SPECIAL CALLED MEETING
MINERAL WELLS CITY COUNCIL
CITY HALL ANNEX
May 29, 2018 - 5:00 pm
City Councilmembers present were Mayor Christopher M. Perricone,
Mayor Pro-Tern Tammy Underwood, Councilmembers Brian Shoemaker,
Regan Johnson, Jerrel Tomlin, Doyle Light and Beth Watson. A
quorum of City Councilmembers was present.
Staff members present were City Manager Lance Howerton, Fire
Chief Mike Pool, City Clerk Peggy Clifton, and City Attorney
Mack Reinwand.
Mayor Perricone called the meeting to order.
Councilmember/Pastor Jerrel Tomlin led the invocation, and the
Pledges of Allegiance to the U.S. and Texas flags were recited.
ITEMS FOR INDIVIDLUAL CONSIDERATION
1. Lance Howerton stated City staff has been working with the
Downtown Redevelopment Committee of Envision Mineral Wells in
structuring a Streetscape Project to enhance the appearance
of our Downtown area along North and South Oak. The project
is available for TxDOT Program funding. The City's
responsibility is to do the engineering requirements. The
total project cost for the Downtown Streetscape Project is
$681,000. Of that, the City's cost for the engineering
required will be $57,500. The City is recommending that Tax
Increment Reinvestment Zone #2 funds be utilized to provide
the necessary dollars to secure the engineering services
required in the amount of $57,500. The Tax Increment
Reinvestment Zone #2 (TIRZ #2) Board of Directors met this
same date and approved a resolution to recommend an
expenditure of $57,500 for the Street Enhancement Project.
Mr. Shoemaker moved and Mrs. Underwood seconded to approve a
resolution approving an Advance Funding Agreement with TxDOT
and Engineering Services Contract with Schrickel, Rollins and
Associates and expenditure of up to $57,500 in TIRZ #2 funds
for a Streetscape Enhancement Project within the TIRZ #2.
Motion carried 7-0.
2. Mayor Perricone asked the Council questions so that he might
learn more about Envision Mineral Wells. There was much
discussion and praise regarding Envision Mineral Wells. Mayor
Perricone asked that Chamber Executive Ryan Roach make a
presentation regarding Envision Mineral Wells at its next
meeting on June 5. No action taken.
3. Mayor Perricone announced that in accordance with Texas
Government Code, Chapter 551.071, the City Council will recess
into Executive Session (closed meeting) on this the 29th day
of May, 2018 at 5:50 p.m. on a matter in which the duty of
the City Attorney to the governmental body under the Texas
Disciplinary Rules of Professional Conduct of the State Bar
of Texas regarding confidential communications clearly
conflicts with the Texas Open Meetings Act, and in accordance
with Chapter 551.087, on deliberations regarding economic
development incentives to a business, regarding the Mineral
Wells Industrial Foundation.
4. The City Council reconvened into Open Session at 8:30 p.m. to
consider possible discussion or action on Executive Session
items. No action taken
5. There was no further business and the meeting adjourned at
8:31 p.m.

The Mineral Wells City Council will hold a special called meeting at 5:00 p.m. on Tuesday, May 29, 2018
in the City Council Chambers at the City Hall Annex, 115 S.W. 1st Street, Mineral Wells, Texas to consider
the following agenda:
Call to Order/Invocation/Pledges of Allegiance to U.S. and Texas flags
1. Consider a resolution approving an Advance Funding Agreement with TxDOT, an Engineering
Services Contract, and expenditure of up to $57,500 in TIRZ #2 Funds for a Streetscape
Enhancement Project within the TIRZ #2.
2. Consider and discuss Envision Mineral Wells.
3. EXECUTIVE SESSION: City Council will recess into Executive Session (closed meeting) in
accordance with Texas Government Code, Chapter 551.071, on a matter in which the duty of the
City Attorney to the governmental body under the Texas Disciplinary Rules of Professional
