563 MINUTES REGULAR MEETING MINERAL WELLS CITY COUNCIL CITY HALL ANNEX June 20, 2017 - 6:00 pm City Councilmembers present were Mayor Pro-Tern Tammy Underwood, Councilmembers Brian Shoemaker, Regan Johnson, John Upham, Jerrel Tomlin, and Doyle Light. Mayor Mike Allen was absent. A quorum of City Councilmembers was present. Staff members present were Police Chief Dean Sullivan, Finance Director John Moran, Public Works Director Kelly Jones, Fire Chief Mike Pool, City Clerk Juanita Formby, and City Attorney Mack Reinwand. City Manager Lance Howerton was absent Mayor Pro-Tern Tammy Underwood called the meeting to order, the invocation was given, and the Pledges of Allegiance to the U.S. and Texas were recited. CITIZEN COMMENT 1. Lt. Brad Belz and Kim Marinaro, the Animal Shelter Coordinator, recognized several individuals who had generously donated much time and work to the City's Animal Shelter. These ladies networked animals for adoption, cleaned kennels, fed and watered the animals, photographed and videotaped dogs in search of homes, transported animals to rescues, coordinated with rescue groups to pull animals from the shelter, and worked tirelessly to keep euthanasia rates as low as possible. Kim presented each of these volunteers with a certificate customized to the work they did, and told them she could not do her job without their help. The ladies received a standing ovation for their efforts. They are Brenda Reynolds, Helene Kinder, LeAnne Wells, Michelle Cook, Bianca Rhoten, Dana Bass, Rushawnna Harvey, Nikki Robberson, Angela Homes, Sherry Seabolt, Liz Malm, and Terry Marinaro (who was not present) . Following a motion made by Mr. Upham, seconded by Mr. Shoemaker, the following CONSENT AGENDA was approved by a 6-0 vote: 2. Consider minutes of previous meetings held June 6, 2017. 3. Consider approval of budgeted expenditures over $500. I L Mineral Wells City Council Minutes 06/20/2017 Page 1of4 564 4. Consider approval of financial Reports for the month ended March 2017. 5. Consider Interlocal Agreement between the City of Mineral Wells and the Palo Pinto Tax Assessor Collector for property tax assessment and collection services for the fiscal year 2017-2018. ITEMS FOR INDIVIDUAL CONSIDERATION 6. Mayor Pro-Tern Underwood said that this item, consider a resolution authorizing the discharge of a pistol, revolver, and shotgun on property located within the City boundaries of Mineral Wells, Texas, is tabled to a future meeting because Mr. David Kessler, who initiated the item, is out of state and unable to participate in the discussion. 7. In Mr. Howerton's absence, Joh~ Moran presented the items. He advised that the Building and Standards Commission has completed condemnation procedures on four dilapidated structures in town, and now brings specifications for approval and asks Council to authorize staff to receive bids for the demolition and removal of the subject structures. Bids will be received and opened on July 18, 2017, with a possible award to be made at the City Council meeting to be held on August 1, 2017. Following discussion, Mr. Upham moved and Mr. Shoemaker seconded to approve specifications and authorize staff to advertise and receive bids as requested. Motion carried 6-0. 8. Mr. Moran reminded the City Council that at a previous meeting, they had approved a contract with Shrickel Rollins and Associates for the preparation of plans and specifications for drainage improvements at a hangar at the Airport, recently leased by Genesys Aerosystems. Storm water runoff from the airport ramp area enters the building when it rains. Plan and specs are complete and staff is now asking Council for authorization to advertise for bids for the work. It is anticipated that the project cost will approximate $40,000, reimbursable through the TxDOT Aviation RAMP program on a 50-50 matching basis. The bids will be received and opened on July 11th with a possible · award to be made at the City Council meeting held on July 18, 2017. Ms. Johnson moved to approve the plans and specifications as prepared, and to authorize staff to Mineral Wells City Council Minutes 06/20/2017 Page 2 of4  565 advertise and receive bids for drainage improvements to the Genesys Aerosystems Hangar at the Municipal Airport. Mr. Upham seconded, Mayor Pro-Tern Underwood (an employee of Genesys) noted her abstention from the vote, and the motion carried 5-0-1. 9. Mr. Moran said that Texas Gas Service recently presented cities in the North Texas Service Area a Cost of Service Adjustment (COSA) filing to increase revenues for gas service. At the previous City Council meeting, representatives of Texas Gas Service gave a presentation and explained the rate-filing process. The City of Weatherford has agreed to a lower, negotiated rate, and the City Council instructed the staff to prepare an ordinance which would approve the same negotiated rate. The new rate would have cost the average residential customer an additional $2.50 a month. Mr. Moran presented the ordinance requested by the City Council, and recommended its approval. Following a discussion, Mr. Upham moved and Ms. Johnson seconded to pass and approve an ordinance of the City Council of the City of Mineral Wels, Texas approving a negotiate cost of service adjustment between the City and Texas Gas Service, adopting tariffs that reflect rate adjustments consistent with the negotiated settlement; finding the rates to be set by the settlement tariffs to be just and reasonable and in the public interest; determining that this ordinance was passed in accordance with the requirements of the Texas Open Meetings Act; adopting a savings clause; declaring an effective date; and requiring delivery of this ordnance to the Company. Motion carried 6-0. 10. Mayor Allen has asked that this item, appointment of a City Council budget committee, be tabled until a future meeting, and so was not considered at this time. 11. Mr. Moran said that the City will be applying for a Hazard Mitigation Grant through the Federal Emergency Management Agency (FEMA), and the hoped-for funding will defray the costs of a comprehensive drainage plan for the City, as well as generators for the City's sewer lift stations. Requirements of applying include procuring engineering and grants administrative services. Mayor Allen had named. himself, City Manager Lance Howerton and Finance Director John Moran to a Selection Review Committee Mineral Wells City Council Minutes 06/20/2017 Page 3 of4 566 to review those concerns responding to the Request for Qualifications. The Committee reviewed RFQs as follows: For grant application and administration: GrantWorks For engineering services for the Comprehensive Drainage Plan and Lift Station Generators: O'Brien Engineering; Lockwood, Andrews, and Newman; Cardinal Strategies; and Jacob Martin. The Selection Committee now recommends GrantWorks as the grant administrator; O'Brien Engineering for the Lift Station Generator Project; and Lockwood, Andrews and Newman for engineering service associated with the Comprehensive Drainage Plan. Mr. Upham moved to accept the recommendations of the Selection Committee, Mr. Light seconded, and the motion carried 6-0. 12.
