SPECIAL MEETING
MINERAL WELLS CITY COUNCIL
CITY HALL ANNEX
August 28, 2018 - 6:00 pm

City Councilmembers present were Mayor Christopher M. Perricone,
Councilmembers Brian Shoemaker, Regan Johnson, Jerrel Tomlin,
Beth Watson and Doyle Light. Mayor Pro-Tern Tammy Underwood was
absent.
Staff members present were City Manager Lance Howerton, Finance
Director John Moran, Police Chief Dean Sullivan, Fire Chief Mike
Pool, Public Works Director Bob Neal, and City Clerk Peggy
Clifton. City Attorney Brett Gardner was present for the
Executive Session.
Mayor Perricone called the meeting to order. Councilmember Doyle
Light led the invocation, and the Pledges of Allegiance to the
U.S. and Texas flags were recited.
1. Mayor Perricone announced that the Mineral Wells City Council
will begin its Executive Session on this the 28th day of August
2018 at 6:02 o'clock p.m. In accordance with Texas Government
Code Section 551.071, the City Council will recess into
Executive Session (closed meeting) to consult with its attorney
regarding pending or contemplated litigation-301 N.W. 3rd
Street, Mineral Wells, Texas.
2. Mayor Perricone stated that the Mineral Wells City Council
has completed its Executive Session. In accordance with Texas
Government Code, Chapter 551, the City Council will reconvene
into Regular Session (open meeting) to consider action, if any,
on matters discussed in Executive Session on this the 28th day
of August, 2018 at 6:50 o'clock pm. No action Taken
3. Mayor Perricone opened a Public Hearing at 6:54 p.m. to
conduct a first Public Hearing to discuss the proposed tax rate
and possible budget line item increases for the City of Mineral
Wells 2018/2019 Annual Budget. Staff was directed to make the
following changes:
• Item #5814-01 should reflect Meals on Wheels.

• Item #5814-08 should state Pulse Ministries/Mission Mineral
Wells.
• Table of Authorized Positions #2400 Fire/Emergency Medical
Services shall change to reflect 3 Lieutenant positions and
15 Firefighter/EMS positons. Increase of $30,000 in Item
#4005 Fund Balance Appropriated to increase Total Personnel
Services.
• Increase of $50,000 in Item #4005 Fund Balance Appropriated
to Parks & Recreation Item #5704 Improvements Other Than
Buildings with use to be voted on at a later time.
Mayor Perricone closed the Public Hearing at 8:47 p.m.
4. Mayor Perricone stated announced that on September 18 at 6:00
p.m. at the City Hall Annex, a vote to adopt a tax rate will be
taken.
5. There was no further business and the meeting adjourned at
8:50 p.m.

The Mineral Wells City Council will hold a special meeting at 6:00 p.m. on Tuesday, August 28, 2018 in
the City Council Chambers at the City Hall Annex, 115 S.W. 1st Street, Mineral Wells, Texas to consider
the following agenda:
Call to Order/Invocation/Pledges of Allegiance to U.S. and Texas flags
1. EXECUTIVE SESSION: In accordance with Texas Government Code Section 551.071, the City
Council will recess into Executive Session (closed meeting) to consult with its attorney regarding
pending or contemplated litigation-301 N.W. 3rd Street, Mineral Wells, Texas.
2. RECONVENE INTO OPEN SESSION: In accordance with Texas Government Code, Chapter
551, the City Council will reconvene into Regular Session (open meeting) to consider action, if
any, on matters discussed in Executive Session.
3. Conduct a first public hearing to discuss the proposed tax rate and possible budget line item
increases for the City of Mineral Wells 2018/2019 Annual Budget.
4. Announce the date, time and place when a vote to adopt a tax rate will be taken.
5. Adjourn.
