CITY OF MINERAL POINT 137 HIGH STREET, SUITE 1 MINERAL POINT, WI 53565 608-987-2361 MINUTES CITY OF MINERAL POINT FINANCE COMMITTEE MEETING Monday, December 8, 2025, 4:00 PM City Hall Community Room 1. Call to Order, Roll Call, and Confirmation of Compliance with the Open Meetings Law. Chair Burrows called the meeting to order at 4:00 pm. Keith Burrows, Chair Present Mike Christensen Present Chris Goodney Present Others Present: Administrator Matt Honer, Deputy Clerk-Treasurer Renee Rolli, APPROVAL OF OCTOBER 13, 2025 MINUTES Motion (Goodney/Christensen) to approve the November 10, 2025, minutes. Motion carried, all voting aye (3-0). CONSIDERATION OF FINANCIAL MANAGEMENT PLAN Administrator Honer passed out the final draft provided by Baird, with the financial scorecard updated. The Committee discussed the increasing valuation of the City over time and how the plan considers small capital borrowing every other year, but the City will still need to prioritize capital projects with the remaining debt capacity. The Committee also discussed the financial scorecard and the rating provided to the management aspect of the City, requesting additional conversation with Baird on how to improve those ratings. Motion (Burrows/Christensen) to recommend Council acceptance of the Financial Management Plan. Motion carried, all voting aye (3-0). CONSIDERATION OF PAY APPLICATION #2, CHANGE ORDER #1, AND CERTIFICATE OF SUBSTANTIAL COMPLETION FROM G-PRO EXCAVATING, LLC FOR 9TH STREET AND FAIR STREET LIFT STATION IMPROVEMENTS. Honer explained that further discussion between Nate Fosbinder, the Contractor, and the Engineer determined that the Change Order would be dropped. A revised change order was provided to the Committee. This is the final pay application for the Davis, Washington, and N. Wisconsin Street reconstruction. The project went well and came in approximately $45,000 under budget. Motion (Burrows/Christensen) to recommend Council approval of the revised Pay Application and Certificate of Substantial Completion. Motion carried, all voting aye (3-0). CONSIDERATION OF BREWERY CREEK 1ST ADDITION ENGINEERING CONTRACT. The Commission discussed the status of the subdivision, its construction and engineering. Motion carried, all voting aye (3-0). CONSIDERATION OF PLANS, SPECIFICATIONS, AND ESTIMATES FOR THE RECONSTRUCTION OF SOUTH AND COMMERCE STREETS. AND AUTHORIZATION OF DELTA 3 ENGINEERING TO SOLICIT BIDS. Honer stated that the plans are approximately 95% complete, and there are some additional discussions to be had regarding the project, but that everything is looking good to start construction in the Spring. The Commission discussed the addition of the street lights on Commerce Street. The Commission discussed how the current opinion of probable costs are beyond the initial budget but recent bids have been coming in under budget consistently. Motion (Christensen/Goodney) to recommend Council approval of the Plans, Specifications, and Estimates for the reconstruction of South and Commerce Streets, and authorization of Delta 3 Engineering to solicit bids. Motion carried, all voting aye (3-0). CONSIDERATION OF EMPLOYEE WAGE INCREASES FOR 2026. Honer explained the performance evaluation process and the budgeting process. Motion (Burrows/Goodney) to recommend Council approval of the employee wage increases for 2026. Motion carried, all voting aye (3-0). CONSIDERATION OF POLICE CHIEF CONTRACT RENEWAL , FOR A TERM JANUARY 1, 2026 – DECEMBER 31, 2026. Honer stated that nothing in the contract changed except the wage. Motion (Goodney/Christensen) to recommend Council approval the Police Chief Contract from a term January 1, 2026 – December 31, 2026. Motion carried, all voting aye (3-0). CONSIDERATION OF HIRING DYLAN KROLL AS A PART-TIME STREETS WORKER FOR WINTER ASSISTANCE. Honer explained that the 2025 and 2026 budgets include funds for snow removal either as overtime or part time labor. Honer stated that he has been hoping that a part-time worker can be found to assist with snow removal as it will require less overtime. Motion (Burrows/Goodney) to recommend Council approval of hiring Dylan Kroll as a part-time street worker. Motion carried, all voting aye (3-0). APPROVAL OF CONTRACT FOR FIRE PROTECTION SERVICES FOR 2026 WITH THE MINERAL POINT FIRE DEPARTMENT, INC. Honer provided an update on changes to the contract, including the changes to no longer contributing $40,000 to an outlay and planning to have a memorandum of understanding regarding the future purchase of a fire truck. Motion (Burrows/Goodney) to recommend Council approval a contract for Fire Protection Services with the Mineral Point Fire Department Inc for 2026. Motion carried, all voting aye (3-0). Honer explained that there are four separate offers to purchase and a developer's agreement. Motion (Goodney/Christensen) to recommend Council approval of the offers to purchase and developers' agreements. Motion carried, all voting aye (3-0) REVIEW MONTHLY TREASURER’S AND BUDGET REPORTS AND MONTHLY BILLS. Rolli walked through the treasurer’s report as well as the budget report. She highlighted the larger items in the check report. The Committee discussed reinvestment of Certificates of Deposit. Honer explained that there are four separate offers to purchase and developer's agreements. Motion (Burrows/Christensen) to approve the treasurer’s and budget reports and recommend council pay the bills. Motion carried, all voting aye (3-0) DISCUSSION OF OTHER FINANCE MATTERS The Committee discussed the annual special charges and assessments that would be added to the 2025 tax bills. The Committee also discussed looking at options for addressing short-term rentals. ADJOURN Motion (Christensen/Goodney) to adjourn at 5:21 pm. Motion carried, all voting aye (3-0).
