To the Honorable Mayor and All Aldermen: Following are the recommendations from the Airport Committee meeting called to order at 4:20p.m., July 29, 2014: 1. Request from PS Properties LLc for a sublease with FedEx – Withdrawn. This item was withdrawn during the Committee meeting. Therefore, there was no vote. 2. The City Council authorize Airport Administration to advertise a Notice to Bidders for the sale of surplus property. ********** The above motion by Alderman Frey, seconded by Alderman Lehner and carried unanimously. 3. The City Council authorize the transfer of funds needed, not to exceed $40,000, from Airside Maintenance to Landside Maintenance for the completion of the Parking Exit Booth. ********** The above motion by Alderman Frey, seconded by Alderman Lehner and carried unanimously. 4. Informational – Strategic Plan Discussion – Mission Statement & Other The Airport Director provided a follow up from past presentation. He stated the 4 strategic options are: business planning, organizational structures and redesign, terminal activation planning and rebranding/marketing campaign. He stated it would make more sense to bump up the timeline of the new master plan but it will depend on the next meeting with the Airport District Office. He continued by saying opening the new terminal will give the City an opportunity to start fresh with a branding campaign. The Airport Director reviewed the proposed mission statement. He stated “the mission of the Minot International Airport is to provide, operate, maintain and preserve resources, infrastructure and facilities that support current and future aviation services in a safe, secure and customer friendly environment operating as the gateway to the City of Minot.” AIRPORT COMMITTEE August 26, 2014 Page 2 Alderman Lehner suggested the mission statement change to say “gateway to Northwestern North Dakota” Upon questioning by Alderman Frey as to when the last master plan had been completed, the Airport Director stated the plan was wrapped up in 2010. He said with so many changes, it would be a good time to start a new master plan. 5. Informational – Pilot Shortage Forum Review The Airport Director stated critical regulating changes, changes in pilot career prospects and changes in pilot sourcing pools have affected the US Pilot Supply. He said 70% of US airports are completely dependent on regional carrier service. He continued by saying potential solutions to combat the problem include assisting with costs for pilot training, lobby Congress and FAA to change pilot regulations, and establishing strong mainline/regional carrier affiliation with flight schools. The Airport Director continued by saying small communities can also get involved by lobbying Congress and the FAA, encourage development and expansion of flight schools, and be proactive in trying to find solutions with the help of local constituents. He stated for the City of Minot area, Delta may be looking at upsizing aircrafts and decreasing the number of daily flights. He concluded saying this shortage has the potential to impact the economy similar to the 9/11 crisis. Other Business Mike Mahoney of KLJ appeared before the Committee to give an update on projects. He stated the terminal building is progressing and 2 of the 3 sections of structural steel are up. He also said elevator towers are up and a portion of metal decking for the 2nd level is installed. His hope is the building will be enclosed this winter. He stated work on phase 3 and 4 of the Apron project has started and the area is stripped for preparation. Mr. Mahoney stated Phase 1 of the parking lot and access has started and the area will be sub-graded this week or the week after. He is cautiously optimistic of the parking lot being available for use this winter which is dependent on the weather. He concluded by stating the bid opening for phases 3 and 4 of the apron project was done on August 26, 2014 with bids coming in 7% under the estimate.
