CITY OF MINERAL POINT 137 HIGH STREET, SUITE 1 MINERAL POINT, WI 53565 608-987-2361 MINUTES CITY OF MINERAL POINT PERSONNEL COMMITTEE MEETING Monday, August 4, 2025, 4:00 PM City Hall Community Room CALL TO ORDER/ROLL CALL The meeting was called to order by Alderman Allendorf at 4:01 p.m. Keith Burrows, Chair Present (4:07 p.m.) Chuck Allendorf Present Chris Goodney Present Others Present: Mayor Danny Clark, City Administrator Matthew Honer, Clerk-Treasurer Christy Skelding, Dirrick Wahl, Alan Schrank, Eric Dunham, Police Chief Bob Weier, Jared Weier APPROVAL OF JULY 11, 2025 MINUTES Motion (Goodney/Allendorf) to approve the minutes from the July 11, 2025 meeting. Motion carried, all voting aye (2-0). CONSIDERATION OF HIRING GREG ECKELS AS A PART-TIME PARKS WORKER. All of the summer staff will be gone once school starts. Robert Murphy spoke with Greg Eckels about mowing two to three days per week in the fall. The budget allows the city to have Greg work for up to 6 weeks at approximately 20 hours per week. Motion (Allendorf/Goodney) to recommend Council approval of hiring Greg Eckels as a part-time park worker. Motion carried, all voting aye (2-0). DISCUSSION AND POSSIBLE CONSIDERATION OF THE 2026 EMPLOYEE HEALTH INSURANCE PLAN. Alan Schrank spoke as a city employee on how important the health insurance is, not only for employees, but for retention and hiring. He suggested establishing a wheel tax to help bring in some additional revenue for the city. Alderman Allendorf appreciated the feedback but stated that establishing a wheel tax could be a band- aid fix to the budget issue. The city doesn’t foresee a slowdown in health insurance increases over the next few years. Alderman Burrows stated that the preferred option is to not make any changes to the health insurance, but the city is not currently in a position to keep the same insurance coverage with the budget. Mayor Clark stated that the city can’t afford this health plan any longer. He stated that there needs to be give and take on both sides. The committee does not believe the city can continue with the existing plan. Motion (Allendorf/Burrows) to recommend Council approval of plan P14 through ETF for the 2026 Employee Health Insurance Plan. Motion carried, all voting aye (3-0). MOTION TO CONVENE IN CLOSED SESSION VIA ROLL CALL VOTE PURSUANT TO WIS. STATS. 19.85(1)(c) FOR CONSIDERATION OF EMPLOYMENT, PROMOTION, COMPENSATION, OR PERFORMANCE EVALUATION DATA OF ANY PUBLIC EMPLOYEE OVER WHICH THE GOVERNMENTAL BODY HAS JURISDICTION OR EXERCISES RESPONSIBILITY (POLICE CHIEF, CITY CLERK-TREASURER, STREETS DEPT. EMPLOYEES) Motion (Allendorf/Goodney) to convene in closed session at 4:22 p.m. Motion carried by roll call, all voting aye (3-0). Motion (Allendorf/Goodney) to re-convene in open session at 5:33 p.m. Motion carried, all voting aye (3-0). Motion (Allendorf/Goodney) to increase the Street Foreman wage to $32.00 per hour effective January 1, 2026. Motion carried, all voting aye (3-0). Motion (Allendorf/Goodney) to increase the Police Chief's salary to $84,000 effective January 1, 2026. Motion carried, all voting aye (3-0). Motion (Allendorf/Burrows) to increase the City Clerk-Treasurer wage to $68,750 effective January 1, 2026. Motion carried, all voting aye (3-0). DISCUSSION AND POSSIBLE CONSIDERATION OF COMMON COUNCIL COMPENSATION. City Council pay has not increased since 2009. The wages are on the lower end when compared to other communities. Currently, the City Council wage is $1,500/year. Alderman Allendorf recommended increasing City Council compensation to $2,800 beginning with the next election cycle, in April 2026. This increase would only apply to the base salary, not other commission earnings. Motion (Allendorf/Burrows) to recommend Council approval of an increase in base compensation for Council members to $2,800 per year, beginning the next election cycle. Motion failed, with Alders Goodney and Burrows voting no (1-2). DISCUSSION AND POSSIBLE CONSIDERATION OF PERSONNEL EXPENSES FOR THE 2026 GENERAL OPERATING BUDGET. Administrator Honer asked the committee how they would like to proceed with a cost of living increase. Consumer Price Index is at 2.7% nationwide. Alderman Allendorf would like to see where the budget is coming in before making a cost-of-living decision. He would like to keep the 3% cost-of-living increase and 1% performance-based increase, if feasible.
