CITY OF MINERAL POINT PERSONNEL COMMITTEE MEETING
Monday, December 9, 2024, 2:00 PM
City Hall Community Room
CALL TO ORDER/ROLL CALL
The meeting was called to order by Chair Burrows at 2:00pm.

APPROVAL OF MINUTES – October 30, 2024 MEETING
Motion (Allendorf/Christensen) to approve minutes from the October 30, 2024 Personnel Committee
meeting. Motion carried, all voting aye (3-0).
DISCUSSION AND POSSIBLE ACTION ON CHRISTMAS AND NEW YEAR’S HOLIDAY SCHEDULE
Administrator Honer stated that this committee discussed this back in January 2024, but no action was
taken. Clerk Skelding polled all non-represented employees to get feedback, with the majority
preferring Christmas Eve be a full day holiday.
Motion (Allendorf/Christensen) to recommend Council approval of updating the Christmas and New
Year’s holiday schedule to include a full day holiday on Christmas Eve and no holiday on New Year’s
Eve. Motion carried, all voting aye (3-0).
DISCUSSION OF THE POLICE CHIEF’S EMPLOYMENT CONTRACT
No changes in the contract from previous years, except for the salary amount.
DISCUSSION OF THE CITY ADMINISTRATOR’S EMPLOYMENT CONTRACT
Alder Burrows does not have all of the Administrator evaluations returned to him at this time. Once all
evaluations are completed, the committee will discuss the Administrator’s employment contract.
MOTION TO CONVENE IN CLOSED SESSION VIA ROLL CALL VOTE PURSUANT TO WIS. STATS.
§19.85(1)(c) FOR CONSIDERATION OF EMPLOYMENT, PROMOTION, COMPENSATION OR
PERFORMANCE EVALUATION DATA OF ANY PUBLIC EMPLOYEE OVER WHICH THE GOVERNMENTAL
BODY HAS JURISDICTION OR EXERCISES RESPONSIBILITY (EMPLOYEE PERFORMANCE EVALUATIONS
AND POLICE AND CITY ADMINISTRATOR CONTRACTS), AND §19.85(1)(e) DELIBERATING OR
NEGOTIATING WHENEVER COMPETITIVE OR BARGAINING REASONS REQUIRE A CLOSED SESSION
(WPPA CONTRACT NEGOTIATIONS).

all voting aye (3-0).

recommendations. Motion carried, all voting aye (3-0).

2. Approval of October 30, 2024 Minutes.
3. Discussion and possible action on Christmas and New Year's Holiday schedule.
4. Discussion of the Police Chief’s Employment Contract.
5. Discussion of the City Administrator’s Employment Contract.
6. Motion to convene in Closed Session via roll call vote pursuant to Wis. Stats. §19.85(1)(c) for
consideration of employment, promotion, compensation or performance evaluation data of any
public employee over which the governmental body has jurisdiction or exercises responsibility
(Employee Performance Evaluations and Police and City Administrator Contracts), and §19.85(1)(e)
deliberating or negotiating whenever competitive or bargaining reasons require a closed session
(WPPA Contract Negotiations).
7. Motion to convene in Closed Session via roll call vote pursuant to Wis. Stats. §19.85(1)(e) and
§19.85(1)(e).
8. Convene in Closed Session.
9. The Personnel Committee may reconvene in Open Session to act upon any matter properly
discussed in Closed Session.
10. Adjourn.
