June 26, 2012 MINOT CITY COUNCIL - SPECIAL MEETING ROLL CALL Members Present: Barney, Connole, Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, Miller, Olson, Seymour, Withus. Members Absent: None. Mayor Curt Zimbelman presiding. PLEDGE OF ALLEGIANCE Mayor Zimbelman led the City Council in the Pledge of Allegiance. ORDINANCE NO. 4571 – AMEND ZONING ORDINANCE – SECTION 25-6(D) – VARIANCES ON FLOODED NON-CONFORMING DWELLINGS – FIRST READING – APPROVED Alderman Hatlelid moved that the City Council place Ordinance No. 4571, amending Section 25-6(d) of the Zoning Ordinance to provide for a continuation of grandfathered non-conforming use homes in flooded areas of the City of Minot. Motion seconded by Alderman Frantsvog and carried unanimously. The City Attorney explained the administrative process for this type of variance request. He indicated it would decrease the wait time for homeowners who would like to rebuild or replace their home if the replacement home was the same footprint or smaller. Whereupon, Alderman Hatlelid moved that the City Council pass Ordinance No. 4571 on first reading. Motion seconded by Alderman Frantsvog and carried by the following roll call vote: ayes: Barney, Connole, Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, Miller, Olson, Seymour, Withus. nays: none. Hatlelid, Ward 4—Amy Moen, Ward 5—Tom Seymour, Ward 6—Mark Jantzer, Ward 7—Kevin Connole; the following two aldermen as elected for 2-year terms: Ward 2—George Withus, Ward 4—Milton  June 26, 2012 Miller; further, as Park District Board members—John Drady and Cliff Hovda. Members Absent: None. Mayor Curt Zimbelman presiding. OATHS OF OFFICE The newly elected aldermen filed their oaths of office with the City Clerk. MAYOR’S REPORT Alderman Hatlelid moved that the City Council approve the Mayor’s appointments to the following committees: Heating and Air Conditioning Board Ron Penfold (Lay Member) = Reappointed with a term to expire June 30, 2014. MAGIC Fund GW Melgaard – Reappointed with a term to expire June 30, 2015. Randy Bartsch – Reappointed with a term to expire June 30, 2015. Recreation Commission Kevin Bohl – Appointed with a term to expire June 2015. Motion seconded by Alderman Krabseth and carried by the following roll call vote: ayes: Connole, Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, Miller, Miller, Moen, Olson, Seymour, Withus. nays: none. PRESENTATION OF PLAQUE Mayor Zimbelman presented a plaque to outgoing Ward 4 Alderman Chuck Barney in recognition of his years of dedicated service to the City and the citizens of Minot. Mr. Barney thanked the City staff and Council members for their support during his tenure. ELECTION OF COUNCIL PRESIDENT Alderman Knudsvig nominated Alderman Hatlelid for the office of City Council President. Alderman Bob Miller seconded the nomination. There being no further nominations, Alderman Bob Miller moved that the nominations cease for the City Council President. Motion seconded by Alderman Krabseth and carried by the following roll call vote: ayes: Connole, Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, Miller, Miller, Moen, Olson, Seymour, Withus. nays: none. Whereupon, Alderman Bob Miller moved that the City Council cast a unanimous ballot for Alderman Hatlelid for City Council  June 26, 2012 President. Motion seconded by Alderman Krabseth and carried by the following roll call vote: ayes: Connole, Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, Miller, Miller, Moen, Olson, Seymour, Withus. nays: none. ELECTION OF VICE PRESIDENT Alderman Hatlelid nominated Alderman Krabseth for the office of City Council Vice President. Motion seconded by Alderman Connole. There being no further nominations, Alderman Hatlelid moved that the nominations cease for City Council Vice President. He also reminded the Council of the CDBG action plan presentation to be held on June 28, 2012 at 6:30 pm in the City Council Chambers and urged their attendance.
