CITY OF MINERAL POINT COMMON COUNCIL MEETING
Tuesday, December 9, 2025 – 6:00 PM

PERSONS DESIRING TO BE HEARD – None.
MAYOR’S CORRESPONDENCE – Mayor Clark expressed thanks to the city crew and anyone else who helped
with the snowstorm a couple weeks ago. He has heard nothing but compliments with the way the streets were
cleaned. Mayor Clark also recognized the success of Candlelight Shopping. He thanked everyone who had a hand in
it.
ADMINISTRATOR’S REPORT – Thanked the Streets crew as well for their work clearing snow. Congratulated
and thanked Bill Schmitz on his retirement after 41 years.
CLERK-TREASURER’S CORRESPONDENCE – Skelding stated that tax bills should be going out soon.
Skelding and Deputy Clerk-Treasurer Rolli have been working with the County and are awaiting the printing of the
bills.
CONSENT AGENDA
a. Approval of November 11, 2025 Minutes and Proceedings.
b. Approval of monthly bills.
c. Appointment of 2026-2027 Election Workers.
The Finance Committee recommends approval of the monthly bills.
Motion (Burrows/Allendorf) to approve the consent agenda as presented. Motion carried, all voting aye (7-0).
NEW BUSINESS
PRESENTATION OF DRAFT 2026-2030 STRATEGIC PLAN.
Troy Maggied, Southwest Wisconsin Regional Planning Commission, presented the draft 2026-2030 Strategic Plan.
Maggied asked for any comments or questions to be sent to Administrator Honer and he will come back in January to
discuss any comments received.
CONSIDERATION OF PAY APPLICATION #2 (FINAL), CHANGE ORDER #1, AND CERTIFICATE OF
SUBSTANTIAL COMPLETION FROM G-PRO EXCAVATING, LLC FOR 9TH STREET AND FAIR STREET
LIFT STATION IMPROVEMENTS.
Water/Sewer Superintendent Nate Fosbinder worked with the contractor and Delta 3 Engineering to remove change
order #1 from this project as the project was not substantially complete on time. An updated pay application for
$7,523.05 was presented to the Council for action. The Finance Committee recommends approval.
Motion (Allendorf/Goodney) to approve Pay Application #2, and certificate of substantial completion from G-

Pro Excavating, LLC for 9th Street and Fair Street Lift Station Improvements. Motion carried, all voting aye
(7-0).
CONSIDERATION OF BREWERY CREEK 1ST ADDITION ENGINEERING CONTRACT.
Bart Nies stated that Owens Excavating will likely start work on the project after the first of the year. The
engineering contract comes in at $354,000, which is $41,000 less than the estimate provided in October.
Motion (Weier/Burrows) to approve the Brewery Creek 1st Addition Engineering Contract with Delta 3
Engineering. Motion carried, all voting aye (7-0).
UPDATE ON COMMERCE ST. – STH 23/39 PROJECT IN 2028/2029.
Bart Nies provided a brief summary on the Highway 23/39 project scheduled for 2028-2029. The city plans to do
water and sewer work on (North) Commerce Street for approximately $1.3M in the Spring of 2029, prior to the state
overlaying Commerce Street.
No action taken.
CONSIDERATION OF PLANS, SPECIFICATIONS, AND ESTIMATES FOR THE RECONSTRUCTION OF
SOUTH AND COMMERCE STREETS, AND THE AUTHORIZATION OF DELTA 3 TO SOLICIT BIDS.
Mark Digman stated that Delta 3 did basement inspections for this project. There were no major findings to cause any
major problems with this project. Water main replacement on Commerce Street, sanitary sewer replacement, and storm
sewer construction will take place with this project.
The Commerce Street portion is estimated at $1.7M and the South Street portion is estimated at $542,000 for South Street.
Delta Engineering would like to do an alternate bid for the sidewalk on Vine Street between High and Fountain. It’s not
included in the project at this time, but it could be included at the time if approved.
Council members would like an incentive added for the contractor, the same as what was done on High Street.
Bid dates are February 19, 26 or March 5, 2026. Ideally, Delta 3 would like to open bids in February and have the bid
approved ASAP by holding a special meeting.
Motion (Allendorf/Christensen) to approve the plans, specifications, and estimates for the reconstruction of South
and Commerce Streets as presented, and authorizing Delta 3 to solicit bids. Motion carried, all voting aye (7-0).
ACCEPTANCE OF 2026 FINANCIAL MANAGEMENT PLAN.
Finance Committee recommends approval.
Motion (Burrows/Goodney) to accept the 2026 Finance Management Plan. Motion carried, all voting aye (7-0).
CONSIDERATION OF HIRING DYLAN KROLL AS A PART-TIME STREETS WORKER FOR WINTER
ASSISTANCE.
Personnel Committee recommends approval.
Motion (Allendorf/Goodney) to approve hiring Dylan Kroll as a part-time Streets Worker for winter assistance.
Motion carried, all voting aye (7-0).
CONSIDERATION OF POLICE CHIEF’S 2026 EMPLOYMENT CONTRACT RENEWAL, FOR A TERM OF
JANUARY 1, 2026 – DECEMBER 31, 2026.
The Personnel Committee recommends approval.
Motion (McKeon/Allendorf) to approve the Police Chief’s 2026 Employment Contract renewal, for a term of
January 1, 2026 – December 31, 2026. Motion carried, all voting aye with Alder Weier abstaining (7-0-1).
CONSIDERATION OF EMPLOYEE WAGE INCREASES FOR 2026.
Personnel and Finance Committees recommend approval.
Motion (Allendorf/Burrows) to approve employee wage increases for 2026 as presented. Motion carried, all voting
aye (7-0).
APPROVAL OF A CONTRACT FOR FIRE PROTECTION SERVICES FOR 2026 WITH THE MINERAL POINT
FIRE DEPARTMENT, INC.

Finance Committee recommends approval.
Motion (Weier/Christensen) to approve a contract for Fire Protection Services for 2026 with the Mineral Point Fire
Department, Inc. Motion carried, all voting aye (7-0).
APPROVAL OF A CONTRACT WITH IOWA COUNTY HUMANE SOCIETY FOR 2026 STRAY AND
ABANDONED DOG SERVICES.
Previously, Iowa County Humane Society authorized the city to turn in stray and abandoned cats. This is no longer
allowed. Chief Weier and Administrator Honer recommend approval of dog contract but not cat contract.
Motion (Burrows/McKeon) to approve a contract with Iowa County Humane Society for 2026 Stray and
Abandoned Dog Services. Motion carried, all voting aye (7-0).
CONSIDERATION OF OFFERS TO PURCHASE AND DEVELOPMENT AGREEMENTS FOR PARCEL SALES IN
THE BREWERY CREEK SUBDIVISION.
There are four separate agreements for approval. All of the agreements and offers to purchase are relatively the same. Lot
39, according to the Property Committees’ direction, is listed at $45,000 instead of $30,000. This is the only modification
among the agreements.
Motion (Weier/Allendorf) to approve Offers to Purchase and Development Agreements for parcel sales to Wedig
Quality Homes for 202 and 204 Brewery View Dr., Travis Runde for Lot 7, Rina Salverson for Lot 39, and Lots 8
and 9 for Carey Carpentry in the Brewery Creek Subdivision. Motion carried, all voting aye, with Alder Graber
voting no (6-1).
