Call to Order, Roll Call, and Confirmation of Compliance with the Open Meetings Law. Administrator Honer called the meeting to order at 4:00 pm. Gary Galle, Chair Excused Keith Burrows Present Dean Martin Present Others Present: Administrator Matt Honer, Clerk-Treasurer Christy Skelding, Deputy Clerk-Treasurer Renee Rolli, Brian Blanchette APPROVAL OF FEBRUARY 10, 2025 MINUTES Motion (Burrows/Martin) to approve February 10, 2025 minutes. Motion carried, all voting aye (2-0). DISCUSSION AND CONSIDERATION OF MEMORANDUM OF UNDERSTANDING WITH STOCKTON HARDWARE, LLC. The Public Health and Property Committee reviewed the Memorandum of Understanding and recommends Council approval. The MOU ensures everyone is on the same page with the project. Motion (Burrows/Martin) to recommend Council approval of Memorandum of Understanding with Stockton Hardware, LLC. Motion carried, all voting aye (2-0). DISCUSSION AND CONSIDERATION OF AMENDMENT TO THE EXISTING WATER TOWER LEASE AGREEMENT WITH MH TELECOM, LLC. Administrator Honer included the amendment in the agreement in the meeting packet. The agreement between the City of Mineral Point and MHTC for a fixed wireless facility on top of the City Water Tower has expired. While the City and MHTC negotiate terms of a renewal agreement, the amendment allows the continuation of the existing lease agreement, through May 2025. Motion (Martin/Burrows) to recommend Council approval of the amendments to the existing water tower lease agreement with MH Telecom, LLC. Motion carried, all voting aye (2-0). REVIEW MONTHLY TREASURER’S AND BUDGET REPORTS The City is 16% of the way through the year. Revenues have not quite hit the 16%, with the exception of tax revenues. Personnel is a bit higher due to having 3 payrolls in January. LGIP rates went from 4.39% to 4.4%. Motion carried, all voting aye (2-0). APPROVAL OF MONTHLY BILLS A few invoices came in that were added to the monthly total, but not reflected in the meeting packet. Motion (Burrows/Martin) to recommend Council approval of the monthly bills. Motion carried, all voting aye (2-0). UPDATE ON OTHER FINANCE MATTERS The Public Health and Property Committee advised that the City sell the three lots recently purchased on Antoine Street as soon as the City takes ownership.
