion (Allendorf/Ramshur) to approve the Mineral Point Chamber of Commerce’s special event permit for the 4th of July celebrations, including the closure of High Street for a parade and fireworks observation, and the use of Water Tower Park. Motion carried, all voting aye (8-0). CONSIDERATION OF THE FOLLOWING ITEMS RELATED TO BREWERY CREEK 1ST ADDITION. • Consideration of preliminary and final subdivision plat. • Consideration of preliminary construction plans. Mark Digman, Delta 3 Engineering, presented the preliminary subdivision plat for the Brewery Creek 1st Addition. Digman asked if the City would like to connect to the 8” sanitary sewer on Shake Rag Street, or go downstream and connect to a 10” sanitary sewer. The other option would be to replace the 8” with 10” when Shakerag Street gets reconstructed, eventually. A 10” service is not required to feed the new subdivision. There would be no issue connecting to the 8” sanitary sewer at this point. Honer recommends that Council approve connecting to the 8” sanitary sewer at this time. Digman stated that all of the proposed water main will be 6” water main. There will be 15-24” storm sewer throughout the subdivision. The streets will be 36’ from back of curb to back of curb. There will be two cul-de-sacs, 40’ in radius. There will be 24” concrete curb and gutter on all of the streets. Once the preliminary plats are approved, Delta 3 will submit to the state for approval. Delta 3 plans to bid the project in late September, award the bids in October, and begin construction in November. If all goes smoothly, the infrastructure (utilities) could be in and completed by Memorial Day 2026. Council would like to phase this project as, Phase One – Brewery View Drive (34 lots), Phase two – Hillcrest Drive with 13 lots in the middle, phase three – northeast cul-de-sac (6 lots), and phase 4 would be the southwest cul-de-sac (7 lots). Phasing does not need to be decided at this time. Council would like to see cost estimates for the different phases as Digman presented. Motion (Allendorf/Burrows) to approve the preliminary and final subdivision plat. Motion carried by roll call, all voting aye (8-0). Motion (Allendorf/Burrows) to approve the preliminary construction plans for the Brewery Creek 1st Addition subdivision. Motion carried by roll call, all voting aye (8-0). CONSIDERATION OF THE FOLLOWING ITEMS RELATED TO COMMERCE AND SOUTH STREET RECONSTRUCTION. • Consideration of preliminary water and sewer plans. • Consideration of Delta 3 Engineering Contract. • Consideration of Wisconsin Department of Natural Resources (WIDNR) Safe Drinking Water Loan Program (SDWLP) Application. • Consideration of Resolution 2025-10: Authorizing Safe Drinking Water Loan Program representative. • Consideration of Resolution 2025-11: Safe Drinking Water Loan Program Reimbursement. • Consideration of Wisconsin Department of Natural Resources (WIDNR) Clean Water Fund (CWF) Application. Page 2 of 5 • Consideration of Resolution 2025-12: Authorizing Clean Water Fund Representative. • Consideration of Resolution 2025-13: Clean Water Fund Program Reimbursement. Digman stated that the plans in the meeting packet are not the final plans. The plan is to upsize the 6” water main to a 10” water main. Complete sanitary sewer replacement from Fountain Street to Front Street. Storm sewer would be upsized under Commerce Street and potentially relocated. The Street width will be 34’ from Fountain Street to South Street, 36’ from South Street to Front Street, and 38’ from Front Street to Old Darlington Road. There is planned to be continuous sidewalk on both sides of the road. The narrowest section of sidewalk will be 3.5’ wide. The street will be concrete and there will be decorative lighting. The project will be extended past Cow Tipper’s parking lot in order to get the water main replaced outside of the intersection. Sanitary sewer and storm sewer will be replaced on South Street. The street will be closed off at Vine Street. The current parking lot on South Street will have 22 parking stalls. The estimated project cost is $1.6M for Commerce Street and $565,000 for South Street. These estimates have increased from estimates given in 2023. The Engineering Contract is a requirement of the Safe Drinking Water Loan applications. The goal with the contract is to include as much of the services as possible. Motion (Burrows/Graber) to approve items 1, 2, 3, 6 of agenda item C. Motion carried by roll call, all voting aye (8-0). Motion (Burrows/Allendorf) to approve Resolution 2025-10, authorizing Safe Drinking Water Loan Program representative. Motion carried, all voting aye (8-0). Motion (Burrows/McKeon) to approve Resolution 2025-11, Safe Drinking Water Loan Program Reimbursement. Motion carried, all voting aye (8-0). Motion (Weier/Goodney) to approve Resolution 2025-12, authorizing Clean Water Fund program representative. Motion carried, all voting aye (8-0). Motion (Christensen/McKeon) to approve Resolution 2025-13, Clean Water Fund Program reimbursement. Motion carried, all voting aye (8-0). CONSIDEERATION OF APPLICATIONS FOR 2025-2026 LIQUOR LICENSES. The Police & Licensing Committee reviewed all liquor license applications on June 4, 2025, and recommend Council approval. Motion (Allendorf/Graber) to approve all “Class A”, Class “B”, “Class C”, and “Class B” beer and liquor license applications for Casey’s, Five Point Market, LLC, Kwik Trip, Triple P Express, Sullivan’s, Dollar General, Red Rooster Café, Café 43, Mineral Point Hotel, Shake Rag Alley, The US Hotel, Inn at Brewery Creek, Cruise Inn, Midway Bar & Grill, Wild Blue Yonder Coffeehouse, Mine Shaft, Eliza’s, Popolo, Quality Inn, The Walker House, Cow Tipper’s, The Book Kitchen, and Mineral Point Opera House . Motion carried, all voting aye with alders McKeon and Burrows abstaining (6-0-2). CONSIDERATION OF APPLICATIONS FOR 2025-2026 SIDEWALK CAFÉ/PARKLET PERMITS. The Police & Licensing Committee reviewed all sidewalk café/parklet permit applications on June 4, 2025, and recommend Council approval. Motion (McKeon/Allendorf) to approve the 2025-2026 sidewalk café/parklet applications as presented. Motion carried, all voting aye (8-0). CONSIDERATION OF APPLICATIONS FOR 2025-2026 EXTENSION OF PREMISE LICENSES. The Police & Licensing Committee reviewed all extension of premise applications on June 4, 2025, and recommend Council approval. Motion (Allendorf/Christensen) to the 2025-2026 extension of premise applications as presented. Motion carried, all Page 3 of 5 voting aye (8-0). CONSIDERATION OF APPLICATIONS FOR 2025-2026 OUTDOOR DRINKING PERMITS. The Police & Licensing Committee reviewed all outdoor drinking permit applications on June 4, 2025, and recommend Council approval of all applications except for the application for The US Hotel. The construction of the property is not complete at this time for Police Chief Weier to inspect the outdoor space. The Police & Licensing Committee recommends The US Hotel come back for action once construction is complete. Motion (Allendorf/Weier) to approve outdoor drinking permits for the following locations: Popolo, The Walker House, The Mineral Point Hotel, Shake Rag Alley, and Eliza’s. Motion carried, all voting aye with alders McKeon and Christensen abstaining (6-0-2). CONSIDERATION OF APPLICATIONS FOR 2025-2026 CIGARETTE LICENSES. The Police & Licensing Committee reviewed all cigarette/tobacco applications on June 4, 2025, and recommend Council approval. Motion (Burrows/McKeon) to approve 2025-2026 Cigarette Licenses for Triple P Express, Casey’s, Kwik Trip, Little Wolf Farm, CBD, and Dollar General. Motion carried, all voting aye (8-0). CONSIDERATION OF APPLICATIONS FOR 2025-2026 COIN OPERATOR LICENSES. The Police & Licensing Committee reviewed all coin operator applications on June 4, 2025, and recommend Council approval. Motion (Graber/Ramshur) to approve 2025-2026 Coin Operator Licenses for Cruise Inn, Midway Bar & Grill, Cow Tipper’s, and the Mine Shaft. Motion carried, all voting aye, with alder McKeon abstaining (7-0- 1). CONSIDERATION OF 2024 AUDIT REPORT. Motion (Christensen/Burrows) to approve acknowledge the 2024 Audit Report. Motion carried, all voting aye (8-0). CONSIDERATION OF WELL 4 REHABILITATIONS. In 2021, Well 4 was pumping 500 GPM and its current output is 185 GPM. Water Quality Investigations evaluated and developed a plan to rehabilitate the well. The Water and Sewer Committee reviewed the matter on May 20. At that time, it was anticipated that the project required public bidding but after reviewing the project and confirming with the City’s Attorney it was determined that the project does not require public bidding. The Water and Sewer Committee discussed moving forward as soon as possible. The Finance Committee also recommends approval. Motion (Weier/Allendorf) to accept the bid from CTAW for the rehabilitation of well #4 and the planned conversion from an oil lube to water lube pump. Motion carried by roll call, all voting aye (8-0) DISCUSSION AND CONSIDERATION OF SIMPLIFIED RATE CASE FOR THE WATER UTILITY. The City is eligible for a 3% simplified rate case on the water utility. This does not include sewer. The Streets, Water & Sewer Committee met and discussed the potential for a simplified rate case. The committee discussed that it is better to keep pace with small increases as needed, instead of no increase for a long period of time and have a higher increase down the road. The proposed effective date for the rate case would be September 1, 2025. The Finance Committee proposed increasing sewer rates as this time as well. Motion (Allendorf/Goodney) to approve a simplified rate case for the water utility at 3% and also a 3% increase to the sewer utility, effective September 1, 2025. Motion carried, all voting aye (8-0). CONSIDERATION OF RESOLUTION NO. 2025-14 AUTHORIZING APPROVAL AND SUBMITTAL OF THE 2024 COMPLIANCE MAINTENANCE ANNUAL REPORT (CMAR). Page 4 of 5 Water and Sewer Committee recommends approval. Motion (Allendorf/McKeon) to approve Resolution No. 2025-14, authorizing approval and submittal of the 2024 Compliance Maintenance Annual Report (CMAR). Motion carried, all voting aye (8-0). RESOLUTION 2025-09, RESOLUTION TO VACATE AND DISCONTINUE A PORTION OF DOTY STREET IN THE CITY OF MINERAL POINT, IOWA COUNTY, WISCONSIN. Motion (Burrows/Allendorf) to approve Resolution 2025-09, a Resolution to vacate and discontinue a portion of Doty Street in the City of Mineral Point, Iowa County, Wisconsin. Motion carried, all voting aye (8-0). CONSIDERATION TO CONVENE IN CLOSED SESSION VIA ROLL CALL VOTE PURSUANT TO WIS. STATS §19.85(1)(c) FOR CONSIDERATION OF EMPLOYMENT, PROMOTION, COMPENSATION, OR PERFORMANCE EVALUATION DATA OF ANY PUBLIC EMPLOYEE OVER WHICH THE GOVERNMENTAL BODY HAS JURISDICTION OR EXERCISES RESPONSIBILITY (CITY ADMINISTRATOR CONTRACT). Motion (Allendorf/McKeon) to convene in closed session at 7:13 p.m. Motion carried, all voting aye (8-0).
