CITY OF MINERAL POINT 137 HIGH STREET, SUITE 1 MINERAL POINT, WI 53565 608-987-2361 MINUTES CITY OF MINERAL POINT FINANCE COMMITTEE MEETING Monday, November 10, 2025, 4:00 PM City Hall Community Room 1. Call to Order, Roll Call, and Confirmation of Compliance with the Open Meetings Law. Chair Burrows called the meeting to order at 4:00 pm. Keith Burrows, Chair Present Mike Christensen Present Chris Goodney Present Others Present: Administrator Matt Honer, Clerk-Treasurer Christy Skelding, Deputy Clerk-Treasurer Renee Rolli, Justin Fischer, Adam Ruechel APPROVAL OF OCTOBER 13, 2025 MINUTES Motion (Goodney/Christensen) to approve October 13, 2025 minutes. Motion carried, all voting aye (3-0). PRESENTATION OF THE DRAFT FINANCIAL MANAGEMENT PLAN. Justin Fischer and Adam Ruechel from BAIRD presented the draft Financial Management Plan. This tool helps to think about long-term capital improvement needs. The city will continue to work with BAIRD on updating this Financial Management Plan. By adopting this plan, it would be similar to a Capital Improvement Plan. Honer stated that the Finance committee should read this presentation over, and would then discuss at the December finance meeting. CONSIDERATION OF PAY APPLICATION #5 AND CHANGE ORDER #1 FROM JI CONSTRUCTION FOR DAVIS, WASHINGTON, AND N. WISCONSIN ST. RECONSTRUCTION. This is the final pay application for the Davis, Washington, and N. Wisconsin Street reconstruction. The project went well and came in approximately $45,000 under budget. Motion (Christensen/Goodney) to recommend Council approval of Pay Application #5 and Change Order #1 from JI Construction. Motion carried, all voting aye (3-0). CONSIDERATION OF ALDERPERSON PAY ADJUSTMENT EFFECTIVE APRIL 2027. Burrows stated that this was discussed at a Personnel Committee meeting. The current Alderman pay, $1,500 per year, is a bit low compared to other comparables. The Personnel Committee suggested to raise the pay to $2,500 per year after the 2027 Spring election. The last pay increase for Council members was in 2009. Motion carried, all voting aye (3-0). CONSIDERATION OF CITY HALL AND LIBRARY CONTROLS UPGRADE. Honer sent quotes from EMC, Complete Controls, and TRAIN for work to upgrade the City Hall and Library HVAC system. If the city renews the current subscription with Complete Controls, cost is approximately $5,000. The city is currently working with Complete Controls, but would like to look at working with EMC. The Public Health and Property committee also recommends EMC. Motion (Goodney/Christensen) to recommend Council approval of the City Hall and Library controls upgrade with EMC. Motion carried, all voting aye (3-0). REVIEW MONTHLY TREASURER’S AND BUDGET REPORTS AND MONTHLY BILLS. Rolli stated that we are getting to the top of our budget as the year winds down. The city will be overbudget in some areas and underbudget in some areas, as expected. LGIP interest rates decreased from 4.35% to 4.22% this month. Motion (Burrows/Goodney) to accept reports and recommend payment of the bills. Motion carried, all voting aye (3-0). CONSIDERATION OF RESOLUTION 2025-21: A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF MINERAL POINT, WISCONSIN, ADOPTING THE 2026 OPERATING BUDGET AND ESTABLISHING THE PROPERTY TAX LEVY. There have been a few modifications since the last Finance meeting. A line item was created for maintenance of the city-owned fire truck. The other item was that the allowable levy increase from the state was actually 2.804%. We calculated 2.8%. Due to this, we were able to add an additional $1,200 to the levy. Motion (Burrows/Christensen) to recommend Council approval of Resolution 2025-21: A Resolution of the Common Council of the City of Mineral Point, Wisconsin, adopting the 2026 Operating Budget and establishing the property tax levy. Motion carried, all voting aye (3-0). CONSIDERATION OF RESOLUTION 2025-22, ADOPTING THE CITY OF MINERAL POINT 2026 FEE SCHEDULE. Modifications this year were minimal. Honer is recommending implementing a “New Business Conditional Use Permit” application fee of $100. Changes to the pool fees will be implemented. The day pass will be $5 at anytime during the day. The non-resident family pass, individual resident, and non-resident pass will increase. A non-resident swim lesson fee will be implemented, increasing private swim lesson fee, and increasing the swim team registration fee. Motion (Christensen/Goodney) to recommend Council approval of Resolution 2025-22, Adopting the City of Mineral Point 2026 fee schedule. Motion carried, all voting aye (3-0).
