EMERGENCY MEETING
MINERAL WELLS CITY COUNCIL
CITY HALL ANNEX
August 22, 2018 - 6:30 pm

City Councilmembers present were Mayor Pro-Tern Tammy Underwood,
Councilmembers Brian Shoemaker, Regan Johnson, Jerrel Tomlin,
Beth Watson and Doyle Light.
Staff members present were City Manager Lance Howerton, City
Clerk Peggy Clifton.
Mayor Pro-Tern Underwood called the meeting to order .
Councilmember/Reverend Jerrel Tomlin led the invocation, and the
Pledges of Allegiance to the U.S. and Te x as flags were recited.
Mayor Pro-Tern Underwood stated the reason for the meeting being:
Explanation of a reasonably unforeseeable situation requiring
immediate City Council action related to the property located at
4801 Hwy 180 E., Mineral Wells, Texas 76067 (Holiday Hills
Country Club) ("Property") where within the last twenty-four
(24) hours feral hogs have created a severely damaging and
destructive situation on the Property and immediate action from
the City Council before sunset today, August 22, 2018, is
necessary to prevent further damage and destruction, which said
further damage and destruction could place the long-time local
employer and owner of the Property in an irreversible financial
situation.
Colt Door stated that feral hogs caused severe damage in one
night at the golf course. He stated the damage was at least 800-
1000 yards. Pets, people, and joggers are also in danger from
the hogs. If left unattended, the damage would cause the Country
Club to lose its business.
Ms. Johnson moved and Mrs. Watson seconded to approve a
resolution of the City Council of the City of Mineral Wells,
Texas providing written consent for the discharge of firearms on
the property located at 4801 Highway 180 East, Mineral Wells,
Texas (Holiday Hills Country Club) to remove feral hogs; and
providing for an effective date. Motion carried 6-0.

5. There was no further business and the meeting adjourned at
6:40 p.m .

1. Call to order.
2. Explanation of a reasonably unforeseeable situation requiring immediate City Council
action related to the property located at 4801 Hwy 180 E., Mineral Wells, Texas 76067
(Holiday Hills Country Club) (“Property”) where within the last twenty-four (24) hours
feral hogs have created a severely damaging and destructive situation on the Property and
immediate action from the City Council before sunset today, August 22, 2018, is necessary
to prevent further damage and destruction, which said further damage and destruction
could place the long-time local employer and owner of the Property in an irreversible
financial situation.
3. Consider and take any action on a resolution authorizing the discharge of a firearm within
the city limits to protect the Property.
4. Adjournment.

Wells immediately by calling the City Clerk’s office at 940.328.7702.
The City Council reserves the right to meet in Executive Session closed to the public at any time
in the course of this meeting to discuss matters listed on the agenda, as authorized by the Texas
Open Meetings Act, Texas Government Code Chapter 551, including §551.071, (private
consultation with the attorney for the City); §551.072 (purchase, exchange, lease or value of real
property); §551.074 (personnel or to hear complaints against personnel); §551.076 (deployment,
or specific occasions for implementation of security personnel or devices); and §551.087
(economic development negotiations). Any decision held on such matters will be taken or
conducted in Open Session following the conclusion of the Executive Session.
