COMMITTEE ON ADDICTION August 24, 2017 Page 1 Committee Members Present: Mayor Barney, Paul Stroklund, Patti Eisenzimmer, Jason Olson, Shannon Straight, Stephan Podrygula, Laurie Gotvaslee, Mark Vollmer, Lisa Clute, Steve Hall Members Absent Dennis Lindahl, Dr. Jeffrey Sather, Robert Barnard, Chris Ray, Mark Schaefer, Val Potter Mayor Barney called the meeting to order at 6:30 pm. The City Clerk explained requirements from the North Dakota Century Code regarding open meetings and possible violations. Update on state grant application Mayor Barney said, Mark Schaefer was going to provide an update on the state grant that was awarded, but he was unable to attend the meeting. He reminded, the grant awarded $178,000, 80% of which goes toward treatment and 20% toward prevention. Sub-Committee Chair Reports Education/Outreach Paul Stroklund said, the Education/Outreach subcommittee met and had a productive brainstorming session. They have discussed speaking to about 12 groups in the Minot area. There will be a meeting on Tuesday, August 29th to review content. Mayor Barney added, the key element to this group will be building a message to communicate to the community through the use of PowerPoint and informational brochures. Family Services Patti Eisenzimmer said the group discussed the direction for the subcommittee. They want the public to come forward to share the roadblocks they have run into in their own situations to determine how to proceed. Aftercare Mark Vollmer stated, the first meeting will take place on Monday, August 28th at the Public Schools Administration Building. He said the goal is to specifically identify options for aftercare, including, jobs, housing and treatment. He wants people to share success stories in treatment and how to identify early warning signs. During the first meeting, the group will prioritize what they want to tackle and will focus on actionable results. Health & Safety Lisa Clute explained, as the recipient of the state grant, First District Health Unit is working administratively to process the funding. She said, they are seeking opportunities to meet with other grant recipients to share ideas. The main focus of the Health & Safety Committee will be, disease prevention COMMITTEE ON ADDICTION August 24, 2017 Page 2 and domestic violence. She shared emergency room statistics that were provided by Trinity and said they plan to do an assessment of the ER and look at continuum of care. The group is currently looking for volunteers from North Central Human Service Center to provide input. Ms. Clute also stated, the Director of Nursing is taking steps toward implementing a needle exchange program. Mayor Barney mentioned that some cities supply Narcan along with defibrillators in buildings. He suggested researching the idea. Grants The Mayor said he met with Chief Olson, Megan Laudenschlager, and Brittany Hogan to discuss potential grants. They decided, because the committee is in the very early stages of developing a plan, the Bloomberg grant is not a logical step. The Committee is not in a position to apply for such an extensive grant at this point. He continued by saying, the committee is aligned to apply for the Bush Foundation grant, which would award $200,000. Representatives are coming to Minot to discuss and to work out details. Other Business The Committee discussed the involvement of local medical providers and the need to have someone from Trinity be involved in the committee process. Trinity is responsible for Emergency Room care, long term primary care and walk in addiction treatment. A representative would be a valuable resource to evaluate each of those areas. Trinity could also provide feedback on the issue of internal standards of prescribing medications. Committee members shared experiences demonstrating how the process to get a patient to critical care needs to be streamlined. An extended wait can derail a patient and the hospital has a history of turning patients away. Lisa Clute announced there will be an event at Oak Park on August 31st from 5:00-8:00 for International Overdose Awareness Day. The next meeting will be scheduled for 6:30 at a date to be determined, avoiding Wednesdays. There being no further business, the meeting was adjourned at 7:15 pm.
