CITY OF MINERAL POINT 137 HIGH STREET, SUITE 1 MINERAL POINT, WI 53565 608-987-2361 MINUTES CITY OF MINERAL POINT ORDINANCE & CLAIMS COMMITTEE MEETING Tuesday, October 7, 2025 6:00 PM City Hall Community Room 1. Call to Order, Roll Call, and Confirmation of Compliance with the Open Meetings Law. Administrator Honer called the meeting to order at 6:00pm. Jared Weier, Chair Present (6:07 p.m.) Chuck Allendorf Present Alex Ramshur Present Others Present: Clerk-Treasurer Christy Skelding, Administrator Matt Honer, Police Chief Bob Weier, Tom McGuire APPROVAL OF JUNE 9, 2025 MINUTES Motion (Allendorf/Ramshur) to approve June 9, 2025 minutes. Motion carried, all voting aye (2-0). DISCUSSION AND CONSIDERATION OF AMENDING CHAPTER 73 OF THE MUNICIPAL ORDINANCE RELATED TO THE PLACEMENT OF STOP SIGNS AND YIELD SIGNS ON SILVER, GREEN, AND BROAD STREETS. Motion (Allendorf/Ramshur) to recommend Council approval of amending Chapter 73 of the Municipal Ordinance related to the placement of stop signs and yield signs on Silver, Green, and Broad Streets. Motion carried, all voting aye (2-0). DISCUSSION AND CONSIDERATION OF AMENDING CHAPTER 74 OF THE MUNICIPAL ORDINANCE RELATED TO PARKING FOR PERSONS WITH DISABILITIES. This amendment adds two handicap parking stalls at Soldiers Memorial Park. One is limited to hours that the pool is open, which is at the grade of the pool deck. The other handicap spot is located at the farthest east shelter. This handicap stall has been here, but there was no ordinance for it. A handicap stall will also be added on the first block of High Street, in the first spot on the south side of the street, to the east of Vine Street. Motion (Allendorf/Ramshur) to recommend Council approval of amending Chapter 74 of the Municipal Ordinance related to parking for persons with disabilities. Motion carried, all voting aye (2- 0). DISCUSSION AND CONSIDERATION OF AMENDING CHAPTER 31 OF THE MUNICIPAL ORDINANCE TO ADD EMERGENCY MANAGEMENT COORDINATOR AS AN APPOINTED OFFICIAL OF THE CITY. This amendment is to add an Emergency Management Coordinator as an appointed official of the city. Motion (Allendorf/Ramshur) to recommend Council approval of amending Chapter 31 of the Municipal Ordinance to add Emergency Management Coordinator as an appointed official of the city. Motion carried, all voting aye (3-0). DISCUSSION AND CONSIDERATION OF AMENDING SECTION 130.001 OF THE MUNICIPAL ORDINANCE TO INCLUDE HARASSMENT ADOPTED BY REFERENCE TO STATE STATUTES. Chief Weier stated that this needs to be added to the ordinance as another option to be able to issue a citation. Motion (Allendorf/Weier) to recommend Council approval of amending Section 130.001 of the Municipal Ordinance to include Harassment adopted by reference to State Statutes. Motion carried, all voting aye (3-0). DISCUSSION AND CONSIDERATION OF AMENDING SECTION 92.15 OF THE MUNICIPAL ORDINANCE RELATED TO THE ABATEMENT OF PUBLIC NUISANCES. Administrator Honer stated that the existing public nuisance would be required to go to circuit court for the city to abate certain issues because the current ordinance does not identify due process for the person being cited. Amending this gives a due process, and provides the city the ability to issue an abatement. Motion (Allendorf/Ramshur) to recommend Council approval of amending Section 92.15 of the Municipal Ordinance related to the abatement of public nuisances. Motion carried, all voting aye (3- 0). DISCUSSION AND CONSIDERATION OF REPEALING SECTIONS OF CHAPTER 72 RELATED TO THE LICENSING OF BICYCLES. Administrator Honer stated that the attorney has provided a repealing and reserving draft ordinance. Bicycle licensing has not been done or enforced for years. Motion (Allendorf/Ramshur) to recommend Council approval of repealing sections of Chapter 72 related to the licensing of bicycles. Motion carried, all voting aye (3-0). UPDATE ON RE-CODIFICATION OF CITY ORDINANCES. Administrator Honer stated that city staff is working to update all of the city’s ordinances. As staff is reviewing and combining all ordinances, notes are being made on items that don’t make sense or that aren’t practiced. The city attorney will review all of the ordinances. Tom McGuire asked the committee for clarification on the public nuisance ordinance and amendment. ADJOURN Motion (Ramshur/Weier) to adjourn at 6:29 pm. Motion carried, all voting aye (3-0).
