CITY OF MINERAL POINT 137 HIGH STREET, SUITE 1 MINERAL POINT, WI 53565 608-987-2361 MINUTES CITY OF MINERAL POINT FINANCE COMMITTEE MEETING Monday, August 11, 2025, 4:00 PM City Hall Community Room 1. Call to Order, Roll Call, and Confirmation of Compliance with the Open Meetings Law. Chair Burrows called the meeting to order at 4:00 pm. Keith Burrows, Chair Present Mike Christensen Present Chris Goodney Present Others Present: Administrator Matt Honer, Clerk-Treasurer Christy Skelding, Deputy Clerk-Treasurer Renee Rolli, Logan Hansen APPROVAL OF JULY 7, 2025 MINUTES Motion (Goodney/Christensen) to approve July 7, 2025 minutes. Motion carried, all voting aye (3-0). PRESENTATION FROM MINERAL POINT CHAMBER OF COMMERCE. None. CONSIDERATION OF AUTHORIZING VIERBICHER TO SOLICIT BIDS FOR THE CORNISH HERITAGE PARK REVITALIZATION PROJECT. Logan Hansen, engineer with Vierbicher, stated that Vierbicher is looking to bid this project at the end of August. They are looking to bid one alternate, being stamped concrete instead of brick pavers. Work would begin this fall, with final touches being completed in the spring. Honer stated that he asked Hansen to remove a few small items from the opinion of probable cost. The city could potentially do some of the work, and a small group of people are willing to fundraise for other items in order to save on costs. Out of the $130,000 on the opinion of probable cost, there is currently approximately $14,000 unfuded. Honer states he is confident that gap can be filled with fundraising. Motion (Burrows/Goodney) to recommend Council authorization of Vierbicher to solicit bids for the Cornish Heritage Park revitalization project. Motion carried, all voting aye (3-0). CONSIDERATION OF PAY APPLICATION #2 FROM JI CONSTRUCTION FOR DAVIS, WASHINGTON, AND N. WISCONSIN STREET RECONSTRUCTION. The committee discussed the progress of the project, and Honer provided an update on where the project stands at this time. The committee discussed the special assessments for the project. Motion (Goodney/Christensen) to recommend council approval of pay application #2 from JI Construction for Davis, Washington, and N. Wisconsin Street reconstruction. Motion carried, all voting aye (3-0). As part of the City’s lead testing exceedance in 2023, we are under a corrosion control treatment period (CCT). After doing the initial water quality parameter testing the DNR has now required a CCT desktop study. The study needs to be completed by March of 2026. The goal is to avoid adding chemicals (phosphates) to the water to control corrosion, if possible. This will not only add costs to our water treatment but also costs to try to remove additional phosphorus at the Waste Water Plant. WQI has been working with the City on our Well issues. They have collected some information already that put them in place to provide a detailed study. They believe their study will allow us not to add chemical to the water system. The cost from WQI is substantially more for the study than from Strand Engineering. Water Quality Investigations submitted a quote for $42,000, which was discussed at the Water & Sewer Committee meeting that was held in July. WQI is highlighting that the problem is biological and low-flow. The Streets, Water & Sewer Committee recommended approving the $42,000 project with Water Quality Investigations to make this more efficient in the long-term. Motion (Burrows/Goodney) to recommend Council approval of the corrosion control study with Water Quality Investigations. Motion carried, all voting aye (3-0). REVIEW OF MONTHLY TREASURER’S AND BUDGET REPORTS AND MONTHLY BILLS. Rolli gave a background on the cash flow, treasurer’s report, and bills. Motion (Burrows/Christensen) to accept the reports and recommend payment of the bills. Motion carried, all voting aye (3-0). DISCUSSION AND REVIEW OF PROJECTED 2026 OPERATING BUDGET. The Committee discussed the current draft of the 2026 operating budget. There will be another budget discussion at the September finance meeting. DISCUSSION OF OTHER FINANCE MATTERS. Administration discussed the possibility of moving some funds into an “LGIP”-like account at One Community Bank to earn some interest on funds. ADJOURN Motion (Goodney/Christensen) to adjourn at 5:20 pm. Motion carried, all voting aye (3-0).
