MINUTES CITY OF MINERAL POINT COMMERCE/SOUTH STREET STEERING COMMITTEE MEETING Tuesday, July 22, 2025 – 9:00 AM City Hall Community Room CALL TO ORDER/ROLL CALL Meeting called to order by Administrator Honer at 9:03 AM. Burrows Absent Spady Present Cisler Absent Henninger Present Sielaff Present Sorum Present Others Present: Matthew Honer, Christy Skelding, Bart Nies, Mark Digman APPROVAL OF MARCH 18, 2025 MINUTES. Motion (Sorum/Spady) to approve minutes from the March 18, 2025 meeting. Motion carried, all voting aye (4-0). DISCUSSION AND POSSIBLE RECOMMENDATIONS REGARDING THE RECONSTRUCTION OF COMMERCE AND SOUTH STREETS. Bart Nies, Delta 3 Engineering, stated today will likely be the last meeting for this committee. One of the items needing to be finalized would be where the proposed sidewalk will be placed on Commerce Street. The street lights will be the same as what is on High Street. Mark Digman, Delta 3 Engineering, presented the updated plans including all of the changes made at the previous steering committee meeting. The current plan shows South Street gaining 3 parking stalls. The committee had a lengthy discussion regarding the west end of South Street and where the grassy area will stop compared to asphalt. In regards to Commerce Street, May Sorum is planning a major construction project on her building that is planned to be in conjunction with this project. Regarding street lights, there is a light at the corner of Front and Commerce Street next to Popolo. There is also a light attached to the Popolo building. Sean would like to keep both lights. If the decorative light post stays, there will be no sidewalk going down the west side of the street. One suggestion would be to create a bump out at the corner of Commerce and Front Street, like what was done on High Street. Doing this will allow the light post to stay and a sidewalk to be installed on the west side of the street. Committee members agreed with this plan. The committee discussed the location of crosswalks at the intersections of Old Darlington Road and Commerce Street. Nies asked the committee if there is any desire to include benches, planters, etc. Committee members stated they would like to see directional signage for the downtown area. Honer stated that wayfinding is an on-going topic that needs to be done separately from any road project. It is in the city’s comprehensive plan. Having a kiosk at the Brewery Creek parking lot would be appropriate at this point. The earlier Commerce Street could be completed, the better. This project will be bid out toward the end of the year for construction in 2026. Motion (Henninger/Sorum) to recommend Council approval of the plans as discussed and changed. Motion carried by roll call, all voting aye (4-0). DISCUSSION OF MEETING CALENDAR AND TIMELINE This is the last meeting of this committee.
