CITY OF MINERAL POINT 137 HIGH STREET, SUITE 1 MINERAL POINT, WI 53565 608-987-2361 MINUTES CITY OF MINERAL POINT ORDINANCE & CLAIMS COMMITTEE MEETING Monday, March 10, 2025 5:30 PM City Hall Community Room 1. Call to Order, Roll Call, and Confirmation of Compliance with the Open Meetings Law. Chair Weier called the meeting to order at 5:31pm. Jared Weier, Chair Present Chuck Allendorf Excused Brian Graber Excused Mike Christensen Present Others Present: Clerk-Treasurer Christy Skelding, Administrator Matt Honer, Police Chief Bob Weier, Tom McGuire, Brian Blanchette APPROVAL OF DECEMBER 19, 2024 MINUTES Motion (Weier/Christensen) to approve December 19, 2024 minutes. Motion carried, all voting aye (2-0). DISCUSSION AND CONSIDERATION OF AMENDING CHAPTER 73 OF THE MUNICIPAL ORDINANCE RELATED TO THE PLACEMENT OF STOP SIGNS AT THE INTERSECTION OF WILLIAM STREET AND SHAKE RAG STREET. Administrator Honer sent a draft ordinance that included a 3-way stop at the intersection of William Street and Shake Rag Street. Tom McGuire recommended placing a “stop ahead” sign before this intersection to warn drivers of the new signage. Chief Weier stated there was a meeting in 2022 regarding stop signs, speed bumps, and speed signs on Shake Rag Street. At that time, it was decided that stop signs should not be put up for speed restriction. The proposed stop sign is 600 feet from the one currently on Antoine Street. He does not believe a stop sign will help with the speed issue. There is no sidewalk on this section of Shake Rag Street either. He does not believe a stop sign will help pedestrian issues either. The City Street Department is currently looking for a sidewalk that used to exist between William Street and Antoine Street. Motion (Weier/Christensen) to table this agenda item and revisit after more data has been gathered. Motion carried, all voting aye (2-0). OFFICE OF THE CITY CLERK-TREASURER Mayor – Danny Clark City Administrator | Matthew Honer | administrator@cityofmineralpointwi.gov City Clerk-Treasurer | Christy Skelding | cityclerk@cityofmineralpointwi.gov CITY OF MINERAL POINT 137 HIGH STREET, SUITE 1 MINERAL POINT, WI 53565 608-987-2361 DISCUSSION AND CONSIDERATION OF AMENDING CHAPTER 74 OF THE MUNICIPAL ORDINANCE RELATED TO SCHEDULE III: NO PARKING AREAS, SCHEDULE IV: PARKING FOR PERSONS WITH DISABILITIES, AND SCHEDULE V: ALTERNATE SIDE PARKING EXEMPTION. A request came in for the removal of handicap parking in front of 110 and 114 High Street. With the removal of the handicap stall, the request has been made to make the easternmost spot a 10-minute parking stall. Chief Weier believes there should still be a handicap stall in this location on High Street. The ordinance currently reads that this parking stall is handicap parking during certain times of the day, not indefinitely. The signage that is posted is incorrect. Brian Blanchette is requesting this amendment as he is opening a grocery store at 110 and 114 High Street. He would like to have a short-term parking spot to be able to provide curbside service, and provide a place for someone to park to shop for a couple things. The committee discussed multiple options for handicap parking in this area of High Street. Administrator Honer suggested moving the handicap parking to the north side of High Street from the south side of High Street. The committee agrees that moving the existing handicap spot from the south side of the street to the north side of the street and making the current handicap spot on the south side a 10-minute parking stall is the best course of action, however, there is no sign post there to be able to post the handicap parking. The committee discussed placing a temporary sign until the Commerce Street project begins and a permanent signpost can be placed. Schedule III will change the west side of Shake Rag Street to no parking from the entrance to the park to Antoine Street. Schedule V clarifies alternate side parking exemptions. Motion (Christensen/Weier) to recommend Council approval of amending Chapter 74 of the Municipal Ordinance related to Schedule IV: Parking for Persons with Disabilities, to remove the two parking stalls on th south side of High Street west of Vine Street, and add a stall on the north side of high street west of vine street. Motion carried, all voting aye (2-0). Motion (Christensen/Weier) to recommend Council approval of amending Chapter 74 of the Municipal Ordinance related to time restricted parking adding a 10-minute parking stall as the first stall on the south side of High Street, west of Vine Street, matching the time restricted parking in front of the Post Office. Motion carried, all voting aye (2-0). Motion (Christensen/Weier) to recommend Council approval of amending Chapter 74 of the Municipal Ordinance related to Schedule III: No Parking Areas. Motion carried, all voting aye (2-0). Motion (Christensen/Weier) to recommend Council approval of amending Chapter 74 of the Municipal Ordinance related to Schedule V: Alternate Side Parking Exemption. Motion carried, all voting aye (2-0). Administrator Honer shared the amendments to Chapter 31 related to City Officials. The ordinance rewrites all of Chapter 31 by cleaning up the language of positions that are required to be appointed. The Personnel Committee reviewed the changes and also recommended approval. Motion (Weier/Christensen) to recommend Council approval of amending Chapter 31 of the Municipal Ordinance related to City Officials. Motion carried, all voting aye (2-0). DISCUSSION AND CONSIDERATION OF AMENDING CHAPTER 151 OF THE MUNICIPAL ORDINANCE RELATED TO THE COMPOSITION OF THE HISTORIC PRESERVATION COMMISSION. There is currently an opening on the Historic Preservation Commission. The ordinance prescribes the opening should be filled by a real estate professional. City staff is having a hard time with the current prescribed qualifications for the composition that is currently in place. The revised ordinance allows greater flexibility in filling vacancies on the Historic Preservation Commission. Motion (Christensen/Weier) to recommend Council approval of amending Chapter 151 of the Municipal Ordinance related to the composition of the Historic Preservation Commission.
