June 14, 2012 MINOT CITY COUNCIL - SPECIAL MEETING – 4:15 PM. ROLL CALL Members Present: Barney, Connole, Frantsvog, Frey, Hatlelid, Jantzer, Lehner, Miller, Seymour, Withus. Members Absent: Knudsvig, Krabseth, Olson. Mayor Zimbelman presiding. PLEDGE OF ALLEGIANCE Mayor Zimbelman led the City Council in the Pledge of Allegiance. APPROVE PLANS AND SPECIFICATIONS – STONEBRIDGE FARMS LIFT STATION - APPROVED Alderman Miller moved that the City Council approve the plans and specifications for the Stonebridge Farms Lift Station and authorize the City Engineer to call for bids. Motion seconded by Alderman Hatlelid and carried by the following roll call vote: ayes: Barney, Connole, Frantsvog, Frey, Hatlelid, Jantzer, Lehner, Miller, Seymour, Withus. nays: none. NORTH DAKOTA STATE WATER COMMISSION AGREEMENT – VOLUNTARY ACQUISITIONS - APPROVED Alderman Miller moved that the City Council approve the agreement between the City of Minot and the North Dakota State Water Commission for voluntary property acquisitions; and further, authorize the Mayor to sign the agreement on the City’s behalf. AMEND CITY OF MINOT PROGRAM FOR VOLUNTARY ACQUISITION OF REAL ESTATE - APPROVED Alderman Miller moved that the City Council amend the City of Minot Program for Voluntary Acquisition of Real Estate to include the appeal policy and the displaced tenants policy, on file in the Finance Department. Motion seconded by Alderman Hatlelid and carried by the following roll call vote: ayes: Barney, Connole, Frantsvog, Frey, Hatlelid, Jantzer, Lehner, Miller, Seymour, Withus. nays: none. AUTHORIZATION FOR CITY MANAGER TO SIGN VOLUNTARY ACQUISITION PURCHASE AGREEMENTS - APPROVED Alderman Miller moved that the City Council authorize the City Manager to sign purchase agreements for voluntary property acquisition purchase agreements in the absence of the Mayor. ORDINANCE NO. 4503 – REZONING NORTHEAST BUSINESS PARK ADDITION, LOT 1 – SECOND READING - APPROVED Alderman Miller moved that the City Council place Ordinance No. 4503, rezoning Northeast Business Park Addition, Lot 1 from AG (Agricultural District) and M-1 (Light Industrial District) to M-1 (Light Industrial District), on second reading. ORDINANCE NO. 4555 – XCEL ENERGY FRANCHISE AGREEMENT – SECOND READING - APPROVED Alderman Miller moved that the City Council place Ordinance No. 4555, granting Xcel Energy a 20-year Franchise agreement, on second reading. MAYOR AND CITY MANAGER COMMENTS The Mayor informed the Council that ING U.S. has entered into a business relationship with Cognizant. As a result, ING U.S. will transfer 667 positions to Cognizant on August 15, 2012. He stated the jobs will be kept in Minot. The City Manager reported the Reorganizational City Council meeting would be held on June 26, 2012, which occurs during the Committee meetings. Alderman Barney directed the City Manager to move the Finance and Improvements Committee meeting to Thursday, June 28, 2012 at 4:15 with the Airport Committee meeting to be held immediately after. The City Manager stated the Civil Service Commission Annual Plan public meeting would be held in the City Council Chambers on June 21, 2012 at 9:30 am.
