MAYOR’S CORRESPONDENCE – None.
ADMINISTRATOR’S REPORT – The marquee on the Opera House is expected to be installed the week of
August 25th. The Opera House is planning to hold a lighting ceremony on September 4.
The budget is moving ahead. The Finance committee reviewed the first draft.
The city expects to receive the plat of the new subdivision by the end of next week from the state.

CONSENT AGENDA
a. Approval of Mayor’s Appointment of Alex Ramshur to the Historic Preservation Commission as the City
Council Representative.
b. Consideration of application for 2025-2026 “Class A” Beer & Liquor licenses for Bittersweet Holdings, LLC,
d/b/a Staple and Fancy, 110 High Street, Brian Blanchette, Agent.
c. Consideration of application for 2025-2026 Cigarette License for Limestone, LLC, 52 High Street.
d. Approval of June 10, 15, 22, 2025 Minutes and Proceedings.
e. Approval of monthly bills.
Motion (Allendorf/McKeon) to approve the consent agenda as presented. Motion carried by roll call, all voting
aye (8-0).
NEW BUSINESS
CONSIDERATION OF MINERAL POINT CHAMBER OF COMMERCE’S REQUEST TO CLOSE SECTIONS
OF HIGH STREET AND VINE STREET FOR A SPECIAL EVENT, OPEN TO PEOPLE OF ALL AGES, THAT
INCLUDES THE SALE AND CONSUMPTION OF ALCOHOL ON CITY PROPERTY.
Administrator Honer and Chief Weier have reviewed the application from the Chamber of Commerce. This event is
the same as last year, just more condensed. The block will still be closed, but the event itself will be in a smaller
area.
Motion (Allendorf/McKeon) to approve the Mineral Point Chamber of Commerce’s request to close sections
of High Street and Vine Street for a special event, open to people of all ages, that includes the sale and
consumption of alcohol on City property. Motion carried, all voting aye (8-0).
CONSIDERATION OF PAY APPLICATION #2 FROM JI CONSTRUCTION FOR DAVIS, WASHINGTON,

AND N. WISCONSIN STREET RECONSTRUCTION.
The Finance Committee recommends approval.
Motion (Goodney/Allendorf) to approve Pay Application #2 from JI Construction for Davis, Washington, and
N. Wisconsin Street reconstruction. Motion carried, all voting aye (8-0).
CONSIDERATION OF AUTHORIZING VIERBICHER TO SOLICIT BIDS FOR THE CORNISH HERITAGE
PARK REVITALIZATION PROJECT.
The Finance Committee recommends approval.
This project was previously approved. The city was awarded a grant from WEDC in the amount of $50,000, of
which $37,000 was allocated toward this project. The project has steering committee that is working to solicit
donations as well.
Motion (Allendorf/Christensen) to authorize Vierbicher to solicit bids for the Cornish Heritage Park
revitalization project. Motion carried, all voting aye (8-0).
CONSIDERATION OF AUTHORIZING BURBACH AQUATICS, INC, TO SOLICIT BIDS FOR THE
CHEMICAL SYSTEM REPLACEMENT AT THE MINERAL POINT SWIMMING POOL.
Motion (Allendorf/Weier) to authorize Burbach Aquatics, Inc, to solicit bids for the chemical system
replacement at the Mineral Point Swimming Pool. Motion carried by roll call, all voting aye (8-0).
CONSIDERATION OF CORROSION CONTROL STUDY.
The Streets, Water & Sewer committee, and Finance committees recommend approval.
As part of the City’s lead testing exceedance in 2023, we are under a corrosion control treatment period (CCT). After
doing the initial water quality parameter testing the DNR has now required a CCT desktop study. The study needs to
be completed by March of 2026.
The goal is to avoid adding chemicals (phosphates) to the water to control corrosion, if possible. This will not only
add costs to our water treatment but also costs to try to remove additional phosphorus at the Waste Water Plant. WQI
has been working with the City on our Well issues. They have collected some information already that put them in
place to provide a detailed study. They believe their study will allow us not to add chemical to the water system. The
cost from WQI is substantially more for the study than from Strand Engineering.
Water Quality Investigations submitted a quote for $42,000, which was discussed at the Water & Sewer Committee
meeting that was held in July.
WQI is highlighting that the problem is biological and low-flow.
The Streets, Water & Sewer Committee recommended approving the $42,000 project with Water Quality
Investigations to make this more efficient in the long-term.
Motion (Graber/Christensen) to approve the Corrosion Control Study as presented from Water Quality
Investigations. Motion carried, all voting aye (8-0).
RESOLUTION – EXISTING EMPLOYER OPTION RESOLUTION, WISCONSIN PUBLIC EMPLOYERS
GROUP HEALTH INSURANCE PROGRAM, RESOLUTION ELECTING TO ENROLL IN DEDUCTIBLE
HMO-STANDARD PPO W/O DENTAL, P14.
The personnel committee held a meeting to hear from employees, sent a survey regarding health insurance and what
employees are looking for and prefer, and had a second meeting to make a decision regarding any potential changes to the
City’s health insurance plan.
The P12 plan that the City is currently on is anticipating a 12.5% increase which would have been approximately $35,000
increase. The Personnel Committee recommended going with a deductible plan, which is a $500/$1000 (single/family)
deductible. Premium share between employee and city remains the same. This change saves the city approximately
$20,000. Dental Insurance is stilled offered as it was in previous years.
The Personnel committee recommends approval.
Motion (Burrows/Allendorf) to Resolution – Existing Employer Option Resolution, Wisconsin Public Employers
Group Health Insurance Program, Resolution electing to enroll in deductible HMO-Standard PPO W/O dental,
