Tax Increment Reinvestment Zone No 2 Board of Directors Meeting Minutes November 13, 2018 The Tax Increment Reinvestment Zone Board of Directors met at 5:30 p.m. on November 13, 2018 at the City Hall Annex. Board members present were Board Chairman Mike Allen, Richard Ball, J.C. Colton, Clarence Holliman, and Lynn Reasoner. Others in attendance included Randy Nix, Ryan Roach, Finance Director John Moran, City Manager Lance Howerton and Shai Roos with Stantec Consulting Services, Inc. Board Chairman Mike Allen opened the meeting at 5:56 p.m. The Board then considered meeting minutes of the May 29, 2018 Board meeting. Richard Ball made a motion to approve the minutes and Clarence Holliman provided a second. Motion carried unanimously. Shai Roos of Stantec Consulting Services, Inc. then made a presentation regarding Downtown Redevelopment and likewise brought forward a proposal to create a Downtown Concept Plan for Mineral Wells. John Moran then gave some background on how the process has come to this juncture. Several questions were posed concerning the 3-D model and other elements of the proposed plan. Ryan Roach was asked what the position of the Chamber of Commerce might be with respect to this plan and it was indicated that the Chamber was in favor of moving forward with the proposal. Randy Nix then spoke and indicated his support for the project, as well. He also indicated that his position would be that TIRZ money should be used for infrastructure projects to support downtown rather than on private property improvements, Following this discussion, J.C. Colton made a motion to approve a resolution authorizing funding for a Downtown Concept Plan and recommending the project to the City Council. Richard provided a second and the motion was approved unanimously by the Board. There being no further business the meeting was adjourned by Chairman Allen at 6:24 p.m.
