SPECIAL MEETING
MINERAL WELLS CITY COUNCIL
CITY HALL ANNEX
February 21, 2019 - 6:00 pm

City Councilmembers present were Mayor Christopher M. Perricone,
Mayor Pro-Tern Tammy Underwood, Councilmembers Brian Shoemaker,
Beth Watson, and Jerrel Tomlin. Councilmembers Regan Johnson and
Doyle Light were absent. A quorum of City Councilmembers was
present.
Staff members present were Interim City Manager Margie Rose,
Finance Director John Moran, City Clerk Peggy Clifton and City
Attorney Melissa Cranford.
Mayor Perricone called the meeting to order.
Councilmember/Reverend Jerrel Tomlin led the invocation, and the
Pledges of Allegiance to the U.S. and Texas flags were recited.
EXECUTIVE SESSION:
Mayor Perricone announced that in accordance with Texas
Government Code, Section 551.001, et seq., the City Council
will recess into Executive Session at 6:02 p.m. to discuss
the following:
(a) § 551.071(2): To consult with the city attorney on a
matter in which the duty of the attorney to the
governmental body under the Texas Disciplinary Rules of
Professional Conduct of the State Bar of Texas clearly
conflicts with chapter 551 of the Texas Government Code
regarding: Permanent and Temporary Construction Easements
with certain property owners on S.W. 2nd Street (U.S.
Highway No. 180) for a 16-inch water pipeline over the
following Lots: 1, 17, 18, 19, 20, 21, 22, 23, 24, 25, and
26 of Block 2 in the Scott's Lakeview Addition to the City
of Mineral Wells, Palo Pinto County, Texas; and
(b) § 551.072: Deliberate the purchase, exchange, lease, or
value of real property: 16-inch water pipeline along S.W.
2nd Street (U.S. Highway No. 180).

RECONVENE INTO OPEN SESSION:
Mayor Perricone announced that the Mineral Wells City Council
has completed its Executive Session at 6:13 p.m. Mr.
Shoemaker moved and Mrs. Underwood seconded to approve
Easement and costs therein with property owners of Lots: 1,
17, 18, 19, 20, 21, 22, 23, 24, 25, and 26 of Block 2 in the
Scott's Lakeview Addition to the City of Mineral Wells, Palo
Pinto County, Texas; with final approval as to form of the
easements subject to City Attorney and City Manager approval.
Motion carried 5-0.
ADJOURN:
There was no further business and the meeting adjourned at
6:14 p.m.

The Mineral Wells City Council will hold a special meeting at 6:00 p.m. on Thursday, February
21, 2019 in the City Council Chambers at the City Hall Annex, 115 S.W. 1st Street, Mineral Wells,
Texas to consider the following agenda:

Pledges of Allegiance to U.S. and Texas Flags
ITEMS FOR INDIVIDUAL CONSIDERATION
1. EXECUTIVE SESSION - In accordance with Texas. Government Code, Section 551.001, et
seq., the City Council will recess into Executive Session (closed meeting) to discuss the following:
(a) § 551.071(2): To consult with the city attorney on a matter in which the duty of the attorney
to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the
State Bar of Texas clearly conflicts with chapter 551 of the Texas Government Code
regarding: Permanent and Temporary Construction Easements with certain property owners
on S.W. 2nd Street (U.S. Highway No. 180) for a 16-inch water pipeline over the following

pipeline along S.W. 2nd Street (U.S. Highway No. 180).
2. RECONVENE INTO OPEN SESSION - In accordance with Texas Government Code,
Chapter 551 , the City Council will reconvene into Regular Session to consider action, if any, on
matters discussed in Executive Session, including but not limited to, authorizing the Mayor to
execute several permanent and temporary construction easement agreements for a 16-inch water
pipeline on S.W. 2nd Street (U.S. Highway No. 180).
