Meeting Minutes
May 29, 2018
Board members present were Chairman Mike Allen, Richard Ball, J.C. Colton, Scott Elder, Jeff
Fryer, Clarence Holliman, and Lynn Reasoner. Staff present was City Manager Lance
Howerton.
Board Chairman Mike Allen opened the meeting at 4:01 p.m. and presented the minutes of the
December 11, 2017 Board meeting for approval. Clarence Holliman made a motion to approve
the minutes and Richard Ball provided a second. Motion carried unanimously.
City Manager Lance Howerton then made a presentation regarding the Downtown Streetscape
Project which has been proposed for funding partially by Tax Increment Financing or TIRZ
funds. The project is estimated to cost $681 ,555, with the City's matching share to be $57,500.
According to the Advance Funding Agreement, TxDOT will then be responsible for all remaining
costs associated with the project. J.C. Colton then made a motion to approve a resolution
authorizing $57,500 in TIRZ funding for the Downtown Street Enhancement Project. Scott Elder
provided a second and the motion carried unanimously.
There being no further business brought before the Board, Richard Ball made a motion to
adjourn the meeting which was ultimately adjourned at 4:12 p.m. by Chairman Allen.

The Board of Directors of the Mineral Wells Tax Increment Reinvestment Zone No. 2 will hold a meeting at
4:00 p.m. on Tuesday, May 29, 2018 at the City Hall Annex, 115 S.W. 1st Street, Mineral Wells, Texas, to
consider the following agenda:
1. Call to Order.
2. Approval of December 11, 2017 Minutes.
3. Consider a resolution of the Board of Directors for Tax Increment Reinvestment Zone #2, City of
Mineral Wells, approving and authorizing $57,500 in funding for a Street Enhancement Project and
recommending the project to the City Council.
4. Adjourn.
