CITY OF MINERAL POINT 137 HIGH STREET, SUITE 1 MINERAL POINT, WI 53565 608-987-2361 MINUTES CITY OF MINERAL POINT PERSONNEL COMMITTEE MEETING Friday, March 7, 2025, 1:00 PM City Hall Community Room CALL TO ORDER/ROLL CALL The meeting was called to order by Administrator Honer at 1:01 p.m. Keith Burrows, Chair Excused Chuck Allendorf Present Mike Christensen Present Others Present: City Administrator Matthew Honer, Clerk-Treasurer Christy Skelding, Dirrick Wahl, Nate Fosbinder, Gabe Ottoway APPROVAL OF JANUARY 31, 2025 MINUTES Motion (Allendorf/Christensen) to approve the minutes from the January 31, 2025 meeting. Motion carried, all voting aye (2-0). DISCUSSION AND CONSIDERATION OF CHAPTER 31 OF THE MUNICIPAL ORDINANCE. Chapter 31 is the “City Officials” section of the ordinance. This identifies those who are appointed and not appointed. The City’s attorney was consulted on which City officials were required to be appointed. The Street Foreperson and Deputy Water & Sewer Superintedent are not required to be appointed and are not addressed in the City’s ordinances. The Assistant Clerk-Treasurer and Water & Sewer Superintendent were established as appointed positions through a charter ordinance. The zoning administrator, building inspector, and City foresters do not need to be appointed by state law, however it makes sense for them to be with their powers. Motion (Christensen/Allendorf) to recommend Ordinance Committee review and approval of modifying Chapter 31 of the Municipal Ordinance as presented. Motion carried, all voting aye (2-0). DISCUSSION AND CONSIDERATION OF DRAFT RESOLUTION AMENDING CITY OF MINERAL POINT EMPLOYEE VACATION SCHEDULES. Administrator Honer stated that the language will be cleaned up in Section 1. Instead of stating “After 1 year”, the resolution will read “Year 1”, and continue that way through the table. Some considerations not discussed previously are that there were 5-6 employees hired between 2020- 2023 that were given credit for vacation. The current resolution removes their credit. No employee will lose vacation, and each employee will get closer to earning more vacation, with the exception of the 2 employees who are already past the 10 year mark. Motion (Allendorf/Christensen) to recommend Council approval of a draft resolution, including language clarifications as discussed, amending City of Mineral Point employee vacation schedules. Motion carried, all voting aye (2-0). MOTION TO CONVENE IN CLOSED SESSION VIA ROLL CALL VOTE PURSUANT TO WIS. STATS. §19.85(1)(c) FOR CONSIDERATION OF EMPLOYMENT, PROMOTION, COMPENSATION, OR PERFORMANCE EVALUATION DATA OF ANY PUBLIC EMPLOYEE OVER WHICH THE GOVERNMENTAL BODY HAS JURISDITION OR EXERCISES RESPONSIBILITY (STREETS FOREMAN POSITION). Motion (Christensen/Allendorf) to convene in closed session at 1:20 p.m. Motion carried by roll call, all voting aye (2-0). Motion (Christensen/Allendorf) to convene in open session at 1:37p.m. Motion carried by roll call, all voting aye (2-0). Motion (Allendorf/Christensen) to recommend Council approval of hiring Robert Murphy as Public Works Superintendent. Motion carried, all voting aye (2-0). Motion (Christensen/Allendorf) to recommend Council approval of hiring Tiffany Calvert-Ludlum as Parks and Facilities Worker and hiring a third part-time worker for summer park help.
