October 9, 2012 MINOT CITY COUNCIL - SPECIAL MEETING ROLL CALL Members Present: Connole, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, Moen, Olson, Seymour, Withus. Members Absent: Frantsvog, M. Miller, Zimbelman. Acting Mayor Hatlelid presiding. PLEDGE OF ALLEGIANCE Acting Mayor Hatlelid led the City Council in the Pledge of Allegiance. STORM SEWER PROJECT PRIORITY LIST – APPROVED Alderman Jantzer moved that the City Council approve the following priority list for Storm Sewer Projects: 1. 4th St SW Storm Sewer - 33rd Ave to 37th Ave 2. Downtown – Broadway to 3rd St NE and Burdick Expy to 1st Ave N 3. 18th Ave SW Storm Sewer – West of Broadway 4. 10th St SW South of 31st Ave SW Storm Sewer 5. 16th St SW Storm Sewer – 11th Ave to 16th Ave SW 6. 11th Ave SW to 6th St SW Storm Sewer 7. Polaris Park Storm Sewer 8. Main St South from 35th to 37th Ave SE Storm Sewer 9. Southwest Knolls Phase II at 13th St/12th Ave 10. 4th Ave NW at 8th St NW Storm Sewer Motion seconded by Alderman Krabseth and carried by the following roll call vote: ayes: Connole, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, Moen, Olson, Seymour, Withus. nays: none. RESOLUTION NO. 3111 - CREATING STORM SEWER DISTRICT NO. 119 - APPROVED Alderman B. Miller moved that the City Council adopt Resolution No. 3111, creating Storm Sewer District No. 119. Motion seconded by Alderman Jantzer. This project will reconstruct the storm sewer system in downtown Minot from Broadway to 3rd Street NE and from Burdick Expressway to 1st Avenue North. Upon questioning, the City Engineer stated the special assessment districts were created to generate the 20% share in order to receive funding from the Economic Development Administration for the project. He stated much of the current infrastructure in downtown Minot is original and starting to fail. He provided information on the cost breakdown for the benefitting property owners. Following discussion, a vote was taken on the above motion by Alderman B. Miller, seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Connole, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, Moen, Seymour, Withus. nays: none. RESOLUTION NO. 3112 – PREPARATION OF ENGINEER’S REPORT – STORM SEWER DISTRICT NO. 119 - APPROVED Alderman B. Miller moved that the City Council adopt Resolution No. 3112, directing preparation of an engineer’s report for Storm Sewer District No. 119. Motion seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Connole, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, Moen, Seymour, Withus. nays: none. October 9, 2012 RESOLUTION NO. 3113 – APPROVING ENGINEER’S REPORT – STORM SEWER DISTRICT NO. 119 - APPROVED Alderman B. Miller moved that the City Council adopt Resolution No. 3113, approving the engineer’s report for Storm Sewer District No. 119. Motion seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Connole, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, Moen, Seymour, Withus. nays: none. RESOLUTION NO. 3114 – PREPARATION OF PLANS AND SPECIFICATIONS – STORM SEWER DISTRICT NO. 119 - APPROVED Alderman B. Miller moved that the City Council adopt Resolution No. 3114, directing preparation of plans and specifications for Storm Sewer District No. 119. Motion seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Connole, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, Moen, Seymour, Withus. nays: none. RESOLUTION NO. 3115 – APPROVING PLANS AND SPECIFICATIONS AND CALL FOR BIDS – STORM SEWER DISTRICT NO. 119 – APPROVED Alderman B. Miller moved that the City Council adopt Resolution No. 3115, approving plans and specifications for Storm Sewer District No. 119 and authorizing the City Engineer to call for bids. Motion seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Connole, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, Moen, Seymour, Withus. nays: none. RESOLUTION NO. 3116 – WAIVING RESOLUTION OF NECESSITY & PUBLIC HEARING – STORM SEWER DISTRICT NO. 119 - APPROVED Alderman B. Miller moved that the City Council adopt Resolution No. 3116, waiving the resolution of necessity and public hearing for Storm Sewer District No. 119. Motion seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Connole, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, Moen, Seymour, Withus. nays: none. REQUESTS FOR QUALIFICATIONS - ENGINEERING SERVICES – STORM SEWER DISTRICT NO. 119 – APPROVED Alderman B. Miller moved that the City Council authorize the City Engineer to solicit Requests for Qualifications for engineering services for Storm Sewer District No. 119. Motion seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Connole, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, Moen, Seymour, Withus. nays: none. RESOLUTION NO. 3117 - CREATING STREET LIGHTING DISTRICT NO. 63 - APPROVED Alderman B. Miller moved that the City Council adopt Resolution No. 3117, creating Street Lighting District No. 63. This project will reconstruct the street lighting system in downtown Minot from Broadway to 3rd Street NE and from Burdick Expressway to 1st Avenue North. Motion seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Connole, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, Moen, Seymour, Withus. nays: none. RESOLUTION NO. 3118 – PREPARATION OF ENGINEER’S REPORT – STREET LIGHTING DISTRICT NO. 63 - APPROVED Alderman B. Miller moved that the City Council adopt Resolution No. 3118, directing preparation of an engineer’s report for Street Lighting District No. 63. October 9, 2012 RESOLUTION NO. 3119 – APPROVING ENGINEER’S REPORT – STREET LIGHTING DISTRICT NO. 63 - APPROVED Alderman B. Miller moved that the City Council adopt Resolution No. 3119, approving the engineer’s report for Street Lighting District No. 63. Motion seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Connole, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, Moen, Seymour, Withus. nays: none. RESOLUTION NO. 3120 – APPROVING RESOLUTION OF NECESSITY & PUBLIC HEARING – STREET LIGHTING DISTRICT NO. 63 - APPROVED Alderman B. Miller moved that the City Council adopt Resolution No. 3120, approving the resolution of necessity and public hearing for Street Lighting District No. 63. Motion seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Connole, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, Moen, Seymour, Withus. nays: none.
