CITY OF MINERAL POINT PERSONNEL COMMITTEE MEETING
Tuesday, October 7, 2025, 5:00 PM
City Hall Community Room
CALL TO ORDER/ROLL CALL
The meeting was called to order by Chair Burrows at 5:00 p.m.

APPROVAL OF AUGUST 4, 2025 MINUTES
Motion (Goodney/Allendorf) to approve the minutes from the August 4, 2025 meeting. Motion
carried, all voting aye (3-0).
DISCUSSION AND POSSIBLE CONSIDERATION OF AN UPDATE TO THE PERSONNEL POLICY/EMPLOYEE
HANDBOOK.
The Personnel Committee would prefer to review the updated Personnel Policy/Employee Handbook
prior to Administrator Honer sending a final draft to employees for review.
No action taken.
DISCUSSION AND POSSIBLE CONSIDERATION OF COMMON COUNCIL COMPENSATION.
Administrator Honer asked for the Personnel Committee to have a discussion on compensation for the
Common Council.
The committee discussed the potential for an increase in Council compensation, and feel comfortable
bringing it to the full Council to have the discussion.
Motion (Allendorf/Burrows) to recommend Council approval of a wage increase to $2,500 for all
Council members effective in April of 2027. Motion carried, all voting aye (3-0).
MOTION TO CONVENE IN CLOSED SESSION VIA ROLL CALL VOTE PURSUANT TO WIS. STATS. 19.85(1)(c)
FOR CONSIDERATION OF EMPLOYMENT, PROMOTION, COMPENSATION, OR PERFORMANCE
EVALUATION DATA OF ANY PUBLIC EMPLOYEE OVER WHICH THE GOVERNMENTAL BODY HAS
JURISDICTION OR EXERCISES RESPONSIBILITY (WATER OPERATOR).
Motion (Allendorf/Goodney) to convene in closed session at 5:16 p.m. Motion carried by roll call, all
voting aye (3-0).
Motion (Burrows/Allendorf) to re-convene in open session at 5:30 p.m. Motion carried, all voting aye
(3-0).

as discussed in closed sesstion. Motion carries, all voting aye (3-0).

1. Call to Order, Roll Call, and Confirmation of Compliance with the Open Meetings Law.
2. Approval of August 4, 2025, minutes.
3. Discussion and possible consideration of an update to the personnel policy/employee handbook.
4. Discussion and possible consideration of Common Council compensation.
5. Motion to convene in Closed Session via roll call vote pursuant to Wis. Stats. §19.85(1)(c) for
consideration of employment, promotion, compensation, or performance evaluation data of any public
employee over which the governmental body has jurisdiction or exercises responsibility (Water
Operator).
6. Convene in Closed Session.
7. The Personnel Committee may reconvene in Open Session to act upon any matter properly discussed in
Closed Session.
8. Adjourn.
