PERSONAL APPEARANCE – CONNIE PHILIPENKO – SOURIS VALLEY LONG TERM RECOVERY COMMITTEE Connie Philipenko, Director of the Souris Valley Long Term Recovery Committee, appeared before the Council to provide an update on flood recovery efforts by the Committee. She stated the Committee is a collaboration of several organizations to assist with flood recovery including Hope Village, RAFT, Lutheran Disaster Response, Unmet Needs Committee, RSVP, UMCOR, Education and Public Assistance Committee, Emotional and Spiritual Committee, the City of Minot and CDM Smith. She indicated the Committee had received over $1 million in donations and 3,823 volunteers logging over 77,000 hours in assistance. MAYOR’S REPORT Acting Mayor Hatlelid welcomed Boy Scout Troops 416 and 425 to the meeting. He stated the members are working toward their Citizenship in the Community badge. CITY MANAGER REPORT The City Manager reminded those in attendance of the upcoming election and voting locations. He also reminded the Council of the Pension Review Ad Hoc Committee meeting to be held on November 7 at 12:00 pm, the Civil Service meeting to be held on November 8 at 9:30 am, and the special City Council meeting to be held on November 14 at 12:00 pm for the public hearing on a street lighting district. PROFESSIONAL SERVICES AGREEMENT – AMENDMENT #1 – PASSENGER FACILITY CHARGE APPLICATION – APPROVED Alderman Seymour moved that the City Council approve Amendment #1 to the professional services agreement with Kadrmas, Lee, and Jackson, Inc. for the Passenger Facility Charge Application for an increase in the amount of $13,000; and further, authorize the Mayor to sign the amendment on the City’s behalf. ORDINANCE NO. 4635 - AMEND CHAPTER 32 – COMMUNITY FACILITIES ENTERPRISES OR OTHER ENTERPRISE ACTIVITIES UNDER HOME RULE – FIRST READING – APPROVED Alderman Lehner moved that the City Council place Ordinance No. 4635, amending Chapter 32 of the City of Minot Code of Ordinances to authorize the City of Minot to engage in community facility enterprise activities, on first reading. Motion seconded by Alderman B. Miller. Alderman Lehner stated an application review meeting would be scheduled in the near future. Whereupon, Alderman Lehner moved that the City Council pass Ordinance No. 4635 on first reading. Motion seconded by Alderman B. CITY MANAGER EMPLOYMENT CONTRACT – APPROVED Alderman B. Miller moved that the City Council approve the employment contract for the City Manager from January 1, 2013 through December 31, 2017, and further; authorize the Mayor to sign the document on behalf of the City of Minot. Motion seconded by Alderman Frey. Discussion was held regarding the length of the employment contract and past contract periods. Whereupon, a vote was taken on the above motion by Alderman B.
