APPROVED MINUTES CITY OF MINERAL POINT COMMON COUNCIL MEETING Tuesday, September 9, 2025 – 6:00 PM City Hall Community Room/Virtually CALL TO ORDER/ROLL CALL Meeting called to order by Mayor Clark at 6:00 PM. MAYOR’S CORRESPONDENCE – Mayor Clark stated that the Opera House Marquee celebration was a big success. He thanked Lauren Powers and all those involved. ADMINISTRATOR’S REPORT – Administrator Honer extended congratulations to Shan Thomas in the Mineral Point Archives for receiving the Governor’s award. Lauren Powers and other folks from the dog park thanked Robert Murphy and the City for the use of the pool for the dog swim. CLERK-TREASURER’S CORRESPONDENCE – None. CONSENT AGENDA a. Approval of August 12, 2025 Minutes and Proceedings. b. Approval of monthly bills. c. Approval of Conditional Use Permit requested by The Mineral House, LLC, owner of 107-111 Commerce St., to allow residential uses below the second floor in the C-1 Central Business District. Motion (Burrows/Ramshur) to approve the consent agenda as presented. Motion carried by roll call, all voting aye (8-0). NEW BUSINESS CONSIDERATION OF HIRING GREG ECKELS AS PART-TIME PARKS LABORER. The Personnel Committee recommends approval. Eckels is working two days a week. Motion (Weier/Allendorf) to approve hiring Greg Eckels as a part-time Parks laborer. Motion carried, all voting aye (8-0). CONSIDERATION OF AWARDING A CONSTRUCTION CONTRACT FOR THE REVITALIZATION OF CORNISH HERITAGE PARK. The Finance Committee recommends awarding the construction bid to G-Pro for the revitalization of the Cornish Heritage Park. The bid from G-Pro was considerably less than the other two bids what were received. This bid is for the hardscape only. Administrator Honer shared the plan for fundraising with the Council. Motion (Allendorf/McKeon) to award a construction contract to G-Pro for the revitalization of the Cornish Heritage Park. Motion carried, all voting aye (8-0). Page 1 of 2 CONSIDERATION OF PAY APPLICATION #3 FROM JI CONSTRUCTION FOR DAVIS, WASHINGTON, AND N. WISCONSIN ST. RECONSTRUCTION. The Finance Committee recommends approval. Honer expects to have a contract completion document at the next Council meeting. Motion (Ramshur/Goodney) to approve pay application #3 from JI Construction for Davis, Washington, and N. Wisconsin Street reconstruction. Motion carried by, all voting aye (8-0). CONSIDERATION OF AN AUDIT ENGAGEMENT LETTER WITH JOHNSON BLOCK FOR THE YEAR ENDING DECEMBER 31, 2025. The Finance committee recommends approval. Motion (Christensen/Goodney) to approve the Audit Engagement Letter with Johnson Block for the year ending December 31, 2025. Motion carried, all voting aye, with alder McKeon abstaining (7-0-1). CONSIDERATION OF A DRAFT OFFER TO PURCHASE AGREEMENT WITH BREWERY CREEK RENTALS, LLC FOR THE SALE OF LOTS 8-14 IN THE BREWERY CREEK SUBDIVISION. The Public Health and Property committee recommends approval. Motion (Allendorf/Burrows) to approve a draft offer to purchase agreement with Brewery Creek Rentals, LLC for the sale of lots 8-14 in the Brewery Creek subdivision. Motion carried by roll call, all voting aye, with alders Graber and Goodney voting no (6-2). CONSIDERATION AND DISCUSSION OF THE EXISTING SINGLE-FAMILY RESIDENCE LOCATED WITHIN SOLDIERS MEMORIAL PARK. Council members started a discussion regarding what to do with the Park House. Mayor Clark asked Council to take time until the October meeting before making a decision. He asked that all Council members look at the property, and be prepared to make a decision at the next meeting. Motion (Burrows/Allendorf) to defer making a decision regarding the Park House to the October Council meeting. Motion carried, all voting aye (8-0). CONSIDERATION OF ORDINANCE 2025-15, ADOPTING THE COMPREHENSIVE PLAN 2025-2035 FOR THE CITY OF MINERAL POINT, IOWA COUNTY, WISCONSIN. Plan Commission recommends approval. There were no members of the public at the Plan Commission meeting for the Public Hearing. With all of the sessions held, and the survey that was put out to residents, there is a lot of community input in this Comprehensive Plan. Motion (Burrows/Allendorf) to approve Ordinance 2025-15, adopting the Comprehensive Plan 2025-2035 for the City of Mineral Point, Iowa County, Wisconsin. Motion carried by roll call, all voting aye (8-0). CONSIDERATION OF ORDINANCE 2025-16, INCREASING SEWER CHARGES IN THE CITY OF MINERAL POINT, IOWA COUNTY, WISCONSIN. The Water and Sewer Committee recommends approval. The city is looking at significant improvements to the wastewater treatment plant, lift stations, and the collection system. Small increases over time will help to cover the costs of these future expenses. Motion (Burrows/Christensen) to approve Ordinance 2025-16, increasing sewer charges in the City of Mineral Point, Iowa County, Wisconsin. Motion carried by roll call, all voting aye (8-0).
