CITY OF MINERAL POINT 137 HIGH STREET, SUITE 1 MINERAL POINT, WI 53565 608-987-2361 MINUTES CITY OF MINERAL POINT FINANCE COMMITTEE MEETING Monday, September 8, 2025, 4:00 PM City Hall Community Room 1. Call to Order, Roll Call, and Confirmation of Compliance with the Open Meetings Law. Chair Burrows called the meeting to order at 4:00 pm. Keith Burrows, Chair Present Mike Christensen Present Chris Goodney Present Others Present: Administrator Matt Honer, Clerk-Treasurer Christy Skelding, Deputy Clerk-Treasurer Renee Rolli, Kristin Mitchell, Susan Schroeder, Library Director Diane Palzkill, Lisa Hay, Cory Bennett, Etzna Gomez, APPROVAL OF AUGUST 11, 2025 MINUTES Motion (Goodney/Burrows) to approve August 11, 2025 minutes. Motion carried, all voting aye (3-0). PRESENTATION FROM MINERAL POINT CHAMBER OF COMMERCE. Lisa Hay, President of the Chamber of Commerce shared a power point regarding what the Chamber does. Christensen asked how the Chamber is doing financially aside from the City’s financial contribution. Hay states the Chamber is thriving, but is still reliant on the $20,000 from the City. Burrows stated that the Chamber is doing a fantastic job and that the City has gotten good value for the money. The Chamber is not asking for an increase in 2026, they are requesting the same amount as they did in 2025. PRESENTATION FROM THE MINERAL POINT PUBLIC LIBRARY. Mineral Point Library Director, Diane Palzkill, spoke on behalf of the Library and Library Board. The library is requesting an additional $2 per hour increase in wage for 2026 for one of the full-time employees. Since this employee started in 2020, the library’s circulation has increased 30%. The library is asking for a greater contribution from the City to make this increase happen. This is currently built into the projected 2026 budget. CONSIDERATION OF AWARDING A CONSTRUCTION CONTRACT FOR THE REVITALIZATION OF CORNISH HERITAGE PARK. Honer stated that Vierbicher recommends awarding the bid to G-Pro in the amount of $126,272 for the revitalization of the Cornish Heritage Park. Motion carried, all voting aye (3-0). CONSIDERATION OF PAY APPLICATION #3 FROM JI CONSTRUCTION FOR DAVIS, WASHINGTON, AND N. WISCONSIN STREET RECONSTRUCTION. Motion (Burrows/Goodney) to recommend council approval of pay application #3 from JI Construction for Davis, Washington, and N. Wisconsin Street reconstruction. Motion carried, all voting aye (3-0). CONSIDERATION OF AN AUDIT ENGAGEMENT LETTER WITH JOHNSON BLOCK FOR THE YEAR ENDING DECEMBER 31ST, 2025. Honer stated that the City met with Baker Tilly to compare audit pricing. Baker Tilly’s pricing starts at $30,000 for a simple, basic audit. The City will continue to work with Johnson Block. Motion (Burrows/Christensen) to recommend Council approval of an audit engagement letter with Johnson Block for the year ending December 31st, 2025. Motion carried, all voting aye (3-0). REVIEW OF MONTHLY TREASURER’S AND BUDGET REPORTS AND MONTHLY BILLS. Rolli gave a background on the cash flow, treasurer’s report, and bills. The committee would like to see the City move some funds from LGIP into an intrafi CD at Farmer’s Savings Bank, in order to diversity some of the funds. Motion (Burrows/Goodney) to accept the reports and recommend payment of the bills. Motion carried, all voting aye (3-0). DISCUSSION AND REVIEW OF PROJECTED 2026 OPERATING BUDGET. The Committee discussed the projected 2026 Operating Budget. There has not been much of a change since the last meeting. The City anticipates receiving what’s left of the final budget numbers from the state in mid-September. This year, as of this point, it costs approximately $21,000 to operate the pool. Last year, the pool cost was approximately $23,000. Overall, we are close to where we expected to be. DISCUSSION OF OTHER FINANCE MATTERS. ADJOURN Motion (Christensen/Goodney) to adjourn at 5:06 pm.
