CITY OF MINERAL POINT 137 HIGH STREET, SUITE 1 MINERAL POINT, WI 53565 608-987-2361 MINUTES CITY OF MINERAL POINT FINANCE COMMITTEE MEETING Monday, April 7, 2025, 4:00 PM City Hall Community Room 1. Call to Order, Roll Call, and Confirmation of Compliance with the Open Meetings Law. Chair Galle called the meeting to order at 4:00 pm. Gary Galle, Chair Present Keith Burrows Present Dean Martin Present Others Present: Administrator Matt Honer, Clerk-Treasurer Christy Skelding, Deputy Clerk-Treasurer Renee Rolli, Christopher Goodney, Mike Christensen APPROVAL OF MARCH 10, 2025 MINUTES Motion (Burrows/Martin) to approve March 10, 2025 minutes. Motion carried, all voting aye (3-0). CONSIDERATION OF THE SALE OF PROPERTY ADJACENT TO ANTOINE ST. The City put out a Request for Proposal for the purchase of 3 parcels on Antoine Street. Three proposals were received. The Public Health and Property Committee met and recommend approving proposal number three, which includes selling all three lots for $114,000 to build three duplexes, one on each lot. The developer of proposal number three is Josh Fowler with Midwest Roofing. Motion (Burrows/Martin) to recommend Council approval of the sale of property adjacent to Antoine Street to Josh Fowler of Midwest Roofing. Motion carried, all voting aye (3-0). CONSIDERATION OF SUMMER PARK AND POOL STAFFING AND STREETS FOREMAN STAFFING. Administrator Honer provided an update on summer staffing. This year, the city will be decreasing the number of lifeguard hours as we are creating a Pool Manager position, working approximately 20 hours per week for 12 weeks. The responsibilities of the pool manager is to make sure there is supervision for the lifeguards, create staff schedules, order concessions, etc. The city is also offering an incentive of $125 for lifeguards to help offset costs associated with buying a swimsuit or certification fees, but only if they work 150 hours. With some recent staffing changes, the city is looking to have three summer park workers. There is some flexibility in the budget to work with these positions. There is a total savings in personnel between parks and streets of approximately $28,000 for 2025. The Personnel Committee recommends approval. The Personnel Committee also recommends hiring a new Streets Foreman. Motion carried, all voting aye (3-0). CONSIDERATION OF AWARDING CONSTRUCTION BIDS FOR 2025 INFRASTRUCTURE IMPROVEMENTS ON DAVIS, WASHINGTON, AND N. WISCONSIN STREETS. Administrator Honer stated that bids have come back favorable. Delta 3 recommends awarding the base project (Davis) and two alternates (Washington and N. Wisconsin) in the total amount of $584,976 to JI Construction. Motion (Martin/Burrows) to recommend Council approval of awarding the construction bid to JI Construction for 2025 infrastructure improvements on Davis, Washington, and N. Wisconsin Streets. Motion carried, all voting aye (3-0). POSSIBLE CONSIDERATION OF TENNIS COURT AND PARKING LOT PROJECT AT SOLDIER’S MEMORIAL PARK. Administrator Honer handed out updated numbers from Delta 3 Engineering to the committee. The Park Board has been working with the Iowa County Tennis and Pickleball Association for over two years on developing a project to rebuild the existing tennis courts and add pickleball courts at Soldiers Memorial Park. The Park Board has recommended that the City Council proceed with the project. A discussion was held at a previous Park Board meeting and the numbers for this project have gone from $600,000 to over $1M in a very short period of time. The city currently has a concept plan and numbers for this project. There is also a federal grant that is due May 1. The intention was that the City would leverage the tennis courts and the parking lot. As a total project, the cost would be $1.1M. The Land and Water Conservation Fund Grant would cover 50% of the overall costs of the project related to outdoor recreation, but there is only $523,000 allocated for the southwest portion of the state. If the City were to apply for the grant, the most competitive option would be to apply for the project as a whole, including both the tennis courts and parking lot. In the 2025 budget, options for funding this project included taking money from the TID. Committee members are leary about taking monies out of the TID to fund this project at this point. The Tennis and Pickleball Association has committed to privately raising $100,000 for the project. Administrator Honer does not believe it is worthwhile to apply for a grant to replace a parking lot. He does not feel it is a competitive submission. He believes it would be worthwhile to apply for the grant for either the full project, or for the tennis/pickleball courts only. He does not believe it is worthwhile to apply for the grant for just the parking lot. Motion (Burrows/Martin) to recommend Council approval of applying for the DNR grant to fund the tennis/pickleball court, without parking lot, at Soldier’s Memorial Park. Motion carried, all voting aye (3-0). REVIEW MONTHLY TREASURER’S AND BUDGET REPORTS AND MONTHLY BILLS. Revenues and expenses are tracking as expected. No notable changes from last month. There is a large sum of debt service payments, making this month’s check run higher than usual. Motion (Galle/Burrows) to accept monthly Treasurer’s and Budget Reports and place on file, and recommend council approval of the monthly bills. Motion carried, all voting aye (3-0). DISCUSSION OF PRELIMINARY FINANCIAL PLAN AND TIMELINE FOR 2025-2027 CAPITAL FINANCING. Administrator Honer spoke with Justin Fischer from BAIRD, who provided the financing plan for 2025- 2027. $4,345,000 borrowing reflects $500,000 in capital projects equipment, $1.5M in road projects (Commerce Street and South Street), and $1.5M for TID #2 for the infrastructure in the Antoine Street development. There is a fairly large jump in the mill rate from 2025-2026, of about $.20. This is still under $2.00, which is a good target for municipalities. The borrowing will take place around mid-August. No action taken. UPDATE ON OTHER FINANCE MATTERS The City pays for the 4th of July fireworks. Last year, the City committed to fundraising for the fireworks in 2025. At this point, the city has raised $4,500 toward the fireworks. In the past, the City has paid $8,000 and the Lions has donated $2,000. This year, the Lions is donating again, and Farmers Savings Bank is also donating. The committee would like to continue to work with Platte River and have a $10,000 show. POSSIBLE CONSIDERATION OF RESOLUTION 2025-05 RELATING TO THE CITY OF MINERAL POINT’S PARTICIPATION IN THE WISCONSIN ECONOMIC DEVELOPMENT CORPORATION’S COMMUNITY DEVELOPMENT INVESTMENT GRANT PROGRAM. This resolution authorizes Administrator Honer to be able to apply for the WEDC Community Development Grant on behalf of Stockton Hardware, LLC. Motion (Galle/Martin) to recommend Council approval of Resolution 2025-05 relating to the City of Mineral Point’s participation in the Wisconsin Economic Development Corporation’s Community Development Investment Grant program. Motion carried, all voting aye (3-0). MOTION TO CONVENE IN CLOSED SESSION VIA ROLL CALL VOTE PURSUANT TO WIS.
