CITY OF MINERAL POINT COMMON COUNCIL MEETING
Tuesday, November 11, 2025 – 6:00 PM

Meeting called to order by Mayor Clark at 6:00 PM.

PERSONS DESIRING TO BE HEARD
Matthew Payne – 324 Dodge Street: Stated that he is genuinely pleased how this Council works to maintain and
improve things in the City. He supports the pay increase proposed for Alderpersons. The increase does not reflect
the true scale of Alderpersons work. He expresses his gratitude to the Alders for their time and commitment.
PUBLIC HEARING – REGARDING THE PROPOSED CITY OF MINERAL POINT 2026 OPERATING
BUDGET.
Motion (McKeon/Burrows) to open the public hearing at 6:02 p.m. Motion carried, all voting aye (7-0).
No public comment made.
Motion (Burrows/Christensen) to close the public hearing at 6:03 p.m. Motion carried, all voting aye (7-0).
MAYOR’S CORRESPONDENCE – Mayor Clark congratulated all of the local sports teams for their success this
year.
ADMINISTRATOR’S REPORT – Honer stated that next month could be a longer meeting with additional items in
the works.
CLERK-TREASURER’S CORRESPONDENCE – Skelding stated that tax season is upon us and the Clerk’s
office is ramping up work for taxes.
CONSENT AGENDA
a. Approval of October 14, 2025 Minutes and Proceedings.
b. Approval of monthly bills.
The Finance Committee recommends approval.
Motion (McKeon/Ramshur) to approve the consent agenda as presented. Motion carried, all voting aye (7-0).
NEW BUSINESS
APPROVAL OF MINERAL POINT CHAMBER OF COMMERCE’S SPECIAL EVENT PERMIT TO CLOSE
THE 100 AND 200 BLOCK OF HIGH STREET DURING CANDLELIGHT SHOPPING FIREWORKS ON
DECEMBER 6, 2025.
This is an annual event for the city. The Chamber is looking for volunteers to help release traffic once the street re-
opens after the fireworks.
Motion (Christensen/Goodney) to approve the Mineral Point Chamber of Commerce’s Special Event Permit
to close the 100 and 200 block of High Street during candlelight shopping fireworks on December 6, 2025.
Motion carried, all voting aye (7-0).

CONSIDERATION OF PAY APPLICATION #5 (FINAL) AND CHANGE ORDER #1 FROM JI
CONSTRUCTION FOR DAVIS, WASHINGTON, AND N. WISCONSIN ST. RECONSTRUCTION.
The Finance Committee recommends approval. The project came in under budget. As of the final walk-through,
there were a handful of items left to complete. Most all of those items have now been completed.
Motion (Graber/Goodney) to approve Pay Application #5 and Change Order #1 from JI Construction for
Davis, Washington, and N. Wisconsin Streets reconstruction, contingent upon the contractor providing final
lien wavers to Delta 3 Engineering. Motion carried, all voting aye (7-0).
CONSIDERATION OF ALDERPERSON PAY ADJUSTMENT EFFECTIVE APRIL 2027.
The last pay increase for City Council took place in 2009. The propose wage adjustment brings the Council pay in
line with the pay in other municipalities.
Personnel and Finance Committees recommend approval.
Motion (Ramshur/Burrows) to approve an Alderperson pay adjustment effective April, 2027. Motion carried
by roll call, all voting aye (7-0).
CONSIDERATION OF A HISTORIC PRESERVATION CONSERVATION EASEMENT FOR THE MINERAL
POINT OPERA HOUSE.
The Mineral Point Opera House Inc was successful in securing a $100,000 grant for exterior renovations to the Opera
House building. A condition of that grant is the City provide a 10-year Historic Preservation/ Conservation
Easement. This easement is in place for 10 years.
The Property committee recommends approval.
Motion (Ramshur/McKeon) to approve a Historic Preservation Conservation easement for the Mineral Point
Opera House. Motion carried, all voting aye (7-0).
CONSIDERATION CITY HALL AND LIBRARY CONTROLS UPGRADE.
The City Hall and Library HVAC controls are functionally obsolete. As they fail, the replacement hardware cannot
be found. The company that installed these controls has gone out of business.
Honer sent quotes from EMC, Complete Controls, and TRAIN for work to upgrade the City Hall and Library HVAC
system, with EMC being the low bidder. If the city renews the current subscription with Complete Controls, cost is
approximately $5,000. The city is currently working with Complete Controls, but would like to look at working with
EMC.
The Property and Finance committees recommend approval.
Motion (Christensen/McKeon) to approve the City Hall and Library controls upgrade with EMC. Motion carried,
all voting aye (7-0).
APPROVAL OF RESOLUTION NO. 2025-21, ADOPTING THE 2026 OPERATING BUDGET AND ESTABLISHING
THE PROPERTY TAX LEVY.
There have been a few modifications since the last Finance meeting. A line item was created for maintenance of the
city-owned fire truck. The other item was that the allowable levy increase from the state was actually 2.804%. We
calculated 2.8%. Due to this, we were able to add an additional $1,200 to the levy.
Finance Committee recommends approval.
Motion (Christensen/Goodney) to approve Resolution No. 2025-21, adopting the 2026 operating budget and
establishing the property tax levy. Motion carried by roll call, all voting aye (7-0).
APPROVAL OF RESOLUTION NO. 2025-22, ADOPTING THE CITY OF MINERAL POINT 2026 FEE SCHEDULE.
Modifications this year were minimal. Honer is recommending implementing a “New Business Conditional Use
Permit” application fee of $100.
Changes to the pool fees will be implemented. The day pass will be $5 at any time during the day. The non-resident
family pass, individual resident, and non-resident pass will increase. A non-resident swim lesson fee will be
implemented, increasing private swim lesson fee, and increasing the swim team registration fee.

Motion (Burrows/Goodney) to approve Resolution No. 2025-22, adopting the City of Mineral Point 2026 Fee
Schedule. Motion carried, all voting aye (7-0).
