MINUTES CITY OF MINERAL POINT COMMON COUNCIL MEETING Tuesday, February 10, 2026 – 6:00 PM City Hall Community Room/Virtually CALL TO ORDER/ROLL CALL Meeting called to order by Mayor Clark at 6:00 PM. MAYOR’S CORRESPONDENCE – None. ADMINISTRATOR’S REPORT – None. CLERK-TREASURER’S CORRESPONDENCE – None. CONSENT AGENDA a. Approval of a Certified Survey Map for 182, 184, and 186 Antoine St. b. Approval of a Certified Survey Map for land located within the Extraterritorial Zone at 4141 E. Barreltown Rd. c. Approval of January 13, 2026 Minutes and Proceedings. d. Approval of monthly bills. The Plan Commission and ETZ Plan Commission recommend approval of the CSM’s. The Finance Committee recommends approval of the monthly bills. Motion (Ramshur/Allendorf) to approve the consent agenda as presented. Motion carried, all voting aye (7-0). NEW BUSINESS CONSIDERATION OF HIRING FOR THE WATER AND SEWER OPERATOR POSITION Administrator Honer sent out resumes of the applicants and a brief summary of the interviews that took place. The recommendation of staff who interviewed was to hire Troy Ludlum. Motion (Burrows/Allendorf) to approve the hiring of Troy Ludlum as the Water and Sewer Operator. Motion carried by roll call, all voting aye, with Alder McKeon voting no (6-0-1). CONSIDERATION OF HIRING BENJAMIN GRUBER AS A PART-TIME POLICE OFFICER Chief Weier recommends hiring Benjamin Gruber pending a background check. Motion (Ramshur/McKeon) to approve the hiring of Benjamin Gruber as a part-time Police Officer. Motion carried by roll call, all voting aye (7-0). CONSIDERATION OF A STORM SEWER EASEMENT WITH JOHN P. FORD AND KAREN S. MILLS AT 121 ANTOINE ST Included within the construction project plans for the Brewery Creek subdivision is a stormwater improvement to Antoine Street. This improvement includes the installation of a catch basin on the north side of the street and sewer that runs underneath the street and down the hill before daylighting near the current intermittent creek. The owners of 121 Antoine Street are willing to work with the City on this project and allow a storm sewer easement Page 1 of 2 on their property in exchange for tree work, with an estimated cost to the City of $1,400. This stormwater management will be incorporated into future Antoine Street reconstruction as well. Motion (Allendorf/Ramshur) to approve a storm sewer easement with John P. Ford and Karen S. Mills at 121 Antoine Street. Motion carried, all voting aye (7-0). CONSIDERATION OF AWARDING A CONTRACT FOR THE 2026 MINERAL POINT POOL CHEMICAL CONTROLLER PROJECT The City has been working towards upgrading the Pool’s chemical system for the past two years. The project includes replacing electrical and mechanical components that are beyond their maintainable lifespan, and upgrading the system to be able to accommodate a liquid chlorine feed rather than the current gas chlorine feed. The total cost of the project, with taking the low bids, accepting both alternates, and including engineering and project management fees, is estimated at $78,500. The City’s initial budget of $50,000 was well short of the first bid results of $140,000 plus. The remaining balance of $28,500 is a TID eligible expense and is recommended to be included in the anticipated borrowing event expected to take place in Spring 2026. The Park Board and Finance Committee recommend contracting with Pleva for Contracts #1 and #2, and both alternates. Motion (Burrows/Allendorf) to award the contract, to include Contracts #1 and #2, and both alternates, for the 2026 Mineral Point Pool Chemical Controller Project to Pleva. Motion carried by roll call, all voting aye (7-0). CONSIDERATION OF A MEMORANDUM OF AGREEMENT BETWEEN THE WISCONSIN STATE HISTORIC PRESERVATION OFFICE AND THE CITY OF MINERAL POINT, WI, TO COMPLETE PHASE 1 OF AN ARCHITECTURAL SURVEY OF THE MINERAL POINT HISTORIC DISTRICT. The City was awarded a grant from the Wisconsin Historical Society (WHS). This grant covers the cost of updating the Architectural and Historical Survey Report for the Mineral Point Historical District and evaluating all buildings within the City that are not already included in the district. The purpose of this survey is to evaluate which buildings still exist, their condition, and if they should be considered as contributing to the National Historic District. The survey does not change any of the current boundaries for the Local Historic Preservation District, and no new properties will be subject to local design review based on the completion of the survey. This project was divided into two phases. The first phase has been awarded to the City and an application for the second phase has been submitted. The city was awarded $32,500 for phase 1. Motion (Burrows/McKeon) to approve a Memorandum of Agreement between the Wisconsin State Historic Preservation Office and the City of Mineral Point, WI, to complete Phase 1 of an architectural survey of the Mineral Point Historic District. Motion carried, all voting aye (7-0). CONSIDERATION OF AWARDING A CONTRACT TO COMPLETE PHASE 1 OF AN ARCHITECTURAL SURVEY OF THE MINERAL POINT HISTORIC DISTRICT. Wisconsin Historical Society felt that Legacy Architecture had a better grasp on the project based on their RFP response. The Historic Preservation Commission recommends awarding Phase 1 of the project to Legacy Architecture. Motion (Ramshur/Allendorf) to approve awarding a contract to complete Phase 1 of an architectural survey of the Mineral Point Historic District to Legacy Architecture. Motion carried, all voting aye (7-0).
